Article 191 for children with physical or intellectual deficiencies shall be held, in accordance with the law, special education units.


Article 192 Kindergartens, schools, secondary schools, professional schools and schools of craftsmen that function as units of stand-alone, as well as higher education institutions, have legal personality.


Article 193 the Ministry of education and education shall develop, in consultation with other ministries and State bodies and public associations concerned, regulations for organizing activity in educational units.


Article 194


Foreign citizens and stateless persons can be admitted to educational institutions from the Socialist Republic of Romania, according to the law, and the provisions of international conventions to which Romania is a party, on the basis of approval by the Ministry of education and higher education.


Article 195 diplomas, certificates and other education documents obtained abroad are valid only after their equivalence by the Ministry of education and higher education with education documents issued by educational establishments in the country.


Article 196 this law enters into force as of the educational year 1979/1980.
On the same date shall be repealed:-Law No. 11/1968 concerning education in the Socialist Republic of Romania and its subsequent amendments;
-Law No. 2/66 concerning the establishment, organization and functioning of specialized high schools;
-Decree No. 1063/1968 on the conclusion of contracts between the student and the Rector of the educational institution;
-Decree No. 278/73 laying down uniform structure for educational institutions;
-Decree No. 207/1977 on the Organization and functioning of secondary education;
-Decree No. 208/1977 on the Organization and functioning of professional education;
-Decision of the Central Committee of the Communist Party and the Council of Ministers No. 91/1955 concerning the Organization of occupational apprenticeship schools, technical schools and technical schools of craftsmen;
-Decision of the Council of Ministers No. 247/1955 relating to organizational measures and some funding to implement the decision of the Central Committee of the Communist Party and the Council of Ministers of the Socialist Republic of Romania relating to the organisation of professional apprenticeship schools, technical schools and technical schools of craftsmen;
-Decision of the Council of Ministers No. 6/1957 to certain conditions concerning the production practice of students and pupils of schools;
-Decision of the Council of Ministers No. 1378/1966 pursuant to the law. 2/66 concerning the establishment, organization and functioning of specialized high schools;
-Decision of the Council of Ministers No. 1945/1968 on measures regarding education evening classes and without frequency from high schools of specialisation;
-Decision of the Council of Ministers No. 1245/1971 on the duration of studies at the school of vîlcea;
-Decision of the Council of Ministers No. 354/1974 concerning measures for generalizing secondary education first stage starting with the 1974/1975;
-Decision of the Council of Ministers No. 577/1975 some generalization of the first stage of the plan for the high school and schooling in the academic year 1975/1976;
-Decision of the Council of Ministers No. 643/1975 concerning measures for the organisation of vocational and trade economic accounting.
