Law No. 4 of 6 July 1978 on modification and completion of the law wage after the quantity and quality of labour no. 57 from 29 October 1974 ISSUING NATIONAL ASSEMBLY and published in OFFICIAL GAZETTE No. 55 of 11 November 1978 in implementation of agreed wage law with the rise of living standards adopted by the party's National Conference in December 1977 with the decisions of the plenary of the Central Committee of the Communist Party in March 1978, and the whole complex of measures on improvement of management and economic-financial planning, National Assembly of the Socialist Republic of Romania adopts this law.


Article 1, law No. 57 from 29 October 1974 change and completed as follows: 1. 2. Art. 1 shall read as follows: Art. 1. — (1) In the Socialist Republic of Romania work constitutes a duty of honor for all members of society. The right to work is a fundamental right of all citizens, guaranteed by the Constitution. Every citizen has the right and the duty to conduct an activity useful to society, to provide the means of existence and spiritual development. The work represents a fundamental criterion for assessing the contribution of each person to the advancement of society, a need for training, and the development of multilateral affirmation of human personality.

(2) the exploitation of man by man, appropriating others ' labor income are expressly prohibited. Nobody can be a salary unless performs work socially necessary and cannot be achieved other than legal ones. Evasion of work, living parasitic, achieving gains on other ways than by his own work ethics and equity principles contradict, are incompatible with the very essence of socialist society and goals.
  

(3) the people working, as owners of the means of production, goods of the whole people, and at the same time, producers and beneficiaries of the material and spiritual values, carries full responsibility for direct and effective leadership of each economic unit, for efficient management and judicious goods that are entrusted to them towards the administration. Each enterprise is required to obtain benefits to ensure their own development, contributing with a certain quota to the general development of society and to create the necessary resources to ensure the participation in the benefits of the working people and to cover the expenses for the satisfaction of social and cultural needs as part of the general increase in living standards set by the party and State. "
  

3. Art. 2 shall read as follows: Art. 2. — (1) the National Income, as newly created value in industry, agriculture and other branches, is the source of economic and social development of the country and raising the welfare of the whole people. National income allocated to fund economic and social development and to fund consumption, in order to ensure the necessary means for intensive development of production forces, and increasing the income of the working people continue.

(2) the consumer Fund, which represents the share of national income set aside for individual income realized by the members of the society on the basis of work performed, as well as to cover expenses they make society to meet the needs of the entire population, is the responsibility of the working people and their family members in the following ways: a) remuneration after the quantity, quality and importance of social labor, depending on the contribution to the development of the production of material and spiritual society;
  

b) participation in the benefits in relation to the contribution of each to the development of the undertaking concerned and with seniority in the establishment;
  

c) remuneration granted to men social labour funds of all levels of education, healthcare, pensions, State allocations for children, family aid, pensions for incapacity for work, intended for dispatch to the spa treatment and rest, creselor, gradinitelor, maintenance of the dormitories, canteens, of nefamilisti of housing and other social needs and cultural ".
  

4. Art. 3 shall read as follows: Art. 3.-(1) recovery works is based on the principle of distribution after quantity, quality and importance of social labor, depending on the contribution to the material and spiritual development of the production of the entire society and the results of the work.

8. Art. 10 shall be supplemented by a new paragraph (3), with the following contents: "(3) the Council of the working people in each unit carries full responsibility for the implementation of socialist principles of staffing, the management and use of funds for both production expenses and those of consumption".
9. Art. 12 shall read as follows: Art. 12. — (1) the forms of remuneration are as follows: a) in agreement or with the piece, when proper remuneration resulting from multiplying the tariff per unit of product or on paper with the number of products or of the work carried out. Global agreement applies where technological process characteristics require the participation of people's collective labor teams in carrying out the tasks of production and where technical and organizational measures specific to this type of staffing, ensure a higher labor productivity. In the industry shall apply for the achievement of a complete product or work, attend one or more teams, or to achieve certain physical productions; construction shall apply for the achievement of a block of flats, industrial Hall, pod, electric line or other objects; in agriculture, in order to achieve a certain production of grain, meat, milk, vegetables or others.

11. Art. 17 para.
