Law No. 2 of 24 March 1978 on civil defense in the Socialist Republic of Romania ISSUING NATIONAL ASSEMBLY and published in OFFICIAL GAZETTE No. 24 of 27 March 1978 STATEMENT of REASONS in order to ensure uniform rules, and improved civil defence was passed next to the civil law on the defence of the Socialist Republic of Romania.
In order to better organize the content of what activities for the protection of the population and material goods, as well as to limit and liquidation of consequences of air attacks, natural disasters and man-made catastrophes, the Socialist organizations and citizens all, law is used in the name of "civil defence" instead of "antiaeriana" local defense.
Under the law, the organisation of civil defence in the Socialist Republic of Romania is based on the concept of the Communist Party with respect to the defence of the fatherland, the revolutionary conquests of socialism, by the whole people. To this end have been established in accordance with the Constitution and laws of the country, the obligations of all citizens, State organs, public organizations and Socialist units to participate in civil defence measures.
To create an organizational framework for bringing to fruition the tasks incumbent on Civil Defense organs and State and public organizations, to all citizens, the law regulates: purpose, missions and organisation of civil defence; protection of the population and material goods; limiting and liquidation of consequences of attacks from the air and the relief produced by natural calamities and catastrophes; duties of ministries, other central bodies and bodies of local State administration on the implementation of civil protection measures.
The law consideration of concrete conditions and peculiarities of the territory of our country, changes in economic and social development of districts, settlements and Socialist development units, technical-material base of them, and the experience it has gained from the civil defence.
Ensure the material and financial means and other necessary measures in civil defence activities, are to be regulated by the Decree of the State Council.
Law on civil defense in the Socialist Republic of Romania on Civil Defence is based on the concept of the Communist Party with respect to the defence of the fatherland, the revolutionary conquests of socialism, by the whole people.
In accordance with the Constitution and laws of the country, all citizens, men and women, without distinction of nationality, are required to actively participate in all activities designed to ensure the good condition of economic and social activity, protection of citizens and material goods, in times of war and in other special circumstances.
To this end, the entire population is called upon to participate in organized manner to achieving civil defense measures, every citizen having the duty to acquire fully the knowledge needed to carry out, under any conditions, the tasks entailed in connection with civil defense.
For civil protection measures, State bodies, public organizations, Socialist units are obliged to ensure the protection of the public, the integrity of the machinery and other material goods, as well as the normal production process.
To create an organizational framework for bringing to fruition the tasks incumbent on Civil Defense organs and State and public organizations, to all citizens of the motherland, National Assembly of the Socialist Republic of Romania adopts this law: chapter I General provisions Article 1 the Civil Defence, part of the national defence system, based on the concept of the party and rule for the defense of the motherland by the entire nation.
Civil defence must ensure preparation of population, territory and economy for a normal economic activities, political and social, as well as for the protection of citizens and material goods of every kind, in times of war and in other special circumstances.


Article 2 all citizens, men and women, regardless of their nationality, have the obligation to prepare for the purpose of knowing the rules and civil defence, to attend, if necessary, to the achievement of all actions for the protection of the public and property, to ensure normal conduct of economic, political and social.


Article 3 civil defense measures are carried out in accordance with other measures of preparedness for the defence of the country, according to the rulings of the Council of the Socialist Republic of Romania and the Defence orders for the Commander-in-Chief of the armed forces.

Article 4 the following Civil Defence main missions: to prepare for civil defense) of citizens and of civil defence;
  

b) protection against citizens of mass destruction weapons and, by means of individual housing, dispersing and escape;
  

c) asset protection materials of any nature, by dispersing, escape, concealment, camouflage and other technical and organizational measures to help ensure uninterrupted economic units officers in special situations;
  

d) prevention population and staff worker from localities and Socialist units of the danger of attacks from the air, through notification and alarm;
  

e) limiting and liquidation of consequences of air attacks, participation in restoring the production capacity of the Socialist units;
  

f) identification, neutralization and reclamation of territory remaining ammunition neexplodata;
  

g) participation units of military and civil defence to localization and removal of consequences caused by natural disasters and catastrophes.
  


Article 5 of the National Defence Ministry organizes, leads and coordinates the implementation of the measures of protection of the population and material goods, preparation of citizens, as well as fulfilment of the other tasks of civil defence in counties, townships and Socialist units.


Article 6 other central organs, Ministries, local bodies and Socialist units have the obligation to ensure the protection of personnel subordinated worker, machinery and aggregates, as well as to take the necessary measures to ensure normal conduct of the process of production and other economic and social activities.


Chapter 2 Organization of civil defence Article 7 National Defence Minister is the head of civil defence in the Socialist Republic of Romania, with the task to lead, guide and control the work of civil defence, in accordance with the Council of the Socialist Republic of Romania and Defence with orders for the Commander-in-Chief of the armed forces.
The Ministry of national defence shall organise Civil Defence Headquarters.


Article 8 Ministers, heads of other central bodies and heads are unities Socialist civil defence of these organs and units.
Presidents of committees and the executive offices of the popular councils are civil defence chiefs from counties, cities, towns and municipalities.
Civil Defence chiefs referred to in paragraph 1. 1 and 2 lead and coordinate civil defence bodies and Socialist units or, where appropriate, from counties, cities, towns and municipalities.


Article 9 to the central ministries, other organs, committees and executive offices of the popular councils, as well as the Socialist units are organized bands of civil defence, civil protection and civil defence staffs.


Article 10 Bands of civil defence is organized for the purpose of limiting participation in actions and liquidation of consequences of the attacks from the air, and the aftermath of natural disasters and catastrophes.
In the formation of civil defence are falling people fit for work, men in age from 20 to 60 years and women from 20 to 55 years old, who are not part of other forms of training for homeland defense.


Article 11 Committees of civil defence is organised in order to study and application of measures of civil defence on various specialities, health, communication, alarm, protection-roosting, protection antichimica, electro and the like.


Article 12 major States of civil defence is organized for the purpose of guidance and coordination of the work of other commissions and civil defence, the entire population.


Article 13 the Organization of committees and the major States of civil defence is established by Decree of the State Council.


Article 14 measures of civil defence, citizens have the following obligations: a) to participate in the preparation for civil defense, for the purpose of understanding knowledge and skills necessary for this activity;
  

b) to comply with all measures provided by the civil defence, in times of peace or war;
  

c) to participate in actions of limitation and liquidation of consequences of the attacks from the air, the location and relief caused by natural calamities and catastrophes;
  

d) to participate in the development of shelters of collective interest, and the fitting-out of premises or the construction of housing on the personal property;
  

e) to procure against payment, the mask against gas and sanitary Kit antichimica.
  


Article 15


Preparing for the civil defence is executed according to the programmes developed by the Ministry of national defence, as well as specialized topics produced by ministries and other central organs.
In preparing for the civil defence committees devoted to participate, specialty, and chiefs of defence staffs, their bodyguards patriotic detasamentele the preparation of youth for of civil homeland defense, fire brigade bands, voluntary health and sisters formations of the Red Cross, the Socialist Worker staff, students, pupils and other categories of citizens, as well as the staff of military units and formations of the National Defense Ministry and the Interior Ministry.


Article 16 ministries and other central organs in counties, villages and Socialist units shall organise periodic exercises and civil defense applications, according to the provisions of training approved by the Minister of national defence.


Chapter 3 protection of the population and material goods Article 17 protection of the population and material goods against the effects of weapons of mass destruction and to ensure regular weapons through a series of measures from 16.00: reminder and alarm, evacuation and sheltering, dispersing, masking, camouflage and other technical and organizational measures.


Article 18 measures to protect the population and material goods is carried out in relation to the distinguished category of localities, and depending on the significance of Socialist units, military units and formations.
Dividing the settlements category, as well as civil defence measures that run in times of peace and in special circumstances, shall be determined by Decree of the State Council.


Article 19 Notification and alert the population and staff worker from localities and units about the danger of attacks from Socialist air ensure by the Civil Defence Headquarters and staffs of civil defence.
Reminder and alert the population about the production of natural calamities and disasters are carried out by staffs of civil defence, based on the judgement of the civil defence chiefs in the counties, and localities affected Socialist units.


Article 20 in order to reduce the effects of the attacks from the air, is the dispersion and evacuation of part of the staff of ministries, other central bodies, local bodies and Socialist units, certain categories of citizens, goods, materials and objects that are part of the national cultural heritage.
These plans shall be drawn up and of ministries, other central organs and executive committees of councils and popular of the municipality of Bucharest, with the agreement of the Minister of national defence.


Article 21 the transition to spreading action execution and decides by the Socialist Republic of Romania's Defence Council, at the recommendation of the Minister of national defence.

The Ministry of national defence shall submit to the Council for approval, the Socialist Republic of Romania's defence proposals to achieve, in times of peace, of civil defense shelters.


Article 23 protection of the population and material goods against contamination effect of weapons of mass destruction to ensure on the basis of the measures set out by the Ministry of national defence, together with the other ministries and central organs and executive committees of councils and popular of the municipality of Bucharest.


Chapter 4 and the liquidation of consequences of Limiting attacks from the air and the relief produced by natural calamities and disasters and limiting article 24 Actions and liquidation of consequences of air takes place and is lead based on the provisions of the civil defence chiefs from the towns, counties, and Socialist units affected.


Article 25 limitation actions and liquidation of air attacks aftermath: military units participate in the Ministry of national defense and the Ministry of Interior, depending on their situation and missions; bands of civil defence; actual militia; civil bands of firefighters; subunits of the patriotic guards and forcing the preparation of youth for the defense of the homeland; voluntary health and sisters formations of the Red Cross; the staff of the Socialist Worker; students, students and other citizens who are out of work.


Article 26 military units and other civil protection participate in relief caused by natural disasters or catastrophes, to restore capacity damaged by attacks from the air, the fire of the great objectives.


Article 27 ministries, other central executive bodies, the committees of the District Councils and city folk and Socialist units that execute works on land where there are indications that the remaining unexploded munitions will take measures to ensure respect for the rules of safety at work technique, developed by the Ministry of national defense.
Bodies and establishments referred to in paragraph 1. 1 will be held with the staff of subordinate worker, as well as with the population, training activities on the prevention of accidents in the ninth inning and ordnance clearance operations.

c) carried out, on the basis of plans drawn up in peacetime, measures to protect the staff and assets of the worker;
  

d) execute, themed set in agreement with the Ministry of national defence, scientific research, studies, documentation of manufacturing, power engineering and experiments, in order to improve measures and improvement of means of civil defence;
  

(e)), from design and execution bodies, application of legal norms concerning the fitting-out of premises of housing for civil defence and the way their maintenance by beneficiaries;
  

f) ensure the dispersion and evacuation personnel worker and material goods;
  

g) prevention, protection and prepare the population of the areas that may be affected by nuclear and chemical accidents as a result of the activity of subordinate units, holding chemicals and radioactive sources;
  

h) inform civil defense Headquarters and staffs of civil defence and the municipality of Bucharest about situations of natural disasters and disasters: floods, earthquakes, inzapeziri, landslides, fires, explosions, nuclear accident, has been ruled out as a result of damage to installations with harmful substances, to ensure opportune intervention with military units and formations of civil defence.
  


Article 29 the Ministry of national defence directs and coordinates the implementation of the measures of protection of the population and material goods to all organs and Socialist units throughout the country.
The Minister of national defence the Defence Council of the Socialist Romania reports and proposals regarding the main organizational measures and insurance of civil defence and subjecting them to approve plans and centralized exhaust dispersal to population.


Article 30 Interior Ministry provide the necessary measures for maintaining law and order in localities, the specific conditions of the movement of vehicles and pedestrians, and goods guard Socialist citizens units at the time of the alarm, the dispersal and eviction actions, limiting and liquidation of consequences of air attacks, as well as by citizens and Socialist units of the rules and measures of civil defence.


Article 31 the Ministry of health, together with the committees and the executive offices of the popular councils, medical and sanitary assistance to citizens in conditions of war and ensure the supply of the necessary quantities and assortment of medical equipment and instrumentation, blood and substituienti, drugs, Biologicals and other means necessary to grant medical assistance.


Article 32 the Ministry of transportation and Telecommunications transport and ensure the stability of telecommunications in time of war, as well as necessary measures for transport by rail, road and inland waterway in the dispersal and eviction proceedings, transport the wounded, as well as telecommunications links for civil protection activities.


Article 33


Ministry of electricity and provide stability and uninterrupted operation of the national energy system in time of war, is taking steps to restore it in case of destruction or damage and provide sources of electricity necessary limitation actions and liquidation of consequences of the attacks from the air.


Article 34 the Ministry of agriculture and food industry and ensure the application of measures for the protection of animals, crops, fodder, cereals and foodstuffs; take steps to ensure that the range and quantities of equipment, drugs and Biologicals, necessary in time of war, for the purpose of carrying out actions on veterinary and plant health.


Article 35 Committees and executive offices of County Councils, popular, Bucharest city, municipal, town, municipal officials and ensure continuity of communal household networks, roads and bridges, with the aim of carrying out normal economic activities, political and social in times of war; lead limitation actions and liquidation of consequences of air attacks, the aftermath caused by natural calamities and catastrophes; ensure the participation of the population in preparation for civil defence.


Chapter 6 final provisions Article 36 Ensuring material and financial means and other necessary measures in civil defence activities, shall be laid down by Decree of the State Council.


Article 37 ministries and other central bodies will draw up, in agreement with the Ministry of national defence, specific regulations concerning the execution of measures of civil defence.
