The program of the Romanian Communist Party to forge the developed and advanced socialist socialist society of Romania to communism sets out measures to improve, in all areas of economic and social life, the organizational framework that ensure the active participation of the masses of working people in the development and implementation of the policy of the party of sustained and balanced development of the economy, of rational distribution of the productive forces on the territory of the country. In order to ensure the achievement of the tasks and objectives set for agriculture by the Party Program and the decisions of the 11th Congress of the party, it is necessary to create representative bodies of the working people of agriculture, to debate and contribute to the foundation and finalization of the projects of the annual plans and the perspective of economic and social development, as well as their programs of fulfillment. For the achievement of the party's policy in the field of agriculture, in order to achieve a modern, high yield agriculture and to fulfill the decisions adopted at the Congress of the governing councils of the socialist agricultural units, the the whole peasantry, the coniliers of the working people of the food industry, forestry and water management, The Great National Assembly of the Socialist Republic of Romania adopts this law. + Article 1 The Congress of the governing councils of the socialist agricultural units, of the entire peasantry, of the councils of the working people of the food industry, forestry and water management, the supreme forum of agriculture, the food industry, forestry and water management, ensuring the direct and effective participation of working people in these fields of activity when developing and adopting decisions on the continuous development and modernization of agriculture, industry food, forestry and water management, increased production agri-food and forestry, increasing the contribution of these sectors to the development of the national economy and to the general lifting of the welfare of the peasants, of all those The Congress of the governing councils of the socialist agricultural units, of the entire peasantry, of the councils of working people in the food industry, forestry and water management debates the fundamental problems of the party's agrarian policy and the state, the ways and means of carrying out the tasks included in the program of the party, in the single national plan of economic and social development, of the improvement of the self-driving of workers and of economic and financial self-management, as well as of continuous development of work and collective leadership. + Article 2 At the works of the Congress of the governing councils of the socialist agricultural units, of the entire peasantry, of the councils of the working people of the food industry, forestry and water management participate representatives of the governing councils of the agricultural production cooperatives, the councils of the working people of the state agricultural enterprises, the resorts for the mechanization of agriculture, the food industry enterprises, the forestry and water management units, delegates of the county and communal commissions of agricultural producers in the non-cooperative localities, the members of the National Council of Agriculture, Food Industry, Forestry and Water Management, party activists, scientists and teachers from agricultural education, food industry and forestry, representatives of ministries and other state and public bodies. The Congress of the governing councils of the socialist agricultural units, of the entire peasantry, of the councils of the working people of the food industry, forestry and water management meets every five years and convenes by the Council National of Agriculture, Food Industry, Forestry and Water Management. The National Council of Agriculture, Food Industry, Forestry and Water Management ensures the coordination and achievement, in a unified conception, of the actions and measures necessary to carry out the provisions of the single national development plan economic and social in the field of agriculture, food industry, forestry and water management, application of the principles of self-driving and economic and financial self-management in the whole activity, Decisions of the Congress of Management of Agricultural Units socialist, of the entire peasantry, of the councils of the working people of the food industry, forestry and water management. The National Council aims, in its entire activity, to achieve the objectives of the new agrarian revolution in terms of increasing agricultural production and labor productivity in agriculture, raising the technical level and increasing the economic efficiency of this branch, the full and efficient use of the earth, the main means of production in agriculture, the raising of the productive potential of the soil, the realization of the land improvement program, the judicious use of the technical-material basis, the labour and specialists, introduction and generalisation technical progress, increasing the contribution of scientific research activity to the progress of agriculture, ensuring a higher level of the entire general social activity in villages and communes. In the field of food industry, the National Council takes measures to ensure the lifting of the higher value of agricultural raw materials, the widening and diversification of the assortment of processed products, the lifting of the quality of goods food, increasing the weight of protein derivatives of plant origin in people's nutrition, satisfying the requirements of a rational, scientifically grounded diet for all categories of conumers. The National Council also adopts measures to increase the productive potential of forests, to defend, preserve and develop the forest fund, judicious management of wood resources and combat its waste, forest regeneration and improvement of the poorly productive, reforestation, preservation of the forest heritage of valuable species of trees acclimatized in the country, improvement of forest protection functions, development of harvesting and recovery superior of berries, other natural resources and products Forest accessories. In the field of water management, the National Council aims, within the Program for the arrangement of the river basins of the country, the arrangement, in a unified conception, of the entire hydrographic network, to ensure the satisfaction of all the needs of drinking water, industrial, irrigation, energy production and others, as well as for the defense of localities, industrial platforms and agricultural areas against inindications, saving and recirculating water, diminishing consumptions and losses, the preservation of water purity and quality. + Article 6 The National Council of Agriculture, Food Industry, Forestry and Water Management has the following main tasks: a) organizes the application and controls the fulfillment of party decisions and the laws of the country on agriculture, food industry, forestry and water management, as well as the decisions of the Congress governing boards of the units Socialist farming, of the entire peasantry, of the councils of the working people of the food industry, forestry and water management; b) analyze the annual and prospective plans, the programs for the development of branches and sub-branches in agriculture and the food industry, in forestry and in the field of water management. Establishes measures for the application, in the entire activity of the units in agriculture, food industry, forestry and water management, of the principles of self-driving workers and economic-financial self-management, for achievement in the best conditions, by these units, of their tasks under the single national economic and social development plan; c) establishes measures for the judicious and integral use of the land fund, the use of high-yield seed varieties, the expansion of livestock breeds of high productivity, the application and improvement of production technologies in culture plants, animal husbandry, in the food industry, forestry and water management, scientific organization of production and work. d) establishes measures for the full use of production and labor capacities, the performance of product delivery tasks to the state fund, the realization of investments, the increase of the economic efficiency of agricultural units, food industry, forestry and water management, increasing the contribution of agriculture and other sectors to meeting the consumption needs of the population, of the entire national economy; e) analyze the stage of meeting production and economic-financial plans on the whole of agriculture, food industry, forestry and water management, as well as on their branches, and adopt the necessary measures to improve continue the production and economic activity in all units, to achieve and exceed the provisions of the plan; f) debates and pronounces on draft normative acts related to the organization and functioning of agricultural units, food industry, forestry and water management, to the activity of their collective management bodies, as well as on other projects that concern the improvement of work in its fields of activity; g) ensures the orientation and unitary leadership of the activity of the leading bodies of the socialist units in agriculture, food industry, forestry and water management, for the permanent application of the principle of labor and management collective, improving the style and methods of work, promoting critics and autocritics, increasing the responsibility of all members of these organs in carrying out their tasks. + Article 7 The National Council of Agriculture, Food Industry, Forestry and Water Management responds, for the work carried out, to the Congress of the governing councils of the socialist agricultural units, of the entire peasantry, of the councils working people in the food industry, forestry and water management. + Article 8 The National Council of Agriculture, Food Industry, Forestry and Water Management is made up of: a) Council of the National Union of Agricultural Cooperatives of Production; b) management boards of: -Ministry of Agriculture and Food Industry; -Food industry department; -Department of State Agriculture; -The economic general directorate of horticulture; -The economic general directorate for the mechanization of agriculture, irrigation, transport and production of machinery for agriculture and food industry; -The general economic department of land improvement and construction in agriculture; -National Water Council; -Department of forestry; c) Presidium of the Academy of Agricultural and Forestry Sciences; d) Labour councils of: -Plant for the use of cereals and technical plants; -Business Trust for the production of compound feedingstuffs; -to the flax, the cinepans and the cotton; -The "Plafar" Trust; e) Board of Directors of the Bank for Agriculture and Food Industry; f) The central commission of agricultural producers in the non-cooperative localities; g) representatives of: -Central Committee of the Communist Youth Union; -National Council of Women; -unions unions in agriculture, food industry, forestry and water; -institutes of agricultural higher education, food industry and forestry; h) working people who work directly in the agricultural preoduction of agricultural production cooperatives, state agricultural enterprises, resorts for agricultural mechanization, food industry units, forestry and household waters, which are not part of the management bodies of these establishments, as well as agricultural producers in the non-cooperative localities, according to the rules established by the National Council of Agriculture, Food Industry, Forestry and Water Management. The number will represent at least 30 percent of the number of members of the National Council. Members of the National Council of Agriculture, Food Industry, Forestry and Water Management provided at lit. g) are designated by the collective management of the respective organizations for a period of 5 years. Members of the National Council of Agriculture, Food Industry, Forestry and Water Management can be revoked by the bodies that designated them. + Article 9 The National Council of Agriculture, Food Industry, Forestry and Water Management has a president, a first vice president and 6 vice presidents, elected by the National Council. The president of the National Council is an activist from the party and state leadership. + Article 10 The National Council of Agriculture, Food Industry, Forestry and Water Management operates in plenary and on commissions. The number and composition of commissions shall be established by the National Council of Agriculture, Food Industry, Forestry and Water Management. During the plenary works, the National Council of Agriculture, Food Industry, Forestry and Water Management can also operate on sections. + Article 11 The National Council of Agriculture, Food Industry, Forestry and Water Management has an executive office made up of 57 people: -First Vice-President of the National Council; -National Council Vice-Presidents; -two secretaries; --48 members. The President of the National Council is participating in the meetings + Article 13 The National Council of Agriculture, Food Industry, Forestry and Water Management and the Executive Office shall adopt open voting decisions with the majority of their members. + Article 14 In order to create the organizational framework of the direct participation of agricultural producers in the non-cooperative localities when establishing and carrying out measures to increase agricultural production, it is constituted, besides the councils Communal folk, commissions of agricultural producers. The communal commission of agricultural producers consists of 9-15 members elected for two and a half years by the assembly of agricultural producers in the non-cooperative localities. For the management of the activity between the meetings, the communal commission chooses an executive office consisting of 3-5 members. The Commission shall convene its Executive Office. + Article 15 In the counties where several communal commissions of agricultural producers operate, it is constituted, in addition to the county unions of agricultural production cooperatives, county commissions of agricultural producers in the non-cooperative localities. The county commission of agricultural producers consists of 11-31 designated members, within 5 years, by the executive committee of the county folk council. For the management of the activity between the meetings, the county commission chooses an executive office consisting of 5-9 members. The county commission president is one of the directors of the general Directorate for Agriculture and Food Industry The county commission meets semi-annually and whenever needed. The Commission shall convene its Executive Office. + Article 16 For the coordination and guidance of the activity of the county and communal commissions, it is constituted, besides the National Union of Agricultural Cooperatives of Production, the Central Commission of agricultural producers in the non-cooperative localities. + Article 17 The central commission of agricultural producers consists of 61 elected members, for a period of 5 years, by the consenting of agricultural producers in the uncooperative localities. The chairman of the central commission of agricultural producers in the non-cooperative localities is the deputy minister of agriculture and food industry who coordinates and responds to the activity of animal husbandry. The central commission of agricultural producers in the non-cooperative localities shall meet once a year and whenever necessary. The Commission shall convene its Executive Office. The central commission chooses the executive office, composed of 11 members. The President of the Executive Office shall be the chairman of the Central Commission of agricultural producers in the uncooperative localities.
