Note * *) Republicans under art. XXXIII of the Decree of the State Council no. 396 396 of 7 December 1976 , published in the Official Bulletin of the Socialist Republic of Romania, Part I, no. 113 of 21 December 1976, giving the articles a new numbering. Law no. 29/1967 on the development of physical education and sports activity was published in the Official Bulletin no. 114 114 of 29 December 1967. For the purpose of the development of physical education and sport and considering the decisions of the Conference on the country of the sports movement of 28-29 July 1967, The Grand National Assembly of the Socialist Republic of Romania adopts this law + Chapter 1 General provisions + Article 1 Physical education and sport in the Socialist Republic of Romania constitute activities of national interest. Physical education and sport contribute to maintaining and strengthening health, increasing physical and intellectual capacities, good use of free time, harmonious physical and moral development of the population. To achieve these objectives the state supports the development of physical education and sport. + Article 2 The coordination and unitary guidance of the activity of physical education and sport, in order to achieve the party and state policy in this field, come back to the National Council for Physical Education and Sport, central specialized body, with character obstesc. In businesses and institutions the task of organising mass sports activity lies with the unions; in collaboration with the National Council for Physical Education and Sport, the unions are responsible for the development of performance sport in businesses and institutions. In schools, higher education institutions and villages, the mass sports activity is organized by the Communist Youth Union. The National Council of the Pioneers Organization organizes the mass sports activity of students in general schools. The Ministry of Education and Education organizes the process of physical education in education of all grades, supports mass sports activity among school and university youth; in collaboration with the National Council for Physical Education and Sport, the Ministry of Education and Education is responsible for the development of performance sport in schools and higher education institutions. The Ministry of National Defence and the Ministry of Interior are responsible for the physical training of the military; in collaboration with the National Council for Physical Education and Sport, ensure the development of performance sports activity in clubs and associations What they belong to. The Ministry of Health, the National Union of Agricultural Cooperatives of Production, the Central Union of Crafts Cooperatives, the Committee of Crafts, The National Union Of Agricultural Cooperatives, the National Union of Agricultural Cooperatives, the for the Problems of the People's Councils, the local bodies of the state administration, the Ministry of Tourism as well as other state and public bodies and organizations. The fundamental tasks of the bodies and organizations that have attributions in the field of physical education and sport are: the attraction of the masses of working people, especially of the youth, in the systematic practice of physical exercises and sport, the growing development of grassroots sport, the cultivation of talents and the improvement of sports performance. In carrying out tasks on the development of physical education and sport, the National Council for Physical Education and Sport, as well as state bodies and public organizations specified in this article, operate in the strbut collaboration. + Chapter 2 Organisation of physical education and sport + Section I National Council for Physical Education and Sport and local councils for physical education and sport + Article 3 The National Council for Physical Education and Sport is invested by the state with the powers provided in this law. + Article 4 The National Council for Physical Education and Sport has the following Tasks: a) sets out plans for the perspective, orientation and content of physical education and sport of mass and performance; b) exercise the specialized guidance of the physical education and mass sports activity; c) responds to the sports activity of performance and good representation of Romanian sport in international sports competitions; d) issue rules on: the competition system; preparation, improvement and attributions of coaches, instructors, arbitrators and other technical staff; planning and management of funds for sports activity; the transfer and classification of athletes; the award of titles, distinctions and diplomas; the profile, functionality and management regime of sports facilities intended for official competitions, as well as on other physical education activities and sport. With the agreement of the Ministry of Finance and the Ministry of Labor, it issues norms on the material rights and stimulation of athletes, specialists and technicians. The rules issued by the National Council for Physical Education and Sport are mandatory for all bodies and organizations that have attributions in the field of physical education and sports activity; e) leads and directs the activity of sports federations; establishes the general rules of operation of sports federations; f) elaborates, in collaboration with the Ministry of Education and Education and the Ministry of Health, the scientific research plans in the field of physical education and sport; organizes the activity of specialized information and documentation; g) together with the Ministry of Health aims to comply with hygienic-sanitary norms in sports activity, at training and competitions bases; make proposals on the specialization and improvement of doctors working in the field of physical education and sport; h) carries out propaganda in the field of physical education and sports; answers the sports press and the publishing of specialized publications; i) is concerned with the preparation and improvement of coaches, instructors, arbitrators and other technical staff necessary for the activity of physical education and sports; j) prepares its own budget. The funds necessary for the activity of the National Council for Physical Education and Sport and subordinate units are provided from the state budget, the net benefits of sports betting competitions, subsidies for investments at the General Union of Trade Unions, revenues from sports demonstrations and from the activity of subordinate units, other incomes; k) prepares, as an investment holder, its own plan for the development of the material base. Together with other bodies and central state and public organizations that have attributions in the field of physical education and sport elaborates the general plan for the development of the material base of sports activity; the construction of sports facilities made by other state and public bodies and organizations; it aims to respect the destination of sports facilities, any modification of the destination being possible only with its consent; it makes proposals to the producing ministries on the quality, assortments and quantity of materials and equipment necessary for the activity of physical education and sport, endorse their prototypes; l) establish and develop relations with international sports organizations and other countries; m) may require state and public bodies and organizations to provide data, information and other materials in connection with the physical education and sports activity; n) exercise any other duties provided by law. + Article 5 In collaboration with state and public bodies and organizations that have tasks in the field of physical education and sport issues general rules on the operation of sports clubs and associations, as well as their use of money means. + Article 6 In order to analyze the entire physical education and sports activity and to establish the necessary measures for the continuous development of it, conferences are organized on the country of the sports movement. The country conferences are made up of specialized staff, athletes, members of the National Council and local councils for physical education and sports, delegates of federations, sports clubs and associations, representatives of the bodies and organizations that have tasks in the field of physical education and sports. + Article 7 The National Council for Physical Education and Sport is made up of members designated in the Conference on the country of the sports movement and from members representatives of state and public central bodies and organizations who have attributions in the field of education physical and sport, designated by their leaders. The National Council for Physical Education and Sport meets periodically to debate how the tasks set out by the Country Conference for the overall development of physical education and sport are met. The National Council for Physical Education and Sport chooses among its members the executive office, composed of the president, first vice president, five vice presidents, two secretaries and members. The executive office is the collective governing body of the council; between its meetings it ensures that the decisions of the council are brought to fruition and exercises the operative management of the activity The Executive Office shall periodically submit to the National Council for Physical Education and Sport reports the work carried out. + Article 8 The National Council for Physical Education and Sport has the following organizational structure: a) Sports performance and training section; b) Mass and economic sports section. The sections shall be constituted according to the rules provided in 5 5 of Decree no. 103/1973 on the establishment of uniform rules for the organization of ministries and other central state bodies, which became Law no. 33/1973 33/1973. The organizational structure on labor compartments and the maximum number of posts in the apparatus of the National Council for Physical Education and Sport, sports federations and the Romanian Olympic Committee are those provided in Annex no. 1 1 a *) and Annex no. 1 1 b *), which are an integral part of this Law. + Article 9 The maximum number of posts in the apparatus of local councils for physical education and sport is set out in Annex no. 2 2 *) to the law. ------------ Note * *) The Annexes were communicated to the interested institutions. + Article 10 The National Council for Physical Education and Sport has units of studies and documentation, sports training, businesses and economic organizations. + Article 11 In the administrative-territorial units there are local councils for physical education and sport, which operate under the leadership of the National Council for Physical Education and Sport. Local councils for physical education and sports are specialized bodies, with an obstesc character, which meet in the administrative-territorial units the attributions provided in art. 4 4, adapted by the decision of the Council of Ministers accordingly to be exercised locally. The local councils for physical education and sport are composed of members appointed in conferences of the sports movement from the respective administrative-territorial unit and from the representatives appointed by the local state bodies and organizations and obstesti that have powers in the field of physical education and sports. The conferences of the sports movement in the administrative-territorial units are made up of specialized staff, athletes, members of the local councils for physical education and sports, delegates of the commissions on the sports branch, of the clubs and sports associations, representatives of local and public bodies and organizations that have attributions in the field of physical education and sports. The local conferences of the sports movement analyze the stage of fulfilment of the adopted decisions and establish measures corresponding to the further development of the physical education and sports activity in the respective administrative-territorial unit. The local councils for physical education and sport choose from their turn an office made up of the president, vice-presidents and members, who ensure that the decisions of the council are brought to fruition and exercise its powers between meetings, presenting them with regard to the work carried out. The National Council will establish local councils for physical education and sport that can have their own apparatus. + Article 12 The National Council for Physical Education and Sport and local councils for physical education and sports are legal entities. + Section II Sports federations + Article 13 Sports federations are specialized republican organs on sports branches, with an obstesc character. Sports federations deal with the development of sports branches, exercise their specialized guidance, organize the republican competition system, select and prepare national sports lots, ensure the improvement of knowledge professional coaches. Federations represent sports branches in the Socialist Republic of Romania in international bodies on sports branches. Sports federations are legal entities, under the law. Federations are organized and operated on the basis of their own status drawn up in accordance with the general rules established by the National Council for Physical Education and Sport. Sports federations operate on the basis of their own plans and budgets. The funds to ensure the activity of the federations come from: subsidies granted by the National Council for Physical Education and Sports, receipts from sports demonstrations and other income. The governing body of each federation is the committee of the federation elected in the country conference of the respective sports branch. The committee of each federation chooses from its ranks the office of the federation, which exercises its duties between its meetings, presenting it with regard to the work carried out. + Section III Sports associations and clubs + Article 14 Sports associations are public organizations in which mass activity is carried out in the field of physical education and sports; in sports associations can also operate performance sections. Sports clubs are public organizations in which performance sports activity is carried out, in particular. Sports clubs and associations are legal entities, under the law. Sports associations and clubs are organized in enterprises, institutions, educational units, military units, cooperatives, communes and cities. They are led by councils, elected in assemblies made up of members of these organizations. Sports associations and clubs operate on the basis of their own regulations, plans and budgets. Within sports associations and clubs the activity is carried out in wards on sports branches. Trade union organizations are responsible for the activity of sports associations and clubs in enterprises and institutions, and the organizations of the Communist Youth Union, the activity of sports associations in villages. Local councils for physical education and sport are responsible for the activity of territorial clubs; the heads of higher education institutions and the Ministry of Education and Education, university clubs, and other bodies or institutions central, the activity of the clubs organized within them. + Chapter 3 The role of public organizations and the powers of state bodies in the field of physical education and sport + Section I The role of public organisations in the field of physical education and sport + Article 15 General Union of Trade Unions: a) carries out the work of attracting large masses of working people to the systematic practice of exercise and sport; b) organize through sports associations in enterprises and institutions, the activity of physical education and mass sports, an integral part of the trade union activity; c) collaborate with the National Council for Physical Education and Sport in the development of performance sport in enterprises and institutions; d) organize, in collaboration with the Communist Youth Union and the National Council for Physical Education and Sports, sports competitions, competitions on production branches and other sports events; e) provide material means necessary for the activity of sports associations and clubs in enterprises and institutions. + Article 16 Communist Youth Union: a) organize mass sports activity in schools and higher education institutions, with the support of their management; b) organize, through the village sports associations, the mass sports activity in the villages, including in the state agricultural enterprises and the resorts for the mechanization of agriculture; c) support the sports activity organized by trade unions in enterprises and institutions, as well as the activity of university sports clubs d) develop in the youth of youth tourism, technical-applicative sports and other recreational sports activities; e) participate in the organization of school and university championships; f) organize, together with the Ministry of Education and Education, the activity of physical education and sports in the rest camps for students and students; g) is concerned about the arrangement of sports facilities. + Article 17 National Council of the Pioneers: a) organize the mass sports activity among the students of the general schools, with the support of their management; participate in the organization of the championships in the general schools; b) organize, together with the Ministry of Education and Education, physical education and sports activities in rest camps and colonies. + Article 18 National Union of Agricultural Cooperatives Production: a) support the conduct of mass sports activity in agricultural production cooperatives; b) aims to ensure the material conditions necessary for the development of sports activity in agricultural production cooperatives + Article 19 The Central Union of Craft Cooperatives: a) supports the sports associations of the craft cooperative in organizing the mass sports activity of the cooperative members and their families; collaborates with the National Council for Physical Education and Sport in the development of sport of performance of the craft cooperation; b) ensures the material conditions necessary for the activity of the clubs and sports associations of the craft cooperative + Section II Tasks of state bodies in the field of physical education and sport + Article 20 Ministry of Education and Education: a) draw up the plans and programs of physical education in the education of all grades and higher education institutes that prepare staff in the field of physical education, with the consultation of the National Council for Physical Education and Sport. Responds to the smooth running and efficiency of the physical education process in education; b) organize, together with the National Council for Physical Education and Sport and the Communist Youth Union, the school and university republican championships and ensure the training and participation of students and students at sports training camps, at various domestic and international competitions; c) collaborate with the National Council for Physical Education and Sport in order to develop the performance sport in schools and faculties; organize and ensure the necessary conditions for the activity of university sports clubs, schools sports and high schools with physical education program; d) support the mass sports activity that takes place among students and students; e) supports the National Council for Physical Education and Sport in the preparation and improvement of various specialized frameworks; f) cares for the development of the material basis necessary to carry out the activity of physical education and mass sport and performance in education, the construction and arrangement of physical education halls and sports fields and complexes in the air free for students and students. + Article 21 Health Ministry: a) ensure the control and medical-health assistance of those included in the official competitive sports activity, as well as the medical-sports routing of the components of the national sports lots; Physics and Sport hygienic-sanitary norms for the activity of physical education and sports; b) organizes and ensures the necessary conditions for the operation of medical-sports + Article 22 Ministry of National Defence and Ministry of Interior: a) are responsible for the physical training of the military; b) in collaboration with the National Council for Physical Education and Sport ensure the development of performance sports activity in the sports clubs and associations belonging to them; c) ensure the necessary material conditions for the activity of the clubs, associations and training centers belonging to them; d) ensure conditions for performance athletes who meet the military internship to be able to continue their sports training according to the methodical training requirements. + Article 23 Local bodies of the state administration: a) include in the plans of systematization of cities and communes, in neighborhoods, besides schools and institutions of higher education, spaces designed to arrange sports facilities and playing fields for children; b) ensure the maintenance and management of sports facilities that are in their administration; c) provide funds for equipment, inventory, training and participation in competitions, as well as for the organization of sports training camps and students ' rest camps; d) ensure the financing of the entire activity of sports schools and high schools with physical education program. + Article 24 The other ministries and central bodies of the state administration: a) ensure the conditions of organization of the activity of physical education and sports among students in the schools of their system; b) materially supports the conduct of sports activity within the respective central institution, as well as in subordinate enterprises and institutions. + Chapter 4 Final provisions + Article 25. The state allocates investment funds for the construction and arrangement of sports facilities, grants dotations from the budget and land necessary for sports activity. + Article 26. The administration and use of sports facilities will be regulated by the decision of the Council of Ministers. + Article 27. In the communes are organized committees to support sports activity, made up of representatives of local bodies of state administration, agricultural production cooperatives, state agricultural enterprises, resorts for mechanization agriculture, schools. + Annex 3 *) ----------- Note * *) Annex no. 3 was introduced by art. II of Decree no. 79/1974 79/1974. I. Structure rules for physical education and sports facilities 1. Physical education and sports activity is organized on the following types of units: A) Sports units a) associations; b) clubs; c) Republican Center for the preparation of national lots; d) initiation centres; e) training centers. B) Local councils -county, municipal, city and sector councils in Bucharest for physical education and sports. C) Other units a) sports facilities; b) sports complexes; c) sports facilities; d) sports service centers; e) sports services centres; f) Economic enterprise for the administration of sports facilities Bucharest. 2. Organizational structures-type for physical education and sports units are those provided in Annexes no. 3 3 a)-3 h) * *), which are an integral part of this law. -------------- Note ** **) The Annexes were communicated to the interested institutions. A) Sports units a) Sports associations Sports associations are public organizations, with legal personality, in which mass and performance activity in the field of physical education and sports are carried out. Sports associations can be organized in economic units, educational institutions, military units, mass and public organizations, ministries and other central and local bodies, as well as in cities, communes and villages, with at least 50 members. Sports associations are subordinated to state and public bodies and organizations with attributions in the field of physical education and sport, as well as to the National Council for Physical Education and Sport. The sports associations are run by councils elected in general meetings or conferences. The association's board is made up of the president, who is also the president of the association, vice presidents, a secretary Sports associations that have more than 3,000 members or 5 wards on the sports branch participating in official competitions, with at least 150 athletes, can retribute the position of secretary. b) Sports Clubs Sports clubs are public organizations, with legal personality, in which performance sports activity is carried out. Sports clubs are organized with one or more sports branches, in economic units, educational institutions, military units, mass and public organizations, ministries and other central and local bodies, as well as in cities and communes. Sports clubs are subordinated to both ministries, central and local organizations to which they belong, as well as to the National Council for Physical Education and Sports. Sports clubs with a sports branch can be organized if they have a number of at least 60 athletes (seniors, juniors and children), and those with several sports branches, if they have at least 150 athletes. The National Council for Physical Education and Sport can approve the organization of sports clubs and with a smaller number of athletes at sports branches with special peculiarities. Sports clubs are run by elected councils in general meetings or conferences. The president of this council will be the director of the Republican National Batch Training Center. d) Initiation centres The initiation centers are units in which the activity of appropriation of different sports by children, young or adults, is carried out in order to practice them. e) Training centres Training centers are units in which the training activity is carried out, for the performance sport, of children and young people with skills in the practice of different sports disciplines. The initiation centers and training centers operate in addition to associations, clubs, local councils for physical education and sports, sports facility administrations and other units. The initiation centers are organized with at least 30 people, constituted in groups or teams, and the training centers are organized with at least 20 athletes. B) Local councils The local councils for physical education and sport are organized in each county, municipality, city and sector of Bucharest. The local councils for physical education and sport are made up of members elected in the conference of the sports movement in the respective administrative-territorial unit, staff with responsibility work and representatives of local bodies and organizations state and obstesti that have powers in the field of physical education and sports. Local councils for physical education and sport designate, among their members, executive offices. Depending on the volume, complexity, importance and specificity of the activity, the organizational structure of the sports and local units may include: Structure of sport To associations, sports clubs and the Republican Centre for the preparation of national lots: -sections on sports branches; -sports circles; -methodical practices; -sports medicine offices. At local councils for physical education and sport: -commissions on sports branches; -committees on specialist issues; -methodical practices. Functional structure --offices. Sections on sports branches are organized for the conduct of instructive-educational and training activity of athletes and may include one or more groups (teams) of the same level or different levels in the same sports branch, in function of the value of athletes and material conditions. The sections are run by an office consisting of obstesc. Sections of the sports branch can be organized: -to sports associations with a number of at least 10 members participating in mass sports activity or in an official competition; -at sports clubs with a number of at least 30 athletes (seniors, juniors or children) participating in an official championship; -at the Republican Center for the preparation of national lots, with a number of at least 10 members of national teams; -at training centers, with a number of at least 20 athletes for sports improvement. Sports circles are organized within sports associations, on jobs, with at least 5 people. The management of sports circles is actively ensured. The methodical cabinets provide guidance and assistance in the technical, educational, biophysiological and psychological technical problems, which it calls for the effective organization of physical education and mass sports and performance, as well as perfecting professional staff of the specialized staff. The methodical offices are organized by the county councils and the city of Bucharest for physical education and sports and sports clubs and carry out their activity with repaid and active staff in the field of physical education and sport and helpful sciences: coaches, teachers, doctors, engineers, biochemists, sociologists, psychologists, etc. Sports medicine offices are organized and operate according to the provisions of Decree no. 296/1973 296/1973 on the establishment of uniform structure rules for health facilities. Commissions on sports branches ensure the guidance, development and organization of training and competitive activity specific to each sports branch. They are organized by the local councils for physical education and sports and operate with an obstesc asset. Commissions on specialized issues are work compartments common to several sports branches (individual sports, sports games, staff training and improvement, propaganda and education, sports materials and equipment, building bases sports, etc.), organized by sports facilities. The commissions organized in addition to the other sports units carry out their activity with public assets. The offices shall be constituted according to the rules provided in 9 9 of Decree no. 162/1973 162/1973 on the establishment of uniform rules of structure for economic units. C) Other units a) Sports bases are units without legal personality, organized for the conduct of training and competitive sports activity and can be led by a head of base. b) Sports complexes are units without legal personality that include a sports construction group designed for sports training and competitions, located in the same place or in different places and can be led by a head of complex. Sports facilities, economic units, educational institutions, military units, mass and public organizations, ministries and other central and local bodies, as well as in cities, communes and villages, can be organized. c) The sports facilities are units with legal personality through which the administration, maintenance and arrangement of sports facilities and sports complexes are carried out, as well as the provision of services specific to the activity of physical education and sports (organization of training camps, camps, domestic and international competitions). d) The sports service centers are units without legal personality that ensure the organization of some activities and the material conditions necessary to practice exercises or sports branches, for the purpose of physical development and maintenance of health population. e) The centers of sports services are units without legal personality and are organized according to the specific structure norms approved for the activity of communal and housing household, with the purpose of making available population, for a fee, of some materials and equipment, sports facilities, as well as other services. f) The economic enterprise for the administration of sports facilities Bucharest is an economic unit with legal personality through which the administration, maintenance and arrangement of sports facilities of national interest are carried out, the execution of works of construction, extension and modernization, production of sports materials and equipment for representative lots, as well as the provision of services specific to the activity of physical education and sports (organization of training camps, camps, competitions domestic and international). The undertaking shall be organised in accordance with Structure of production activity -production workshops; -lots of construction-assembly, repair, maintenance and arrangement of sports facilities; -sports facilities and complexes; --initiation centres; -food establishments and hotel benefits units for athletes; -sports service centres. Functional structure --offices; --services. The production workshops shall be constituted according to the rules provided in art. 4 4 of Decree no. 162/1973 162/1973 on the establishment of uniform rules of structure for economic units. Construction-assembly, repair, maintenance and sports facility facilities shall be established according to the specific structure norms approved for construction-assembly units. Food establishments and hotel benefits units for athletes are constituted according to the specific structure norms approved for the activity of indoor trade and tourism. Offices and services shall be established according to the rules laid down in 9 9 and 10 of Decree no. 162/1973 162/1973 on the establishment of uniform rules of structure for economic units. II. Staff in physical education and sports facilities The staff in the physical education and sports facilities shall be composed of the following categories: A) Sports specialist staff a) management staff; b) specialized execution personnel. B) Personnel from the functional and service apparatus a) management staff; b) specialized execution personnel; c) administrative execution personnel; d) service personnel; e) workers. III. Classification of specific management and execution functions ((specialist and administrative) A) Driving functions a) Local councils for physical education and sport: -First Vice-President; -secretary; -head of commission. b) Sports Clubs: -president, -VP. c) Sports associations: -Secretary. d) Bases and sports complexes: -head of sports complex; -chief sports officer. B) Common execution functions -coach category I, II, III, IV; -main instructor; instructor; -main organizer of sports actions; organizer of sports actions. The common management and execution functions for technical, economic, other specialized and administrative personnel are those provided for in Decree no. 162/1973 162/1973 on the establishment of uniform rules of structure for economic units. In justified cases, based on the regulations in force, some functions specific to other branches or sectors of activity that prove to be necessary in the activity of physical education and sports will also be used. The number of posts in the physical education and sports units is established by the National Council for Physical Education and Sports or by ministries and other central and local bodies, according to the norsea criteria provided in section IV of this Annex. The Council of Ministers will determine the equivalence of existing functions with those provided for in this nomenclature. IV. Cloud criteria for staff in sports facilities Clubs, sports associations and centres 1. Coach:-1 position in a group or team of level I, with at least 10 athletes who participate in the divisional system A or at competitions similar to that; -1 post to a group or team of level II, with at least 15 athletes who participate in the divisional system B, qualification system, C division at football, as well as other competitions similar to; -1 post to at least 30 athletes organised in a group or team of level III, specialized in preparation children, juniors and youth, selected for the activity Performance athlete. At this level are classified and groups or teams from the local competition system, divisions or county championships, municipal or city, whose athletes exceed established age for juniors and youth; -1 position of coach or instructor at at least 30 participants at initiation centres, centres of sports service or activity Modelling. The establishment of the number of athletes with whom a coach works, differentiated by sports branches, as well as the gradation of groups or teams on levels, will be made according to the norms developed by the National Council for Physical Education and Sports. For certain samples and athletes of special value, the National Council for Physical Education and Sport will be able to approve the classification of coaches for a higher number of athletes than the one provided in the above criteria. 2. Instructor: -for activity-1 post to 1,500 people of physical education assigned to work or and mass sport inhabitants enrolled in sports associations Neighborhood; --for activity-1 post] of at least 4 wards sports on the sports branch with performance of at least 10 coaching rules, depending on the value Sections; -1 post at the Republican Center preparation of lots national; -for activity-1 post at each radioclub of county radio amateurs. 3. Master of ballet and-1 post at each station Co-repeating pianist: female gymnastics Or modern. 4. Organizer of 1 post per unit at the clubs sports actions: football; --1 post per unit, if it has at least 5 sections of participating performance in Republican championships. 5. Masor:-1-3 posts per unit, differentiated from C.N.E.F.S., depending on the number and value of wards; -1 post at a football section of category A championship or B. 6. Personal economic-administrative: -chief accountant-1 position at each club sport; -accountant, cashier-2 posts at each club Category I sportsman; --1 post at each association sports with at least 5 wards of participating performance in the competition system republican; -secretary-dactylograph-1 post per unit; or typist -caretaker, courier,-1 post per unit; porter -magaziner-1 post at each club sport; --1 post at each association Category I athlete 7. Bases and complexes sports: a) technical staff, economic, other specialty and administrative: -complex chief accountant-1 position at each complex category I; -technician-1 post at each base sports; -organizer of 1 post at each complex sports sports actions; -accountant, cashier,-1 post per unit; Official administrative or Other similar -magaziner-1 post for each base sports that serves a minimum of 200 athletes. b) serving staff: -basic design-1 post (per shift) for: sports-5,000 sqm gassed land or 1.500-2.000 1.500-2.000 sqm land with slag or gym; -swimming pool and polo, nautical or horse base, artificial ice rink; -1,000 sqm ski piracy. -unskilled worker-1 post at every 700 sqm of maintenance sports facility ((per shift); --1 post per 100 boxes for changing rooms (per shift); -1 post for a track bowling (per shift); -1 post for each shooting plant (per shift); -armurier-1 post per unit; -refrigeroriferist-1 post at a facility cold with 1-3 compressors ((per shift); -marangoz-1 post at 30 craft; --driver craft-1 post at each base nautical; -lot carer horse riding and breeder, Equine caretaker-1 post to 4 horses. The National Council for Physical Education and Sport will determine, according to these criteria, differentiated norms by types of bases and sports complexes and by staff, in relation to the volume of activity and the specificity of each job. The number of other categories of skilled workers who provide maintenance and repair of sports facilities and sports material and equipment will be determined according to the volume of the activity, based on the work norms specific to each trade. The number of guard posts at the sports facilities and complexes is established according to the legal regulations in force. The National Council for Physical Education and Sport may have in subordinate units with another specific, which is organized according to the structure norms approved for the branch to which they belong. -----------
