The Great National Assembly of the Socialist Republic of Romania adopts this law. + Chapter 1 General provisions + Article 1 The members of the elected state bodies, as well as the staff of the socialist units provided for in this law, will submit, at their inauguration in the positions entrusted to them, an oath of faith and devotion to the homeland and the socialist state- Socialist Republic of Romania. + Article 2 The oath is the solemn commitment to the state and the people, of those who submit it, to carry out the party and state policy, to fulfill, with all responsibility, the powers entrusted, to defend the socialist order, to ensure The achievement of the legality and order of socialist law. + Article 3 The oath reads as follows: " I ........................................... I swear to serve with devotion the Socialist Republic of Romania, the Romanian people, to put my entire work capacity at the service of the internal and external policy of the party and the state, to bring to fruition, with full responsibility, the duties which I am entrusted with, to act unwaveringly to strengthen and develop our socialist order, to defend the homeland, the sovereignty, independence and integrity of the country. I swear to respect the Constitution of the Socialist Republic of Romania and the strong laws, to strictly preserve the state secret, to defend the socialist property, to act according to the principles of socialist democratism, ethics and socialist fairness. " + Article 4 The oath is oral. After the provision of the oath, the text of the oath is signed, for attestation, by the person before whom it was submitted. If the oath is signed, for attestation, by the person who resides the works of this organ. + Article 5 Persons who, according to the legal provisions, have the obligation to take the oath, will be able to exercise the duties of the positions in which they were elected or appointed, only after the oath. + Chapter 2 The taking of the oath by the elected state bodies + Section I. The submission of the oath by the members of the supreme bodies of state power + Article 6 At the founding meeting of the Grand National Assembly, after validation, the deputies shall be sworn in. Deputies who were not present at the establishment meeting will be sworn in at another meeting of the Grand National Assembly. Deputies elected by partial elections will be sworn in as soon as their election is validated. + Article 7 The President of the Socialist Republic of Romania submits to the Grand National Assembly the oath provided by the Constitution in art 73. + Article 8 Vice presidents and other members of the Council of State are sworn in, after being elected, before the Great National Assembly. + Article 9 Documents regarding the submission of the oath by the members of the bodies provided in art. 6-8 is preserved at the Grand National Assembly. + Section II. Swearing-in by the members of the Council of Ministers, the Supreme Tribunal and the Attorney General The filing of the oath by the members of the Council of Ministers, the Supreme Tribunal and the Attorney General + Article 10 The Prime Minister and the other members of the Council of Ministers, members of the Supreme Tribunal, as well as the Prosecutor General shall take the oath, at their inauguration, before the President of the Socialist Republic of Romania + Article 11 Documents regarding the submission of the oath by the members of the bodies provided in art. 10 is kept at the State Council. + Section III. The taking of the oath by the members of the local elected state bodies + Article 12 In the establishment meeting of the popular council, after validation, the deputies shall be sworn in. Deputies who were not present at the establishment meeting will be sworn in at another meeting of the popular council. Deputies elected by partial elections will be sworn in as soon as their election is validated. + Article 13 Members of the committees or executive offices, as well as members of the other state bodies elected by the popular councils, take the oath before the popular councils that elected them. + Article 14 The documents on the taking of the oath by the members of the folk councils and the bodies elected by them shall be kept at the respective popular councils + Chapter 3 The taking of the oath by the staff of the state socialist units + Article 15 The taking of the oath is mandatory for the following categories of personnel of the socialist state units: a) heads of state central bodies; b) persons appointed by decision of the Council of Ministers; c) management personnel from all state socialist units; d) personnel of technical, economic, other specialized and administrative execution of all state socialist units; e) the teachers of all grades; f) scientific researchers and designers; g) specialized medical personnel; h) personnel from the bodies of the justice system, prosecutor's office, state notariat and state arbitration; i) other categories of personnel provided by law. + Article 16 The submission of the oath by the heads of the central state bodies, provided in art. 15 lit. a) takes place before the President of the Socialist Republic of Romania. The President of the Socialist Republic of Romania may delegate, for this purpose, one of the Vice-Presidents of the State Council. Documents on the submission of the oath according to this article shall be kept at the State Council. + Article 17 The taking of the oath by the persons appointed by decision of the Council of Ministers takes place before the Prime Minister. The documents on the taking of the oath shall be kept at the Council of Ministers. + Article 18 Submission of the oath for the functions provided in art. 15. point c)-i) takes place before the head of the respective socialist state unit. The leaders of the state socialist units take the oath before the heads of the higher hierarchical units who decided to fit them into office. The documents on the submission of the oath shall be kept at the state socialist unit in which the classification is made or, as the case may be, at the higher hierarchical unit + Article 19 Members appointed or elected to the collective governing bodies of the state socialist units, who have not taken an oath under the office in which they are assigned, shall be sworn in, at their appointment or election, before the president of the body Collective leadership. + Chapter 4 Final and transitional provisions + Article 20 The submission of the oath by the elected state bodies shall apply to the establishment of these bodies, pursuant to the elections of 9 March 1975. + Article 21 Ministries, other central bodies, as well as local bodies, will take measures that, within 6 months from the entry into force of this law, the staff in the positions provided in art. 15 to take the oath according to the provisions of the ART. 22 The taking of the oath by the military remains regulated by the special legal provisions in force. + Article 23 The filing of the oath by the security personnel takes place according to the legal provisions on security of goods.
