In the Socialist Republic of Romania, the Romanian Communist Party-ruling political force of society-elaborates economic and social development of the country, sets out objectives for each phase of the entire activities, organizes and directs the naparis or napaei, process of socialist society and multilaterally developed smooth transition to communism.

Building an advanced economies require compelling way of promoting scientific research of education and culture, labour productivity growth to social and national income a judicious policy of distributing it to ensure the creation of a powerful database technical materials simultaneously with the raising of living standards.
In this way it carries out systematic improvement of living conditions for the whole people, achieving a high level of civilization and the prosperity of the nation-the ultimate goal and constant aspect of the Romanian Communist party policy.
Continuous improvement of Socialist relations of production of all relations between members of the society, prevention and settlement of disputes in economic and social development, the raising of the political-ideological masses, affirming the human personality, incorporation into living the principles of Justice and equity, the transformation of the consciousness of the people constitutes the major concerns in carrying out the general political line of building socialist society developed multilaterally.
Building of the new orînduiri of the entire guideline requires economic and social developments in a single direction, for a common purpose, uncontrolled constant improvement of Socialist democracy, forms of social organization driving the principle of democratic centralism, broadening the institutional framework enabling each citizen participation in public affairs, resolving the unification of all the people around the party and the working class.

In economic and social construction process enhances the State's role in directing the development of productive forces , their judicious allocation of territory, appropriate use of human and material assets — which ultimately depends on the rapid and multifaceted progress of the country.
In order to improve further the Organization of economic and social development management, National Assembly of the Socialist Republic of Romania adopts this law.


Chapter I fundamental objectives of economic and social development planned in article 1 In the Socialist Republic of Romania, the social and economic development are planned based on the Communist Party's program, based on a forecast of the company's progress, in accordance with the requirements of historical development principles and the economic and social realities of each stage.


Article 2 economic and Social Development is done on the basis of single national plan that unites all the human and material resources of the country for building the socialist society and the creation of preconditions for multilaterally developed materials to move gradually to communism.


Article 3 the leadership planned economic and social development constitute an essential and inalienable attribute of sovereignty and national independence.
The national plan is indivisible and determines the objectives of economic and social development according to its own will of the Romanian people.


Article 4 national plan coordination ensures unique breeding enlarged Socialist, harmonious development of all sectors of social life, sustained growth of production forces, strengthening of Socialist property and the continuous improvement of Socialist relations of production, the use of economic levers in the erection of efficiency in all sectors of activity.
The entire economic and social development will be driven by the growth of national income, to increase national wealth and rising wealth.


Article 5 national plan unique economic and social development must combine harmoniously with the interests of present interests ahead of the nation's Socialist, through optimal distribution of national income fund for economic and social development of the country and to fund consumption, increase potential decisive condition economic and societal prosperity.
The national economic and social development, including national revenue share allocated for development and harmonization Fund, will be made and use according to the powers laid down by law, to the administrative-territorial units, a town, municipality, County-and at the central level.
The national economic and social development will be aimed for: a) investment development, modernization and renewal of productive fixed assets funds from industry, agriculture, construction, transportation, other branches of material production and services, broadening the base of scientific research;
  

b) ensuring economic entities with standardized quantities of raw materials, materials and other working capital for their economic activity;
  

(c) the creation of reserves);
  

d) investments concerning the enlargement of the material basis of the education, culture, health and other socio-cultural activities, social and cultural, as well as for the construction of dwellings and the urban-household work from towns and villages.
  

Consumer Fund includes: a) goods and services appropriate for the population's money incomes;
  

b) resources allocated to the proper conduct of the business of education, health care and social assistance, culture, rest stations and centers for maintenance of Housing Fund of the network of public roads and for other public services free or reduced payment;
  

c) resources created by the economic activity carried out in individual households and eaten directly.
  


Article 6 economic and Social Development must be planned to ensure priority production growth factor of the material progress of society-based on the newest achievements of science and technique.


Article 7 economic and Social Development should be planned based on promotion of socialist industrialization, creation of an industrial structure of high economic efficiency. The realization of the process of industrialization will be achieved through development of, in particular, of the means of production, by widening the base of raw materials, development of new energy resources, development of processing branches of technicality and efficiencies, as well as by increasing consumer goods industry to meet the growing needs of the population.
In all the industries should be the focus of production specialisation and uncontrolled rational organisation of cooperation between different units, intensive use of production capacities, the adaptation of production to the requirements of the stock internal consumption and international market.
In the process of industrialization will track use of the full potential of technical creation in order to upgrade and modernise the range of goods, the development of products with technical and economic features, surveys on permanent quality and reliability of products, essential condition of social work efficiency.


Article 8 planned Development of agriculture must make to better meeting the needs of the population, such as the increasing raw materials to the processing industry and creating export availabilities, to increase the contribution of this sector in increasing the production of these materials and national income.

Speed up development of agriculture will be based on conservation and intensive use of the Land Fund, the performance of the work in order to improve the fertility of land, expanding irrigation and chimizarea complex, raising the level of agricultural mechanization, the modernization and efficient use of the technical-material basis. Ensure production and introduction of seed varieties, high productivity necessary to achieve stable high yields of grain and technical crops, and vegetables; the development of horticulture and viticulture; rational crop zoning; raising livestock fodder base, getting the animal breed with high yields.
Through the scaling-up of industrial processing of agricultural raw materials in the agricultural units, will have created better conditions for the development of the whole village.


Article 9 planned Development of forestry should ensure optimal realization of a cycle of growth, exploitation and use of forest resources, promoting intensive crops, fast growing and valuable essences from the economic point of view, focusing on meeting the needs of the national economy and the strengthening of the role of forests in protecting the environment.


Article 10 shall ensure Planning with high efficiency of the economic and social development through thorough justification of each investment project, primarily investment orientation towards technical equipment production; the adoption of modern constructive solutions and cheap; judicious management of the land, avoiding supradimensionărilor, reducing the costs of construction-Assembly in the total volume of each investment; the industrialization of construction works, reducing the duration of execution, the entry into service of new objectives and the technical and economic parameters of the project.


Article 11 the development of transport and telecommunications should satisfy the needs of the population and production materials, optimization of transport systems in line with the requirements of the traffic of goods and travelers, domestic and international. Through the widespread introduction of means and the use of modern technologies will ensure timeliness, safety and cost-efficiency raising in transport and telecommunications.


Article 12 economic and Social Development will ensure improving trade planned to supply and service consumers, widening the range of services offered to the population.


Article 13 scientific research must be geared towards solving existing and essential-perspective-of society, as well as faster incorporation of research results into practice, the development and use of their own creative capacity, enhancing the contribution of science to progress multilaterally.


Article 14 of the single national plan must provide for social and economic measures needed to ensure demographic dynamism, the continued growth of the country's population factor of national potential.
With a view to making best use of the resources of the country will provide training and judicious allocation of personnel, improvement of their preparation, conduct of employment toward sectors and fields that depend on riding forward of all economic and social life, raising the general level of training and education, creation of preconditions for the gradual approximation of the physical labour of the intellectual.


Article 15 rapid growth of labour productivity-boosting factor of new orînduiri and all economic and social development will be achieved by raising the qualification frameworks, the promotion of technical progress, the expansion of mechanization and automation, modernization and improvement of manufacturing processes in all branches of scientific, production and organization of work, streamlining work consumption in each unit and the entire society.


Article 16 spending overall social production materials must be done through the redesign and renewal of the products, product uptake and high-efficiency technologies, decreasing costs of specific raw materials, fuel and electricity by harnessing the upper part of all material resources in each unit, removing losses and wastage, establishment of a severe regimen of savings in all sectors of activity.


Article 17 Stepping rotation of funds entrusted to Socialist units must stand in the center of the activity of driving on all organizational steps aiming at: a) intensive use of machines, equipment and installations of all production capabilities, so as to ensure the necessary resources for the renewal and modernisation of fixed funds in short periods of time as soon as possible;
  

b) reducing supply process-manufacturing-sale to get higher production as well as with the same amount of working capital;
  

c) management with maximum efficiency of all material and monetary funds.
  


Article 18 the planned Development must pursue the harmonious distribution of the forces of production, emphasizing the role of the working class in all counties of the country, completion of all conditions better working and living for people in all areas.

The national plan will provide unique measures required to increase the income of the whole population in line with the dynamics of the national income distribution principle and with after work, increasing their consumption of goods and services, the development of housing construction and lifting their degree of comfort, extending the work of public and communal household, improvement of working conditions and the use of leisure time, the promotion of culture improving social security and healthcare.


Article 22 the development of planned economy should provide more intense participation of the country in the International Socialist Division of labor and global trade, foreign economic growth, balance of payments equilibrium, expanding industrial cooperation and technical-scientific.
External economic relations of the Socialist Republic of Romania is developing on the basis of respect for the fundamental principles of national sovereignty and independence, equality, non-interference in internal affairs, mutual benefit.
Single national plan provides for the broadening of trade and economic cooperation and the intensification of technical-scientific with the Member States of the Council for mutual Economic assistance, with all socialist States, in the interest of multilateral development of each country and equalizing the levels of development of the socialist countries.
Will be promoted trade and economic cooperation and technical-scientific with developing countries in a spirit of common năzuinţelor to accelerate economic and social progress.
Will be developed for commercial relations and cooperation with all countries of the world, without distinction of social orînduire.
Promote a broad exchange of material values, scientific-technical and cultural needs with other peoples constitute a coordinated core of the entire foreign policy of the Socialist Republic of Romania, an active contribution to the cause of international peace, cooperation and progress in the world.


Chapter II basic principles of leadership planned economic and social development Article 23 Leadership planned economic and social development is based on the principle of democratic centralism, which combines organically the whole leadership activities based on the national plan with functional autonomy of each unit.

Article 24 In the entire economic and social activity will apply consistently the principle of collective leadership, and ensure the institutional framework of organizational forms and methods, allowing, at all levels of management, the adoption of decisions on the basis of consultation with the working people.


Article 25


Planned leadership should be recognized in accordance with the requirements of the socialist society, science leadership to ensure improving activities in all compartments of life companies, streamlining, simplification steps functional relations and eliminate duplication at, near the place where leadership is clear, plan specifying the duties, rights and responsibilities, increasing the spirit of initiative in effective management of material resources, human and financial resources of the nation.


Article 26 the planned Leadership must be based on an economic and social information system, developed in the scientific way, allowing objective knowledge of the realities of the legalities and processes development, phenomena in society, to ensure the use of modern methods of analysis and decision on all organizational steps.


Article 27 the driving Activity should be planned based on strict economic and social record and a strict control of the nation of how Socialist collectives all units work shall exercise their powers and perform their obligations in the framework of plans for economic and social development of the country.


Article 28 of the single national plan should ensure the optimum proportions of growth in all branches and sectors of activity, organic and harmonious correlation; sizing material costs in relation to the resources of the economy; consistency between monetary income and expenditure for economic and social development; of receipts and payments in foreign currency; a currency corresponding to economic activity; the overall balance of the national economy.
Realization of planned objectives will support coordinated use of cointeresare material, financial and credit prices, on the development and strengthening of contractual relations, in order to gospodăriri resources, judicious increase in efficiency of production materials.


Article 29 economic and Social Planning must be to organise and run as a permanent activity in all enterprises, power stations, social-cultural institutions, ministries and other central organs in cooperative organizations, as well as in administrative-territorial units, assuring it the systematic interaction between all stakeholders for the adoption of optimal solutions in the elaboration and implementation of the plan in the management of the national heritage.


Article 30 must make employment Planning activity of all units in the Socialist tendencies of economic development perspective, the joint effort of the general political line of the Communist Party, by combining organic long-term forecasts with the five-year and annual plans.


Article 31 long-term Forecasts will determine alternatives for political decisions, taking into account the strategic re-alignment of what fascism in the international division of labour and in scientific and technical progress worldwide, the foreseeable economic and social processes, possible and necessary changes in the dynamics and structure of the various branches, sectors and areas of activity of the Romanian society.


Article 32 macroeconomic Forecast, which will follow in a unitary conception of economic and social development of the country in the long run, will include: a) the foreseeable demographic phenomena and dynamics and demographic policy measures necessary for continued growth of the population, achieving optimal age structure, increasing and rational use of labor forces;
  

b) productivity of work, the main social proportions in the formation and use of national income; the goals and ways of enhancing economic efficiency: c) dynamics of production materials, primarily for industrial and agricultural products; development of raw materials and energy resources and directions to exploit their superior; solutions to optimize the profile and structure of the national economy, has its main branches and sectors; the concentration of human and technical potential towards products with superior features, maintained permanent worldwide: d) the main objectives of the national scientific research and scientific-technical cooperation with other States, predictable stages of introduction of new raw materials, materials, technologies and products;
  

e) main directions regarding the preparation of cadres in line with the needs of the company's perspective, long raising of the level of education and culture of the population;
  

f) foreign trade developments, possible and necessary areas of international economic cooperation, the main orientations of Romanian participation in world flux values;
  

g) directions for the development of systematic territorial social and economic;
  

h) principal objectives concerning the satisfaction of an increasing of material and spiritual needs of the members of the society.
  


Article 33 in order to assess long-term trends specific to the different business areas will develop technical and economical studies synthesized in sociological forecasts on major products, activities, branches and sectors of social life; forecasts on problems with complex character; forecasts of the economic and social development in territorial aspect.


Article 34 the five-year Plans for economic and social development programmes include objectives for the relevant stage of the Romanian Communist Party, establish the ways and means necessary to achieve these objectives.
The five-year plans have enforceable and shall provide for the whole five-year period and on each year of the period: a physical volume) and in the value expression of the output of industry, agriculture, construction; the volume of transport, telecommunications activity, turnover and other branches producing goods or services;
  

b) main tasks regarding the use of intensive production capacities, mechanization and automation of production processes, product quality, product uptake of new and modernization of existing ones, the introduction of modern technologies of manufacturing, as well as actions relating to the introduction of electronic technology in economy;
  

c) main themes of scientific and technological research, as well as with regard to the practical implementation of their results and the economic effects;
  

d) maximum amount of investment and construction-Assembly; list of major objectives and specifying the capabilities and limits of commissioning; the volume of fixed funds to be placed in service;
  

allocation of tasks concerning e) the main raw materials, materials and products; rules and regulatory and consumer stocks; normative of the recovery of raw materials;
  

f) production costs material costs, profitability in the major industries and sectors, the efficiency of the use of fixed funds and circulating assets;
  

g) labour remuneration Fund and staff numbers; planning the structure personnel in key categories-production staff (foremen, engineers, laborers and technicians), staff research and design, administrative personnel and maintenance staff and security guards-will be made by all the units based on the rules of Socialist personal established branches and sectors of activity;
  

h) labour productivity level and growth rates in major industries and activities, as well as judicious use of tasks relating to labor;
  

I) main tasks regarding the development of education, in close connection with the practical needs of the company, preparation and in-service;
  

j) export volume and maximum limits of the importation, with indication of the main products which are the subject of international trade; cooperation actions; receipts and disbursements of trade, from services and other non-commercial foreign exchange operations;
  

main objectives) to lift the living standards of the people and cultural material; income growth, the volume of retail sales of goods and services to the public benefits; the main investments and socio-cultural actions relating to education, culture, health care, and social assistance; construction of dwellings, communal household works and town-planning of settlements and territory.
  


Article 35 five-year Plans will be based on the analysis of several variants that give bodies to take decisions on the necessary elements of plans of their option.


Article 36 shall be five-year 1-2 years before the beginning of the execution of the same time and will be the main objectives of the next five-year period, aiming to prepare the necessary material and organizational conditions for the continuity of the economic and social development.
In order to achieve the objectives set out in the five-year plans, programs will be developed covering ways and practical measures which will act for enlarging the base of raw materials and their superior, use with maximum efficiency of production capacities, the introduction of technical progress and the development of scientific research, the uptake of new products and raising the quality of production, training and improvement of teacher education preparation labour productivity growth, reducing material expenses, as well as for the other sides of the qualitative economic and social development. The duties contained in these programs will be conducted per year.


Article 37


The provisions of the five-year plan on an annual basis to update and improve, if taking into account the new resources, possibilities of better use of production funds and manpower in the investment programme of the forecasts in conjunction with the development of applications on the domestic and foreign economic contracts, as well as other items which require the adaptation of provisions of the initial plan to maintain the dynamism and balance in the economy and overcoming five-year plan's provisions.
The annual plan will be updated with one semester prior to the start of the execution. The annual plan will be established and measures for preparation of material conditions, organisational and technical tasks necessary for the following year.
Annually, it will also update the programmes drawn up in accordance with article.


Article 38 five-year and annual Plans will be developed in the departmental profile, branch and regional levels: a) are established in the departmental profile tasks and the means of achieving Socialist units in accordance with the existing organisational structure;
  

b) in branch profile shall be determined means of achieving tasks, branches, activities in subbranch accordance with uniform classification on the national economy;
  

e) in territorial are the main indicators of economic and social development on the common, cities and counties.
  

Plans on undertaking cooperative organizations, central ministries and other central organs, as well as plans on coordinates and harmonises why branches with plans in territorial, the communes, cities, counties and Bucharest, assuring it of economic and social development planning of the entire country.


Article 39 objectives and concrete tasks, quantitative and qualitative, contained in five-year and annual plans, and what means are to be allocated for this purpose is expressed through a system of indicators, and regulatory standards, set in a unitary concept and subject to permanent activities of rationalization and improvement according to the needs of scientific management of economic and social activity.
System of indicators, standards and regulatory needs to ensure accurate measurement of the volume of activity, resources allocated and economic outcomes to be achieved in relation to the funds made available, to determine the physical quantities of raw materials, materials, consumer goods, machine tools, machinery, equipment, spare parts and other products or services necessary to the economy and to be achieved by optimum loading capacity; to eliminate the unjustified economic circulation of products, semi-finished products, subassemblies that loads the production costs and distort the results of economic activity; to express precisely the contribution of each unit of national income to creating Socialist, to economic and social development of the country.
System of indicators, standards and regulatory laws contained in approving the plans will be detailed and complete with indicators suited to the specifics of each step, because at the level of organizational units to allow for concrete operational leadership, and effective, to include their whole to fully characterize the activity.


Article 40 In the five-year and annual plans are used, the material balance and the value of labor by which determine and check for balance between national economic resources and their use.
As a matter of balancing the balance sheet materials will follow up resources on the basis of sizing for optimal charging of production capacities, expansion of the use of raw materials and materials in the country, the substitutes, secondary resources and waste; sizing and coverage requirements on the basis of norms and normative substantiation, consumed with the technical-economic; sizing rational stocks.
Labor balance will determine the resources work, possibilities for coverage in economic activity and the social and cultural youth and women; will determine the distribution of the labour force by sectors in relation to their development and increasing labour productivity; will achieve a balance between resources and needs professional categories and in territorial aspect.
In drawing up the balance sheet value must follow the systematic increase of the social product and national income, the use of resources with a high household spirit, increasing the speed of movement of money funds and materials appropriate to the development of economic and social activities, the balance of payments external balancing, consolidation of the domestic currency and its power.


Article 41 In the five-year and annual plans shall include: a) the reserves plan in order to meet unforeseen needs that arise during the execution of the plan in the form of raw material, fuel, spare parts and finished products, investment funds and money for wages, currency funds;
  

b) State reserves to meet some exceptional situations.
  


Article 42 five-year and annual plans Provisions constitute mandatory tasks.
The tasks of the plan cannot change than bodies they have approved only in justified cases and with the obligation to comply with the duties delegated to them from the national plan and to establish the necessary measures for maintaining proportions, rhythms and balance in the economy, both in the year of the respective plan and five-year plans.
Changes of plan is carried out after their debate with governing bodies of respective units ' collective. Changes of plan for the expired period are forbidden.
Socialist units are obliged to act with firmness in order to introduce a spirit of high requirement in the work of drafting and implementation of the plan for compliance with the rigorous tasks planned, continuous strengthening of the discipline plan.


Article 43 the tasks assumed by Socialist units over the provisions of the five-year and annual plans will align organizational steps and at the level of national economy, under an additional plan to set more specific quantities of raw materials, fuels, materials, finished products and services necessary for the economy, to provide material and technical base, work force and selling production, labour productivity growth, reducing cost price and efficiency corresponding to these tasks.


Article 44 Overcoming production plan by Socialist units shall be oriented towards products for export with outlets, to accelerate the implementation of the objectives of the investment fund market, contributing to increased economic efficiency.


Chapter III Organization activity planning. Duties and responsibilities of enterprises, power stations, ministries and executive committees of Councils in the development and execution of popular plans Article 45 collective governing bodies ensure drafting the five-year and annual plans of the respective units, according to the General objectives of economic and social development of the country; Socialist units shall be approved plans of their bodies of collective leadership, with due regard to the burden of the single national plan.


Article 46 Committees and councils councils working people, ministries and other central organs, executive committees of councils responsible for elaboration and popular for pricing plans and Socialist units are obliged to draw the necessary measures for the fulfilment of their rhythmic and integral, consider periodically, on the basis of the balance sheet, the economic and social activity, to exert control over the demanding tasks set to adopt measures to solve the problems in the stock rises in the execution plan , to act vigorously to strengthen the discipline plan, the economic discipline.

Article 48 the Minister shall ensure compliance with the decisions of the Council with respect to the preparation and implementation of the plan, is responsible for the day-to-day direction of subordinated units, organizing cooperation between them for the integral plan of resources at their disposal and realisation of rhythmic, high efficiency, objectives and tasks.
