Proposal for Resolution No 104 /XII

Portugal is Party to the International Convention on Cooperation for Security of the

Air Navigation Eurocontrol, December 13, 1960, consolidated by the Protocol of

June 27, 1997, approved for ratification by the Resolution of the Assembly of the Republic

n. 35/2001 of May 4 and ratified by the Decree of the President of the Republic

n. 28/2001, of May 4.

The Protocol on the accession of the European Community to the International Convention of

Cooperation for the Safety of Air Navigation Eurocontrol aims to enable the

accession of the European Union to the European Organization for the Safety of Air Navigation,

evolution that constitutes an important milestone towards the promotion of a larger

cooperation between these organizations.

The accession of the European Union to the International Convention on Cooperation for Security

Aerial Eurocontrol aims, in this way, to create the conditions for greater assistance from the

community institutions to Eurocontrol in the achievement of the objectives set out in the Convention,

notably that of constituting a single and efficient body of the

policy on the Management of Air Traffic in Europe.

The conditions of accession of the European Union allow this to exercise, within the

Eurocontrol, the skills conferred on it by its Member States and

make a significant contribution to the achievement of the objectives and tasks of Eurocontrol,

under the conditions expressed in the Protocol of Accession.

This articulation is, ademals, essential to the success of the "Single European Sky" project, being

fundamental the competences and experience of Eurocontrol with regard to the management of

aspements related to the warranty, safety and quality of the provision of services of

air navigation.

Thus:

Under the terms of the paragraph d) of Article 197 (1) of the Constitution, the Government presents to the

Assembly of the Republic the following motion for a resolution:

Approves the Protocol on the accession of the European Community to the International Convention

of Cooperation for the Security of Air Navigation Eurocontrol, of December 13 of

1960, consolidated by the Protocol of June 27, 1997, the text of which, in the versions

authenticated in the French and Portuguese languages, it publishes in annex.
