The Portuguese Republic and the Republic of Cape Verde, with a view to deepening the
cooperation in the area of defence, specifically through the promotion of new mechanisms
of collaboration, signed an Agreement for cooperation in the field of defence. The Agreement creates
conditions that allow for the narrowing of institutional cooperation in the field of defence,
on the basis of the principle of equality and mutual benefits.
The cooperation provided for in the Agreement covers the integration of military of the Armed Forces of
Green Cape in Portuguese contingents committed to peacekeeping missions, cooperation
in maritime security, humanitarian assistance and the development of partnerships
economic in the area of defence.
The Agreement thus comes to frame the cooperation protocols and memorandums of
understanding already existing in these areas, specifically in the field of maritime security
and in the economic resemblances in the area of defence, and provide for the negotiation of other protocols
specific to cooperation, in particular for the integration of military of the Armed Forces
of Cape Verde in Portuguese contingents committed to peacekeeping missions.
The Agreement further provides for the establishment of a bilateral subcommittee in the field of defence, in the
framework of the institutional architecture created by the Treaty of Friendship and Cooperation between the
Portuguese Republic and the Republic of Cape Verde.
Thus:
Under the terms of the paragraph d) of Article 197 (1) of the Constitution, the Government presents to the
Assembly of the Republic the following motion for a resolution, with a request for priority and
urgency:

Approve the Agreement on Cooperation between the Portuguese Republic and the Republic of Cape
Green in the Domain of Defence, signed in the City of the Mindelo, on December 2, 2012,
whose text, in the authenticated version in Portuguese language, publishes in annex.
