Proposal for Resolution No 99 /XII
The Agreement on Cooperation between the Portuguese Republic and the United Mexican States
in the Domain of the Reduction of Search and the Fight against the Illicit Trafficking of Narcotic Drugs and
of Psychotropic Substances was signed in Mexico City, on October 16, 2013.
This Agreement establishes the cooperation between the two states in the field of reduction of
demand and the fight against the illicit trafficking of narcotic drugs and psychotropic substances, the
develop in accordance with applicable International Law and the Right
Internal of the Parties and covers the prevention, research, detetion and repression of trafficking
illicit of narcotic drugs and psychotropic substances, including precursors, well
how the prevention of drug dependence, treatment and social reinsertion of the
addictions and the reduction of risks and minimization of damage.
The Agreement also aims to strengthen and develop bilateral cooperation in this area, in the
respect for human rights and fundamental freedoms and the Conventions
relevant international in this matter, in the face of the grave threat to order and security
public, the economies, welfare and health of the populations of the two states that
represent the production and illicit trafficking of these substances, as well as the bleaching
of capitals resulting from these activities.
Consequently, it is of particular importance to relief the approval of the Agreement.
Thus:
Under the terms of the paragraph d) of Article 197 (1) of the Constitution, the Government presents to the Assembly of the
Republic the following motion for a resolution:

Approve the Agreement on Cooperation between the Portuguese Republic and the United Mexican States in the Field
of the Reduction of Search and the Fight against the Illicit Trafficking of Narcotic Drugs and Psychotropic Substances,
signed in Mexico City, on October 16, 2013, the text of which, in the authenticated versions, in the languages
Portuguese and Spanish, it publishes in annex.
