Proposal for Resolution No 77 /XII
The International Convention for the Elimination of Acts of Nuclear Terrorism has been adopted
in New York, by the General Assembly of the United Nations, on April 13
of 2005.
The said Convention has been open for signature from September 14, 2005 to 31 of
december 2006, having been signed by the Portuguese Republic on September 21 de
2005. They have signed this Convention 115 States and are currently part of the Convention
93 States, having this entered into force, in the international order, on July 7, 2007,
as provided for in paragraph 1 of its Article 25 para.
The Convention has as an object the promotion and enhancement of measures to prevent
and to combat the escalation of acts of terrorism under all its forms and manifestations,
having present that acts of nuclear terrorism can take on the most serious
consequences and, at the same time, constitute a threat to peace and security
international. Simultaneously, it seeks to promote and strengthen international cooperation
among the Member States of the United Nations with a view to the elaboration and adoption of
effective measures and practices aimed at preventing this type of terrorist acts as well as
to pursue and punish the perpetrators ' respects.
By safeguarding the rights and guarantees recognized in the light of the norms and rules
international, this Convention represents, in addition to a commitment of the States
Members of the UN, a new legal instrument of reference for promotion and the
strengthening of the desired international cooperation in combating all forms of
terrorism.

The Portuguese Republic, like many other states, is not immune to the effects of these
conduits, which are not limited to the borders, so it becomes necessary to proceed
approval of the said legal instrument, thus contributing to the efforts of the
international community to prevent and combat this scourge.
This motion for a resolution, in addition to approving the said Convention, shall still approve,
for the purposes of the provisions of Article 7 (4) of the same, a statement by the Republic
Portuguese to be appointed, as the competent authority and point of contact to communicate and
receiving the information referred to in the same Article 7, the Police Judiciary, Unity
National Counter-Terrorism as well as the respected contacts.
Thus:
Under the terms of the paragraph d) of Article 197 (1) of the Constitution, the Government presents to the
Assembly of the Republic the following motion for a resolution:
Article 1.
Approval
Approving the International Convention for the Elimination of the Acts of Nuclear Terrorism
(Convention), adopted in New York, on April 13, 2005, whose text in the version
authenticated in the English language, as well as the respected translation for Portuguese language, if
publish in attachment.

Article 2.
Authority and the competent point of contact
For the purposes of the provisions of Article 7 (4) of the Convention, the Portuguese Republic
declares that the competent authority and point of contact to communicate and receive the
information referred to in this provision is the Judicial Police, National Unity
