Proposal for Resolution No 52 /XII
The ratification, by Portugal, of the Convention for the Prevention and Combat to Violence against the
Women and the Domestic Violence, adopted in Istanbul, on May 11, 2011, under the aegis of the
Council of Europe, constitutes an important breakthrough in international protection
of women's rights and it falls within the context of the effort that has been going on
developed, by the Council of Europe, in the promotion and protection of Human Rights, in
particular of women, by establishing a legal framework for the authorities to
each state ensures the prevention, investigation and punishment of discrimination and acts of
violence against women.
This Convention, based on the principles of equality and non-discrimination, contains
normative that define the concepts of rape and sexual abuse, of domestic violence,
sexual harassment and harassment, by instituting prevention mechanisms and protective measures
legal, as well as support services for women victims of domestic violence.
It is also recognized that certain serious forms of violence such as violence
domestic, sexual harassment, rape, forced marriage and genital mutilation constitute
serious violations of the rights of women.
Thus:
Under the terms of the paragraph d) of Article 197 (1) of the Constitution, the Government presents to the
Assembly of the Republic the following motion for a resolution:
CHAIR OF THE COUNCIL OF MINISTERS
Approving the Council of Europe Convention for the Prevention and Combat to Violence
against Women and Domestic Violence, adopted in Istanbul, on May 11, 2011, whose
text in the authenticated version in the French and English languages and respect translation in language
Portuguese, if published in annex.
