Proposal for Resolution No 27 /XII
The Portuguese Republic and the Democratic Republic of Timor-Leste have been promoting
the deepening of their bilateral relations, in accordance with the purposes
expressed in the Agreement-Framework for Cooperation between the Portuguese Republic and the Republic
from Timor-Leste, signed in Díli, on May 20, 2002.
The Agreement between the Portuguese Republic and the Democratic Republic of Timor-Leste in the
domain of Defence, signed in Lisbon, on September 27, 2011, is yet another example
of that cooperation. This is based on the Technical Cooperation Agreement-Milting between
Portugal and Timor-Leste, signed in Díli, on May 20, 2002, aiming to frame the
support from Portugal to the F-FDTL (Timor-Leste Defence Forces), through the
development of activities in the areas of the Restructuring of the Higher Structure of the
National Defence and Training.
With the signing of this Agreement, Portugal gives continuity to its contribution to the
long-term sustainability of the rule of law in Timor-Leste, potentiating the
development of new cooperation programmes in the strategic defence sector. This
Agreement allows, in particular, the integration of military from F-FDTL in contingents
committed Portuguese, in a multilateral framework, in international peacekeeping missions.
In addition to the enhancement of bilateral cooperation, it is therefore an invaluable tool for
the international affirmation of Timor-Leste and its full participation in one of the most
important mechanisms of acting, at the global level, of the United Nations.

Thus:
Under the terms of the paragraph d) of Article 197 (1) of the Constitution, the Government presents to the
Assembly of the Republic the following proposal for a Resolution:
Approving the Agreement on Cooperation between the Portuguese Republic and the Republic of Timor
East in the Defence Domain, signed in Lisbon, on September 27, 2011, whose text
in the authenticated version in Portuguese language, it publishes in attachment.
