Proposal for Resolution No 7/XII

This motion for a resolution approves the European Council Decision of March 25

of 2011, amending Article 136 of the Treaty on the Functioning of the European Union

with regard to the establishment of a stability mechanism for Member States whose

currency is the euro.

In this Decision is added a paragraph 3 to Article 136 of that Treaty, according to the

which Member States whose currency is the euro may create a mechanism of

stability to be actioned if this proves indispensable to safeguard the stability of the

area of the euro as a whole. In agreement still with this Decision, the granting of any

financial assistance required under the stability mechanism will be subject to

strict conditionality.

The Decision in question is adopted on the basis of Article 48 (6) of the Treaty of the Union

European, respecting the amendment provided for in a provision contained in Part III of the Treaty

on the Functioning of the European Union, to which it does not increase the assigned competences

to the European Union by the Treaties.

Thus:

Under the terms of the paragraph d) of Article 197 (1) of the Constitution, the Government presents to the

Assembly of the Republic the following motion for a resolution:

CHAIR OF THE COUNCIL OF MINISTERS

Approve the European Council Decision of March 25, 2011 amending Article 136.

of the Treaty on the Functioning of the European Union with regard to a mechanism

of stability for the Member States whose currency is the euro, the text of which, in the version

authenticated in the Portuguese language, it publishes in attachment.
