Proposal for Resolution No. 38 /XI
The Programme of the XVIII Constitutional Government sets out that one of the objectives for
Portugal must be 'leading the energy revolution' by ensuring ' Portugal's position between
the five European leaders at the level of renewable energy targets in
2020 and affirm Portugal in the global leadership in the industrial row of renewable energy, de
strong exporting capacity ".
Taking into account the above objective, the National Energy Strategy was created
(ENE 2020), adopted by the Resolution of the Council of Ministers No. 29/2010, 15 of
April, which, among other aspects, defined Portugal's bet on renewable energy and the
use of energy policy for the promotion of growth and independence
national as two of its fundamental axes.
In this context, this resolution approves the Statute of the International Agency for the
Renewable Energy (IRENA), which aims to promote, on a global level, use
sustained from all forms of renewable energy, such as bioenergy, energy
geothermal, water energy, ocean energy, including tides, waves, energy
ocean thermal, solar energy and wind energy.
Portugal's accession to the Statute of IRENA allows Portugal to contribute and participate in the
development of knowledge and technology and in promoting the deployment of the
renewable energy, particularly in developing countries.
It is also still in the policies for the area of energy advocating promotion and
sustained use of renewable energy. This international goal opens still
opportunities for industries and national investors in this area.

This Statute was signed by the almost all of the EU states (apart from Belgium)
and counts already with some 139 signatory states, among which the United States of the
America, Japan, Australia and Portuguese-speaking countries such as Angola, Cape Verde,
Guinea-Bissau, São Tomé and Prince and Timor, showing this adherence to its importance in the
international overview and in the optics of the development of renewable energy.
Thus:
Under the terms of the paragraph d) of Article 197 (1) of the Constitution, the Government presents to the
Assembly of the Republic the following motion for a resolution:
Approve, the Statute of the International Agency for Renewable Energy (IRENA),
adopted in Bonn, on January 26, 2009, the text of which, in the authenticated version in the language
english, as well as the respective translation into the Portuguese language, publishes in annex.
