Pediatric hospitals have unique characteristics: not only require sensitivity and appropriate paediatric environment as need, still, and organized space that respects the particularities of children's physical and psychological. These hospitals allow you to centralize human resources and technical expertise are essential in the diagnosis and treatment of some complex and serious pathologies of the child forming, thus, a specialized medical corps focused on the treatment of the child. According to António Gentle Malik, surgeon pediatrician, "a children's hospital provides a whole environment connected to the child who cannot find a hospital for adults or even shared". Eugenia Smith, physician radiologist, States that "mix children with adult patients in a Radiology service dehumanizes and reduces the technical and professional capabilities. Pediatric Imaging is very different from that of the adult, as it requires specific knowledge in the field of Anatomy, Physiology, pathophysiology and pediatric pathology ". And, yet, "the high-art radiology equipment, range accessories, material and anesthetic emergency car belonging to a service of Pediatric Radiology are adapted to children". However, the inclusion of the Hospital de Dona Estefânia in future Hospital de Todos-os-Santos may imply the sharing of facilities for children and adults, that is, spaces like the burn unit, physical therapy or intensive care are likely to be used by children or by adults. On the other hand, the construction of a hospital in a hospital campus can be beneficial, since properly secured the total separation of children and adults. This separation can only be guaranteed through the construction of this new pediatric hospital in a independent building of the Hospital de Todos-os-Santos.
The advantages of this hospital on the campus of the Hospital de Todos-os-Santos are:  multidisciplinarity, since the proximity of various experts can only be beneficial for the treatment of children;  gains in efficiency, because the speed of action and proper treatment will improve the quality of services provided;  economies of scale, it is essential to bear in mind in times of crisis such as we are going through and that most countries advocates.
Questioned on the matter, the Minister of health recognized the importance of a pediatric hospital with autonomy, giving vague indications about changes made to the Functional Plan, but never showing the current version of this same plan that demonstrates a total autonomy of technical, administrative and human resources in relation to the adult Hospital. Therefore, the Assembly of the Republic, in accordance with point (b)) of article 156 of the Constitution of the Portuguese Republic, decides to recommend to the Government that:-make sure that the construction of the new hospital of Lisbon entered on the campus of the Hospital de Todos-os-Santos is made in an independent building, in order to guarantee the separation of children and adults.
