THE LAW OF THE PORTUGUESE HONORARY ORDERS

PREÂMBS

The legislation on the Portuguese Honorary Orders lacks review. The diplomas in force, dating back to 1986 with later modifications, did not overcome previous marks of origin, incidentally extensive to the entire organization of the state, characterized by the suffocating predominance of the Executive Power. Already in full democratic rule, structured by the Constitution of the April 25, the full budgetary autonomy of Parliament, for example, was only enshrined in 2003 legislation. For its part, the Presidency of the Republic was held under the tutelage of the Presidency of the Council of Ministers until 1996 when, by law of the Assembly of the Republic, it was conferred upon administrative and financial autonomy corresponding to the dignity of the President of the Republic, as the Organ of Unipersonal Sovereignty, elected directly and freely by the Portuguese People. This same spirit should extend to the exercise of all presidential functions. Among these highlights, as a power of its own, enshrined in the Constitution (Article 134º (i), the function of Grand-Master of Portuguese Honorary Orders. In such powers, the President of the Republic acts alone, strengthened by the legitimacy deriving from the election. The present draft law aims to assure the President of the Republic, coadjured by the Chancellors and the Orders Council and without prejudice to the Government's balanced intervention, full freedom of judgment on the merits of citizens, in any area of national life. The granting of agraciings may be the subject of the exercise of the right of petition by citizens and entities, together with the President of the Republic. So it happens already. It makes sense to recognize this reality and to refer the sorting of such petitions to the Council of Chancellors, to institutionalize and further processing to the Boards of Orders. The mandate of the Chancellors and the Councils becomes connected to that of the President of the Republic, surpassing a certain conceptual archaism on the Orders, of which it is symptom of the existence of tables and the competence of the Councils as the "court of honour" of the members of the Orders, now also abolished.

It is amended the designation of the Order of Agricultural, Commercial and Industrial Merit for the Order of Corporate Merit, formally opening up the possibility of its allocation also to workers. The dignity of the matter justifies its inclusion in a law of the Assembly of the Republic, the processing of which includes, by the mechanisms of the promulgation and the referenda, the participation of the Head of State and the Government. Being terminating the current presidential term and scheduled elections soon, Parliament can exercise in fullness its power to legislate, with complete freedom, with no vénias or undesirable personal or institutional afflictions-than it alone will benefit the health of our democratic institutions. Thus, pursuant to Article 167º, 1 of the Constitution, the following presents:

Chapter I General provisions

Article 1.

Object and scope of application

1-The present diploma establishes the cast and the purposes of the Portuguese Honorary Orders, defines its internal organic, the process of granting and investiture of its members and their respective rights, duties and discipline. 2-The present diploma further contains the description of the insignia of each of the Portuguese Honorary Orders and the rules as to the use of them and for the acceptance of foreign decorations. 3 -This diploma shall prevail over any general or special standards relating to the Portuguese Honorary Orders not expressly repealed in Article 69º.

Article 2.

Portuguese Honorary Orders The Portuguese Honorary Orders are as follows:

a) Old Military Orders:-Of The Tower and Sword, of Value, Loyalty and Merit;- Of Christ;-De Avis;-De Sant' Iago da Espada.

b) National Orders:-From Infante D. Henrique;

-From Liberty.

c) Orders of Civil Merit:-Of Merit;-Of Public Instruction;-Of Business Merit.

Article 3º General Purpose of the Portuguese Honorary Orders

1-The Portuguese Honorary Orders are intended to garner or distinguish, in life or posthumous title, national citizens nodging for personal merits, by military or civic achievements, by exceptional acts or by relevant services provided to the Country. 2-When decoration is fearless to galardonate heroic deeds in campaign will be awarded with palm. 3-In harmony with international uses, the Portuguese Honorary Orders may be assigned to foreign nationals, as honorary members of any degree, not by applying to them the conditions of their granting to national citizens. 4-The militarized bodies and military units or establishments may be declared honorary members of any of the Portuguese Honorary Orders, without any degree indication.

5-The localities, as well as collectives and institutions that are legal persons of public law or public utilities for at least twenty-five years, may also be declared honorary members of any of the Honorary Orders Portuguese, no indication of degree. 6-In all cases provided for in the preceding paragraphs, you shall always respect the specific purposes of each Order, as they result from this diploma.

Article 4º Grand-Master of the Portuguese Honorary Orders

The President of the Republic is the Grand-Master of the Portuguese Honorary Orders.

Article 5º Band of the Three Orders

1-A privative decoration of the President of the Republic is the Band of the Three Orders. 2-A Band of the Three Orders gathers, in one insignia, the Great Britain of the Ancient Military Orders of Christ, of Avis and of Sant' Iago of the Sword. 3-The insignia of the Band of the Three Orders are taken up by the President of the Republic upon giving entry to the Palace of Bethlehem, after the taking of possession in the Assembly of the Republic.

Article 6º Insygnitions of the Band of the Three Orders

1-The insignia of the Three Orders Band consists of a band with the colours of the Orders of Avis, Christ and Sant' Iago da Espada, respectively green, red and violet, having outstanding over the noose and threaded by a wreath of sickle laurel perfilzed and fruity gold, with 33 mm X 25 mm, an oval medallion, with decorative gold motifs, in open and perfilated cutting of the same metal, with 50 mm X 65 mm, with three ovals of white enamel, loaded each of the badge of one of the three Orders and with an enamel embroidery of the respective colour of the order, contained in gold fillets, staying the one of Christ in chief, that of Avis à dextra of the tip and that of Sant' Iago to the sinister of the tip, placed the last two, respectively, in band and in bar; and a gold plaque, in open-beams, 85 mm in diameter, having the center and on a circular surface of blue nail polish, 30 mm in diameter, washed with decorative gold motifs, the ordinance behind described

for the medallion involved by circular wreath of red nail polish and lavish embroidery and gold perfilade, donde partake silver beams. 2-When the President of the Republic is official of any branch of the Armed Forces, he shall normally use with the farda only the badge of the Band of the Three Orders, placed on the left side of the chest, whenever it does not bear the respective insignia. 3-In civil suit other than gala, the President of the Republic will be able to use a representative miniature of the insignia of the Band of the Three Orders, in the form of oval, with 15 mm X 18 mm, consisting of tape of the Banda's colours, loaded from the respective badges. 4-With civilian attire, the President of the Republic will still be able to use a 12 mm diameter roseta, with the colors of the Banda, gold-interiorated.

Article 7º

Use of insignia by the President of the Republic 1-A Band of the Three Orders shall be used always with the plate described in the preceding article, which shall precede on the remaining plates which the President of the Republic uses, with the exception of the provisions of paragraph 3. 2-The President of the Republic will be able to use, with the Band of the Three Orders, any Grand-Colar of the Portuguese Honorary Orders, without the respective Grand-Colar Band, in which case the Grand-Colar plate is placed in the second position of precedence. 3-On the occasion of a diplomatic meeting, the President of the Republic will be able to use the Grand-Colar or Gran-Cross of a foreign Order, preceding in that case the plate of that Order on Banda plate of the Three Orders, which will be placed in the second position of precedence.

Chapter II Ancient Military Orders

Section I Military Order of the Tower and Sword, of Value, Loyalty and Merit

Article 8º Specific purpose

The Military Order of the Tower and Sword, of Value, Loyalty and Merit is intended to galardonate:

a) exceptionally distinguished merits in the performance of the duties of the supreme office of the organs of sovereignty or in the command of troops in campaign;

b) exceptional feats of military or civic heroism; c) Acts and or exceptional services of selflessness and sacrifice by the Motherland and

by Humanity.

Article 9º

Degrees 1-The degrees of the Military Order of the Tower and Sword, of Value, Lealty and Merit are as follows:

a) Grand-Colar; b) Grand Cruz; c) Great-Official; d) Commendation; and) Officer; f) Knight or Dama.

2-Whoever has exercised the office of the President of the Republic shall be entered, at the end of his term and independently of an act of agraciation, as Grand-Colar of the Military Order of the Tower and Sword, of the Value, Loyalty and Merit, by giving him the deliverance respective insignia.

Article 10º

Distinctive and insignia

1-The badge of the Military Order of the Tower and Sword, of Value, Loyalty and Merit is a

five-pointed star of white enamel perfilade of gold, settled on a crown

of oak of green enameled oak perfilated and fruity gold, having between the two ends

superior a gold and illuminated tower of blue, being the star charged, to the

center, from a circle of gold with a blue nail polish sword, laid out over

a wreath of oak of green enamel and highlighted gold, all enveloped by crown

blue-queued blue enamer circular, with the caption "Value, Loyalty and Merit",

in gold capital letters; on the reverse, the centre and in the field of blue nail polish, the

national shield, surrounded by the caption "Portuguese Republic", in capital letters

of gold, and the ferrete blue ribbon. 2-The Insignia of the Grand-Colar of the Military Order of the Tower and Sword, of Value, Loyalty and Merit are as follows:

a) Colar formed, alternately, by gold and blue illuminated towers, with 28 mm in height by 23 mm base, and blue nail polish swords, with 42 mm disposing of oak crowns, with 25 mm per 25 mm, of green perfilated and fruity esmalt, suspended in double gold chain, and centre, over two spades of cross blue nail polish, with 65 mm, and supported by two gold dragons, a tower of the same metal and illuminated blue, with 42 mm height per 30 mm base; the necklace has been pending the badge of the Order, with the tower covered, with 80 mm diameter;

b) Banda of silk of the colour of the Order, with width of 100 mm for man and from 60 mm for lady, posts the tiracolo from the right to the left, having outstanding on the noose the badge, with the measure of 78 mm X 68 mm;

c) Silver pentagonal plate, with 68 mm X 82 mm, in open rays, loaded from a star of the Order, with a tower, covered, of gold and illuminated from blue, between the two upper ends;

3-The insignia of the remaining degrees of the Military Order of the Tower and Sword, of Value, Lealty and Merit are as follows:

a) Great Britain: silk band of the Order colour, with width of 100 mm for man and from 60 mm for lady, posts the tiracolo from the right to the left, having outstanding on the noose the badge, with the measure of 78 mm X 68 mm, and pentagonal silver plate, with 68 mm X 82 mm, in open rays, loaded from a star of the Order, with a tower, covered, of gold and illuminated from blue, between the two upper ends;

b) Great-official: plate equal to that of Great Britain; c) Commendation: plate identical to that of Grand-Officer, but silver; d) Official: the badge described in point (a), with 44 mm diameter,

hanging tape, from 30 mm, with gold buckle, or of noose, of the same width, for the ladies, and having about the buckle or on the noose node a ribbon colour roseta, with 10 mm diameter;

e) Knight or Lady: the badge described in the previous paragraph, without a roseta. 4-In addition to the insignia described in the preceding paragraph for the various degrees, the agraciers will be able to use in the solemn acts a necklace formed by sickened swords

blue, with 25 mm, disposed on oak crowns of perfilated and fruity green enameled oak, and illuminated towers of blue with 23 mm height by 20 mm base, threaded alternately, having pendant the badge of the Order, with the tower covered, with 70 mm in diameter, which will be, like the necklace, of enamped silver for rider and of gold enamated for the remaining degrees.

5-The decorated with the Military Order of the Tower and Sword, of Value, Loyalty and Merit will be able to use as many insignia as the degrees that have been bestowed upon them.

Article 11º Grant of insignia to military and military units

1-To the military decorated with the Military Order of the Tower and Sword, of the Value, Loyalty and Merit is allowed the use of the respective insignia, in stroll, with any uniform. 2-A The grant of the Military Order of the Tower and Sword, of the Value, Loyalty Merit to military units, by achievements or relevant services in combat, matters, to the military who have taken part in the practice of that feat or service, integrated into the herds of the unit, formation or fraction, the right to the use of a special badge. 3-The badge referred to in the preceding paragraph, used with all uniforms, shall be made up of threaded strands, 4 mm in diameter, of the colour of the tape of the Order, having respectively 0.40 mm and 0.60 mm length, suspended from the right platinum, passing the lengthier underneath the arm and going both to attach to a balmy button, as set out in the respective plan of uniforms; the strands will be finished by two nozzles of 60 mm in length. 4-The strands and nozzles will be respectively silk and silver gilded for the officers, from cotton and silver to the sergeants and cotton and copper to the squares. 5-The military in the conditions of this article will be made the respective aversion in its registration records, without which they will not be able to wear the respective badge. 6-A miniature of the strands for use with the ribbons of the decorations are of model analogous to the intended for the military medal and the materials indicated in paragraph 6.

Article 12º Military Honours

At the various degrees of the Order, granted to servicemen and civilians, they belong to the military honours corresponding to the following posts, if the decorated ones have no other superiors:

a) Grand-collar and Grand Cross-General; (b) Grand-Officer-Colonel; c) Commendateur-Lieutenant-Coronel; d) Officer-Major; and) Knight or Lady-Ensign.

Section II Military Order of Christ

Article 13º

Specific purpose The Military Order of Christ is intended to distinguish outstanding services provided to the Country in the exercise of the functions of sovereignty.

Article 14º Graus

The degrees of the Military Order of Christ are as follows:

a) Great Britain; (b) Great-Official; c) Commendator; d) Officer; and) Knight or Lady.

Article 15º Badge and insignia

1-The badge of the Military Order of Christ is a Latin cross, paptea, of red enamel, gold perfilade, loaded Latin cross from white enamel, and red tape. 2-The insignia of the Militar Order of Christ are as follows:

a) Great Britain: silk band of the Order colour, with width of 100 mm for man and from 60 mm for lady, posts the tiracolo from the right to the left, having outstanding on the noose the badge of the Order, with 55 mm X 43 mm, and golden plate in rays, with 70 mm of diameter, having the centre a circle of white nail polish loaded from the cross of the Order, perfilated of gold and surrounded by a gold lgolden flip;

b) Grand-Officer: the badge of the Order, of an identical size to that of the Gran-Cross, suspended from outstanding tape of the neck, with width of 30 mm, or of noose, of 40 mm, for the ladies, and plate equal to that of Britain;

c) Commendation: insignia identical to that of Grand-officer, with silver plate; d) Officer: the singlet cross, with 38 mm X 28 mm, suspended from a ribbon, from 30

mm, with gilded buckle, or of noose, of the same width, for the ladies, having on the buckle or on the noose knot a roseta, of the colour of the ribbon, with 10 mm diameter;

e) Knight or Dame: insignia identical to that of Officer, without a roseta. 3-In the solemn acts, the decorated with the degrees of Officer and Knight will be able to wear, pendant of the neck by a ribbon of the colour of the Order, the badge with the dimensions indicated in the preceding paragraph for the degree of Commendator.

Section III

Military Order of Avis

Article 16º Specific purpose

The Military Order of Avis is intended to award high military services, being exclusively reserved to officers of the Armed Forces and the Republican National Guard, as well as to units, organs, establishments and military bodies.

Article 17º Graus and frame

1-The degrees of the Military Order of Avis are as follows:

a) Great Britain; (b) Great-Official; c) Commendator; d) Officer; and) Knight or Lady.

2-A Military Order of Avis will have a framework, approved by decree of the President of the Republic, with the maximum availability of agraciated at every moment for each of the degrees, except for that of rider or lady, which may be granted in number unlimited. 3-Foreign citizens to whom the Military Order of Avis is granted will be considered as honorary members and will not be accounted for in the maximum number of agraciated of the Order's Table.

Article 18º Badge and insignia

1-The badge of the Avis Military Order is a florid cross, of green enamel,

perfilade of gold, and the green ribbon.

2-The insignia of the various degrees of this Order are as follows:

a) Great Britain: silk band of the Order's colour, with width of 100 mm to

man and from 60 mm to lady, posts the tiracolo from right to left, having pendant on the noose the badge of the Order, with 50 mm X 40 mm, and gold plaque on abridged rays, with 85 mm diameter, having the centre a circle of white enamels loaded from the cross of the Order, queued of gold and surrounded by a gold lgolden flip;

b) Grand-official: the badge of the Order, suspended tape pendant of the neck, and golden plate equal to that of Britain;

c) Commendation: insignia identical to that of Grand-officer, with silver plate; d) Official: cross singela, with 38 mm X 28 mm, suspended from a ribbon, from 30

mm, with gilded buckle, having on the buckle a roseta, of the color of the ribbon, with 10 mm diameter;

c) Knight or Lady: the insignia identical to that of Officer, without roseta. 3-The ladies graced with the Military Order of Avis will be able to use the pending insignia of a noose, which will be 40 mm for Grand-Officer or Commendation insignia and 30 mm for those of Officer or Dama.

4-In the solemn acts, the decorated with the degrees of Officer and Knight will be able to wear, pendant of the neck by a ribbon of the colour of the Order, the badge with the dimensions stated in paragraph 2 for the degree of Commendateur. 5-In the order of precedence of the different modalities of the military medal, the insignia of the Military Order of Avis are placed immediately after those of the Military Order of Christ and the ones of this following the war cross medal.

Article 19º Correspondence to the military hierarchy

1-To the varying degrees of the Military Order of Avis correspond the following posts of the military hierarchy:

a) Vice Admiral or Lieutenant General and top posts: Britain; b) Captain-of-the-sea-and-war or colonel and counter-admiral or major-

general: Grand-Official; c) Captain-of-frigate or lieutenant colonel: Commendation; d) Captain-lieutenant or major: Officer; and) First lieutenant or captain: Knight or Lady.

2-Saved in absolutely exceptional cases, and on the initiative of the President of the Republic, the correspondence set out in paragraph 1 shall be mandatorily respected.

Article 20º Conditions of award

1-Are general conditions required, as a whole, for the assignment of any degree of the Military Order of Avis the following:

a) have provided at least seven years of service from the date of graduation or promotion to officer;

b) To have in the course of the military career revealed high moral and professional attributes, manifested through an irreproachable conduct, recognized civic qualities and military virtues;

c) Have provided highly-meritorious, admittedly relevant and distinguished services and have contributed to the military prestige of the Armed Forces or the Republican National Guard, with particular relevance to the services provided in campaign or with a risk of life.

2-Special conditions which, except in the cases of granting for exceptional services provided in campaign or with a life risk, shall be met for assignment of any degree of the Military Order of Avis are as follows:

a) Britain: having been awarded in advance with the Grand Cross of the Military Merit Medal or with the 1-class military merit medal and with a gold medal of distinguished services, awarded as an officer general;

b) Grand-Officer: having previously been awarded the 1-class military merit medal and with a distinguished service medal in the post corresponding to the degree for which it is proposed or, alternatively, to have been awarded beforehand with the medal of military merit of 2 th class and two distinguished service medals, one of which in the post corresponding to the degree to which it is proposed;

c) Commendation and Officer: having previously been awarded the 2-class military merit medal and with a distinguished service medal as a senior officer;

d) Knight or Lady: having previously been awarded the 3-grade military merit badge and with a distinguished service medal.

3-The Chief of the General Staff General of the Armed Forces, heard the Chief of the State-Major of the branch, or the Joint Chiefs of Staff of the branches, listened to the respective top councils, propose to the Minister of National Defence the agraciation of the officers more doted that globally meet the requirements set in the previous figures. 4-Procedure analogous to that established in the preceding paragraph, adjusted to the organic of the Republican National Guard, shall be adopted by its Commander-General, and the respective proposals shall be directed to the Minister of National Defence, through the Minister of the Internal Administration. 5-The proposals for agraciation should:

a) Present the fundamentals on which they are based, pursuant to paragraphs 1 and 2, namely: i) The praises that reveal the high moral attributes and

professionals, as well as the description of the highly meritorious and admittedly relevant and distinctive services;

ii) Indication that the aforementioned commendations did not serve as a basis for the granting of another degree;

iii) Biographical note of the proposed officer, highlighting his habilitations, placements and situations, praises and decorations;

b) Containing the opinions of the organs mentioned in paragraphs 3 and 4, as the case may be;

c) Contain a comprehensive judgment of the services provided to the military institution or the Republican National Guard by the proposed officers.

6-To the officer leaving to meet the conditions laid down in paragraph 1 (b) of this Article shall apply to the provisions of Article 55º of this Law. 7-The provisions of paragraphs 3 and 4 of this Article shall not apply to cases in which the assignment of the Military Order of Avis occurs on the initiative of the President of the Republic and the award of the degree of the Grand-Cross to the admirals, generals, admirals of the Armada and marechais.

Article 21º

Procedure for granting

1-The Chancellor of the Old Military Orders, based on the vacancies existing in the frame of the Military Order of Avis and depending on the respective organic herds in officers of the branches of the Armed Forces and the Republican National Guard, communicates annually, by December 31, to the Joint Chiefs of Staff of the branches and to the Commander-General of the Republican National Guard the maximum number of proposals, by degrees, they may submit. 2-The proposals for agraciation are expected to give input into the Chancellery of the Portuguese Honorary Orders, annually, until March 31. 3-A The imposition of the insignia of the Military Order of Avis is made at public, civil or military ceremony.

Section IV Military Order of Sant' Iago da Espada

Article 22º Specific purpose

The Military Order of Sant' Iago da Espada is intended to distinguish literary, scientific and artistic merit.

Article 23º

Degrees The degrees of the Sant' Iago Military Order of the Sword are as follows:

a) Grand-Colar; b) Grand Cruz; c) Great-Official; d) Commendation; and) Officer; f) Knight or Dama.

Article 24º

Distinctive and insignia

1-The badge of the Sant' Iago Military Order of the Sword is a cross shaped like

sword, of red nail polish, gold perfilated, settled over two palms

intertwined, of green nail polish, gold perfilades, with the caption " Sciences, Letters and

Arts ", in capital letters, on listel of white enamel, and the violet tape.

2-The insignia of the Grand-Colar of the Sant' Iago Military Order of the Sword are as follows:

a) Colar formed by vieiras, with 30 mm X 30 mm, suspended in double current; to the centre, a vieira, with 35 mm X 35 mm, lashed by two dolphins; the necklace, all of gold, has outstanding and threaded by a laurel wreath with its fruits, with 25 mm X 32 mm, the cross of the Order, of violet esmalt and gold perfilade, with 40 mm X 60 mm, surrounded by a fading of bay leaves with its fruits, affixed with cross-ribbons on the tops and sides, also of gold, with 52 mm X 65 mm;

b) Banda of silk of the colour of the Order, with width of 100 mm for man and from 60 mm for lady, laid the tiracolo from the right to the left, having outstanding on the noose the identical cross to the pendant of the necklace, with the appropriate dimensions;

c) Gold plaque in rays, with 70 mm in diameter, having the centre the identical cross to the pendant of the necklace, with the appropriate dimensions.

3-The insignia of the remaining degrees of the Sant' Iago Military Order of the Sword are as follows:

a) Britain: silk band of the Order colour, with width of 100 mm for man and from 60 mm for lady, laid tiracolo from the right to the left, having outstanding on the noose the badge, with 65 mm length, and golden plate in rays, with 70 mm of diameter, having the centre a circle of white enamel loaded from the badge of the Order, enveloped by a circular crown of red enamel, contained in gold fillets, with the caption "Sciences, Letters and Arts", in capital letters, all surrounded by a gold lgolden flip;

b) Grand-official: plate identical to that of Britain; c) Commendation: plate identical to that of Grand-Officer, but silver; d) Officer: the badge of the Order, with 22 mm X 30 mm, pending from a

wreath of green enamel laurel laurel perfilated and fruity gold, with 20 mm X 14 mm, suspended from ribbon, from 30 mm, with gold buckle, or of noose, of the same width, for the ladies, and having about the buckle or over the noose knot a ribbon colour roseta, with 10 mm in diameter;

e) Knight or Dame: insignia identical to that of Officer, without a roseta. 2-In addition to the insignia described in the preceding paragraph for the various grades, the agraciers will be able to use, in the solemn acts, a necklace lined, alternately, of green and fruity green nail polish laurel crowns with 20 mm diameter, and badges of the Order, of 22 mm X 30 mm, having outstanding and threaded by a laurel wreath, similar to the previous ones, with 33 mm X 30 mm, the badge, with 65 mm X 50 mm, which will be, as the necklace, of silver enameled for the grade of Knight or Dama and of enameled gold for the rest degrees.

Section I Order of the Infant D. Henry

The Order of the Infant D. Henry is intended to distinguish who has been provided:

a) Services relevant to Portugal, in the Country and abroad; (b) Services in the expansion of Portuguese culture or for knowledge of

Portugal, of its History and of its values.

The degrees of the Order of Infant D. Henry are as follows:

a) Grand-Colar; b) Britain; c) Grand-official; d) Commendation; and) Officer; f) Knight or Dama.

Article 27º Badge and insignia

1-The badge of the Order of the Infant D. Henrique is a pent, enamic cross

red, gold queued, and the tripartite ribbon on equal tracks, of the blue, white and

black, willing in pala.

2-The insignia of the Grand-Colar of the Order of Infant D. Henry are as follows:

a) Colar formed by crosses of the Order, of 20 mm, alternated and threaded with two drying and gilded carraster chapels, with 35 mm X 36 mm, the necklace has pendant and threaded by a gold cardrafter chapel the cross of the Order, with 55 mm X 65 mm;

b) Banda of silk from the colours of the Order, with width of 100 mm for man and from 60 mm for lady, posts the tiracolo from the right to the left, having outstanding on the noose the badge with 55 mm X 26 mm;

c) Gold plaque, with 75 mm diameter, shaped like lightning resplendor, having the centre a circle of white enamel loaded from the cross of the Order, contained by black circular listel, highlighted the gold, with the mote "Talant de bien faire", in characters gilded.

Article 28º

Specific purpose The Order of Freedom is intended to distinguish relevant services provided in defence of the values of Civilization, for the sake of dignifying the Human Perity and the cause of Freedom.

Article 30º Badge and insignia

1-The badge of the Order of Freedom is a medallion made up of a circle

white nail polish central with a Greek cross of blue perfilated gold enamic,

involved by circular wreath of gold washed in the form of divergent rays from the centre,

surrounded by another circular wreath of azul-ferrete queued gold by the

exterior, all involved by eleven stylized flights of white sickle perfillated from

gold and overlapping alternately, and encimed by a fleshed flame of

red, highlighted gold, contained in a green nail polish loudness chapel with the

leaf perfilades of gold, and yellow ribbon with a white central list.

2-The Insignia of the Grand-Colar of the Order of Freedom are as follows:

a) Colar formed alternately by the following elements of the badge of the Order: cross based on a circle of white enamel, 20 mm in diameter, and flame in a blackboard chapel, with 25 mm X 38 mm, connected by argolas and having outstanding the badge of the Order, with 65 mm in diameter, which is seen by the said flame in a blackboard chapel, with 28 mm X 40 mm;

b) Banda of silk from the colours of the Order, with width of 100 mm for man and from 60 mm for lady, laid the tiracolo from the right to the left, having pending on the noose the badge of the Order, with 50 mm diameter, overseen by the flame with the chapel, with the appropriate dimensions;

c) Gold plaque in open rays, with 79 mm diameter, where figure, centre, badge on field of azul-celeste enamel, staying with the flame and the loudsmith chapel placed on the plate, at a height of two thirds of its length total.

3-The insignia of the remaining degrees of the Order of Freedom are as follows:

a) Great Britain: silk band of the colours of the Order, with width of 100 mm

Chapter IV Orders of Civil Merit

Section I Order of Merit

Article 31º

Specific purpose The Order of Merit is intended to generate meritorious acts or services practiced in the exercise of any functions, public or private, which reveal selfless in favour of the collectivity.

Article 32º Graus

The degrees of the Order of Merit are as follows:

a) Great Britain; (b) Great-Official; (c) Commendation; d) Officer; and) Medal.

Article 33º Badge and insignia

1-The badge of the Order of Merit is a cross of equal arms, paptea, of eight

dots, of blue nail polish, gold queued, having the center a circle of blue nail polish

gold fileted, loaded from a gold star, contained in circular crown of

white enamer queued from gold by the outside, with the caption " Well deserve ', in letters

gold case; on the reverse, the centre and in the field of blue nail polish, the shield

national, surrounded by the caption "Portuguese Republic", in capital letters of

gold, and the triparticle tape, in palas of equal size, that of the center of yellow and the

laterals of black.

2-The insignia of the Order of Merit are as follows:

a) Great Britain: silk band of the colours of the Order, with width of 100 mm

for man and from 60 mm for lady, put the tiracolo from the right to the left, having pendant on the noose and threaded by a laurel wreath with its gold fruits the badge of the Order, with 52 mm X 52 mm, threaded by a laurel wreath of gold, and cross-shaped gold plaque, with 65 mm X 65 mm, similar to that of the Order badge, being the crown of white enamel surrounded by a gold lgolden flip;

b) Grand-Officer: the badge of the Order, of an identical size to that of the Gran-Cross, suspended from outstanding tape of the neck, with width of 30 mm, or of noose, of 40 mm, for the ladies, and plate equal to that of Britain;

c) Commendation: insignia identical to that of Grand-Officer, with silver plate; d) Officer: the badge of the Order, with 38 mm X 38 mm, pendant of a

a) Great Britain: silk band of the Order colour, with width of 100 mm for man and from 60 mm for lady, posts the tiracolo from the right to the left, having outstanding on the noose the badge of the Order, with 60 mm X 54 mm, and golden plate, with 80 mm of diameter, shaped like lightning resplendor, having overlaid an eight-pointed star of blue and queued silver nail polish, to which one overlaps the national gold shield, enveloped by two palms, also gold, united at the top and in the pecidols, these cross and bound by a corrugated listel, of white enamel, with the caption "Public instruction", in gold capital letters, all in cuttings;

b) Grand-Officer: the badge of the Order, of an identical size to that of the Gran-Cross, suspended from outstanding tape of the neck, with width of 30 mm, or of noose, of 40 mm, for the ladies, and plate equal to that of Britain;

c) Commendation: insignia identical to that of Grand-Officer, with silver plate; d) Officer: the badge of the Order, with 56 mm X 48 mm, tape suspension,

Article 37º Specific purpose

1-A The Order of Business Merit is intended to distinguish who there is provided, as an entrepreneur or employee, relevant services in the fostering or valorisation:

a) of the agriculture, animal husbandry, fisheries and forest heritage of the Country; (b) of trade, tourism or services; (c) of the industries.

2-A each of the economic sectors listed in the previous paragraphs corresponds to a Class: Agricultural, Commercial and Industrial.

Article 38º Graus

The degrees of the Order of Corporate Merit are as follows:

a) Britain; (b) Grand-official; (c) Commendation; d) Officer; and) Medal.

Article 39º Badge and insignia

1-The badge of the Order of Corporate Merit consists of a star of nine

espoused ends of green, of blue, of red, second for agricultural merit, of the

commercial or industrial, perfilade and gold arraiada, having the centre, in the field of

gold, the national shield, contained in circular wreath of white enamel with the caption

"Agricultural Merit", "Commercial Merit", "Industrial Merit", as per the class, in

a) Great Britain: silk band of the colours of the Order, with width of 100 mm

for man and from 60 mm for lady, put the tiracolo from the right to the left, having outstanding over the noose and threaded by a wreath of green enamel perfilated and fruity gold the badge of the Order, with 65 mm diameter, threaded by a wreath of green enamel laurel lauds perfilated and fruity gold, and star-shaped plate of nine enameled edges of green, blue or red, as it is of agricultural merit, commercial or industrial, perfilated and arraian gold, with 75 mm in diameter, with nine small stars of the same enamyte placed on the rays between each of its ends; in the center, in the field of gold, the national shield, contained in circular wreath of white enamel with the caption "Agricultural Merit", "Commercial merit" or "Industrial Merit", as per the class, in gold capital letters;

b) Grand-Officer: the badge of the Order, of an identical size to that of the Gran-Cross, suspended from outstanding tape of the neck, with width of 30 mm, or of noose, of 40 mm, for the ladies, and plate equal to that of Britain;

c) Commendation: insignia identical to that of the Grand-Officer, with silver arrhedged plate;

d) Official: the badge of the Order, with 47 mm diameter, pendant of a wreath of perfilated and fruity green enamel laurel, suspended from ribbon, 30 mm, with gold buckle, or of noose, of the same width, having on the buckle or on the knot of the tie a roseta of the colors of the ribbon, with 10 mm diameter;

e) Medal: insignia identical to that of Officer, without roseta.

Chapter V

Organic of the Portuguese Honorary Orders

Article 40º Organs of the Portuguese Honorary Orders

1-The President of the Republic, as a Grand Master of the Portuguese Honorary Orders, superintende in the organization, orientation and discipline of the Orders.

2-The Grand Master is coadjured, in the exercise of his duties, by the Chancellors and the Boards of Orders.

Article 41º

Chancellors

1-Each group of the Portuguese Honorary Orders has a Chancellor, appointed by decree of the President of the Republic and for the period of his or her tenure, of between Gran-Cruzes of one of the Orders of that group.

2-The Chancellors of the Orders take office in the face of the President of the Republic.

3-In the impediment or prolonged absence abroad of a Chancellor, on a proposal from this the President of the Republic shall designate, from among the vowels of the respective Council, a Vice-Chancellor.

Article 42º

Competence of the Chancellors

Compete for the Chancellors of the Orders:

a) Propose to the President of the Republic the members of the respective Council; (b) Convocate and chair the meetings of the Boards of Orders in which

superintendam; c) Rerepresenting the President of the Republic in the ceremonies relating to the

same Orders; d) Subscribe to the diplomas of granting decorations of the Orders in which

superintendam; e) Propose the replacement of the vowels of the respective council which, by three

falters followed and not justified, speak to the meetings so that they are summoned;

f) Propose the dissolution of the Council of Orders to his post whenever, for lack of number, it is impossible, for three times followed, to hold the convened meetings;

g) Determine to initiate disciplinary proceedings to the members of the Orders who infringe upon their duties to the Motherland, the society or the Order to which they belong;

h) Promote everything as convenient for the defense of the prestige of the Orders entrusted to them.

Article 43º Council of Chancellors

The Chancellors of the Orders meet in Council, secretariat by the Secretary-General of the Orders, whenever it is convenient, to coordinate tasks, to harmonize criteria and procedures and to deal with other matters of common interest to Orders.

Article 44º Boards of Orders

1-Without prejudice to the provisions of the following, each group of the Portuguese Honorary Orders has a Board, chaired by the respective Chancellor, and integrated by eight vowels, appointed by alvshall of the President of the Republic, and by the period of the his tenure, from among grand-crosses, great-officers and commendateurs of the respective Orders.

2-The vowels of the Military Order of the Tower and Sword, of Value, Lealty and Merit can be chosen from among the decorated with any degree.

3-The vowels of the Military Order of Avis will always be generational officers, preferably from different branches.

4-In each Council there will be a representation as much as possible equitable of the Orders that make up the respective group. 5-Members of the Boards of Orders take office before the President of the Republic. 6-To the members of the boards of the Orders, by each meeting in which they participate, is due to the payment of the transport and stay costs inherent in the displacement which perhaps they have to.

Article 45º

Competence of Boards of Orders

It is incumbent on the boards of Orders:

(a) elaborate the respective regiments; (b) Propose the judgements required for the better functioning of the

respective group of the Orders;

c) Give advice on the proposals and requests for agraciation with the respective Orders;

d) Propose, in the terms of this diploma, the granting of decorations with their Orders;

e) Judging the disciplinary proceedings instituted to the members of the Orders and to propose to the President of the Republic and Grand Master of the Orders the irradiation of them;

f) Passing on the condition of honorary member the members of the Orders who cease to be Portuguese under the law of nationality.

g) to effect the automatic irradiation of the members of the Orders who, pursuant to (e), have been irradiated from any Order and those who, by judicial sentence carried on trial, have been convicted of the practice of felony punishment punished with punishment of imprisonment of more than 3 years.

Chapter VI Grant of Orders and Investor

Article 46º

Competence of the President of the Republic 1-A The granting of any degree of the Portuguese Honorary Orders is the sole competence of the President of the Republic as a Grand Master of Orders. 2-Without prejudice to the provisions of the following number, the Grand-Colar degree is intended to grace the Heads of State. 3-The Grand-Colar may still be granted, by decree of the President of the Republic, to former Heads of State and to persons whose accomplishments, of extraordinary nature and special relevance to Portugal, make them worthy of that distinction. 4-The President of the Republic may grant the title of an honorary member to collectives or institutions dismising the requirements set out in Article 3 (5) of this diploma.

Article 47º Proposed for granting Honorary Orders

1- The President of the Assembly of the Republic and the Prime Minister may propose the granting of the degrees of any Order to national or foreign citizens.

2-A The initiative of the proposals put forward by the Prime Minister can depart from any of the ministers. 3-A The initiative of the proposals for granting the Military Order of Avis is reserved to the Minister responsible for National Defence, heard the Chief of the State-General of the Armed Forces or the Heads of the Member States of the Army, the Armada or the Force Aerial, depending on the branch to which the agracier belongs, being formalized by the Prime Minister. 4-The Boards of Orders may propose to grant any degree of their respective Orders, at the initiative of any of their members or in the expiry of the assessment of the agraciation petitions formulated by any citizens or entities. 5-A The granting of any decoration to foreign citizens, when it is not from the initiative of the President of the Republic or by a proposal of the President of the Assembly of the Republic or Prime Minister, shall be preceded by information of the Minister responsible for Foreign Affairs.

Article 48º

Form and content of the proposals and reservation of the right of access 1-The proposals for granting any degree of the Portuguese Honorary Orders shall be duly substantiated and signed by the bidder entity. 2-The grounds required for granting the title of an Honorary Member of an Order to localities, collectives and institutions shall be proved by the proposing entity, in documentation attached to the proposal, when they do not constitute notorious facts. 3-It is especially obliged to the duty of secrecy who to access, in the exercise and because of their duties, to the documentation referred to in the preceding paragraphs.

Article 49º

Form of the act of granting

1-A grant is the form of alvshall, to be published, in full or by extract, in the 2 th Series of the Journal of the Republic. 2-Concepted the decoration, the Chancellery of the Orders issues the corresponding

diploma, signed by the Chancellor of the respective Order and authenticated with the white seal of the Chancellery. 3- The diplomas relating to the degree of Great-necklace are also signed by the President of the Republic .

Article 50º Investor

1-A The investiture consists in the imposition of the insignia to the graced by whom to preside over the ceremonial act. 2-A The investiture of Portuguese citizens is preceded by the signing of the commitment of honour of observance of the Constitution and of the Law and of respect for the discipline of the Portuguese Honorary Orders. 3-A investiture will be solemn when the President of the Republic and Grand-Master of the Orders to determine in the concession order. 4-In the solemn investiture, the imposition of insignia is preceded by the reading of the alvée of the concession. 5-A solemn investiture will take place in an act chaired by the President of the Republic. 6-The President of the Republic may defer to the President of the Assembly of the Republic or to the Prime Minister the imposition of insignia, particularly in agraciings resulting from the proposal of them. 7-The President of the Republic may still, by express delegation his, take charge of the imposition of the insignia the Chancellors of the respective Orders, the Members of the Government, the Representatives of the Republic in the Autonomous Regions, in acts to be carried out on them, the Chiefs of Staff or the Ambassador of Portugal in the country where the ceremony occurs. 8-In the cases provided for in paragraph 6 and 7 of this Article, it is mandatory that at the ceremony of imposing insignia to be made the reading of the concession alvshall as well as the reference that the imposition is made on behalf of His Excellency the President of the Republic. 9-When the decoration has been awarded with palm, the investiture will take place on graduation of troops.

10-A The solemnity of the investiture can be simplified in special circumstances.

Chapter VII Rights and duties of the Members of Orders

Article 51º

Members of the Orders

1-Are Members of the Portuguese Honorary Orders all citizens or entities graced pursuant to this Law. 2-Members of the Portuguese Honorary Orders belong to one of the following categories:

a) Titular; (b) Honorary.

3-The holding members are the Portuguese citizens awarded with any degree of the Order to which they belong. 4-Honorary members are the foreign citizens, militarized bodies and military units and establishments, and the localities, collectivities or institutions awarded with any Order.

Article 52º Rights of members of the Orders

1-The members holding the Portuguese Honorary Orders are entitled to the use of the insignia that they have been granted and to the honours and precedence set out in this diploma. 2-The honorary members of the Portuguese Honorary Orders have solely the right to the use of the insignia of their degree. 3-The honorary members referred to in Article 3 (4) and 5 of this diploma may use the insignia of the Order on the shield, coat of arms or seal that identifies them and, when they possess flag or standart, bond with the colours of the Order, pending the distinctive respective.

Article 53º

Specific rights of members of some Old Military Orders 1-The military graced with any degree of the Military Orders of the Tower and Sword, of Value, Loyalty and Merit, and of Avis, when they bear the respective insignia, are entitled to the use of the military uniform, whatever their framework or situation and even after they leave the service effectiveness. 2-The decorated with any degree of the Military Order of the Tower and Sword, of Value, Loyalty and Merit have preference in admission to social establishments run by the State and the right to a pension, corresponding to the national minimum wage and cumulable with any others due to them, if they lack sufficient means of subsistence. 3-A The provision of the pension referred to in the preceding paragraph and its transmission to the surviving spouses, or to persons who have lived in a situation similar to that of the spouses, and to the minor children is exempt from any emoluments or taxes. 4-In memory of the agraciers with the Military Orders of the Tower and Sword, of Value, Loyalty and Merit, and of Avis, their orphans have absolute preference in admission to the military educational establishments as well as in the school establishments dependent on the military departments.

Article 54º Deveres of the Members of the Orders

1-Are duties of the members holding the Honorary Portuguese Orders:

a) Defender and prestigious Portugal in all circumstances; (b) Regular its procedure, public and private, by the dictates of virtue

and of the honour; (c) Acatar the determinations and instructions of the Council of the respective Order; d) Dignify your Order by all means and in all circumstances.

2-The honorary members have a duty not to harm the interests of Portugal in any way.

Article 55º Discipline of Orders

1-Where there is knowledge of the violation of any of the duties set out in the preceding article, disciplinary proceedings shall be instituted, upon dispatch by the Chancellor of the respective Council. 2-To the instructor of the proceedings is designated in the same dispatch a member of the Order of higher degree to that of the accused, or of the same degree, if it is Britain. 3-In the disciplinary process is impreterable due diligence to the hearing of the accused, to which he shall be handed a guilty note and provided the defence presentation. 4-Completed the instruction, it shall be the process present to the respective Council and in it reported by the instructor, who shall attend the meeting, without a vote. 5-If the charge is adjudicated proceeded, it shall be imposed on the accused, as per the seriousness of the lack and the disprestige caused to the Order, its admonestation or irradiation. 6-A admonestation is within the competence of the Chancellor and consists of the reprimand of the offender, personally or in writing. 7-A irradiation from the frames of the Order has the same form of the act of concession and implies the deprivation of the use of the decoration and the loss of all the rights to it inherent.

Chapter VIII Use of the insignia of the Honorary Orders

Article 56º

Use of badges and national insignia 1-The decorated with more than one degree from any of the Orders shall use only the insignia corresponding to the highest, with the exception of the provisions of Article 10 for those awarded with the Military Order of the Tower and Sword, of Value, Loyalty and Merit or when the hajam decorations were granted with palm. 2-The decorations awarded with palm will have on the ribbon a golden palm placed horizontally from the left to the right.

3-Simultaneous use of two or more bands is not permitted, and only a neck-pending insignia may be used, whatever the degree to which it corresponds. 4-The military units and establishments and the militarized bodies to which there has been conferred a decoration will use over the lathe of the parade flag or estandarte another ribbon of ribbons of the order's colour, 0.1 m wide, gold fringes, having outstanding on one of the tips the respective badge. 5-The localities, collectives and institutions that are honorary members of an Order are entitled to use the noose defined in the preceding paragraph in the respective flag of parade or official standart, when they possess them, not owing the ties of the condecorations be used cumulatively with any adorments or with other insignia.

Article 57º Use of the Insignia of Grande-Colar

1-The Grand-Colar can be used simultaneously with the Grand-Colar Band and will always be used with the respective plate. 2-The agraciers with the Grand-Colar of any of the Orders, will be able to choose to use only the Grand-Colar Band, provided that accompanied by the plaque.

Article 58º Use of the Gran-Cross insignia

1-With the Gran-Cross Band will be used always the respective plate. 2-In the cases of the Military Order of the Tower and Sword, of the Value, Loyalty and Merit and of the Military Order of Sant' Iago da Espada, the agraciers with the Gran-Cross will be able to use, in simultaneous, the band of Gran-Cruz and the corresponding necklace, or just this one, but always accompanied by the respective plate.

Article 59º

Use of badges and national and foreign insignia 1-The insignia of the national decorations precede the foreigners and those of the Portuguese Honorary Orders are placed, from the right to the left, on the left side of the chest, by the following order of precedence:

-Tower and Sword, of Value, Loyalty and Merit;-Christ;-Avis;-Sant' Iago of the Sword;-Infante D. Henrique;-Freedom;-Merit;-Public Instruction;-Business Merit.

2-When the insignia of the decorations do not contain themselves in one line, the order of precedence will begin by the top line. 3-On the occasion of a diplomatic rendezvous, the agraciated with decorations of the country with whom the meeting takes place will be able to use them simultaneously with national decorations, preceding in that case the foreign decoration. 3-With civil suit that is not from gala:

a) The holders of the Knight's degree, will be able to use, on the left side of the chest, a ribbon of the colours of the order;

b) The agraciers with the degrees of Officer, Commendator, Grand-official and Gran-cross will be able to use, respectively and also on the left side of the chest, a 8 mm diameter roseta, with the colours of the respective Order, which will have silver gallon for the commendators, of gold and silver for the grands-officers and gold for the Grand-crossings; and the graced with the Grand-necklace, a 12 mm diameter roseta, with the colors of the Order, lined interiorly of gold.

4-In the solemn ceremonies, the agraciers with various decorations will be able to use the miniatures of the respective badges and suspended tapes of a chain or a small metal bar, placed on top of the chest, on the left side of the uniforms or of the dresses, or on the left lapel of the proper suits or uniforms. 5-In the uniforms where the use of tapes is permitted, they will be applied, without buckles, on one or more metal plates placed horizontally, without interval, overlapping the tapes set out in paragraph 3 (b) for the respective grade. 6-The ladies ' miniatures will be able to suspend from a small noose of the colours of the Order.

Chapter IX

Misuse of decorations

Article 60º Undue use of badges and insignia

1-Without prejudice to the provisions of Article 67 of this diploma, on the entire national territory, at the diplomatic posts of Portugal and on board aircraft or national flag vessels is vetted to national citizens the use of insignia of the Orders Portuguese Honorians who have not been conferred by the President of the Republic, or foreign Orders whose acceptance has not been authorized by the same, when this is legally required. 2-To national citizens and foreigners in Portugal it is also vetoed the use, in public, of any insignia of honorary orders not instituted by the Portuguese Republic and the internationally recognized States and entities and entities that detain such power. 3-In the cases referred to in the preceding paragraphs, offenders become subject to criminal liability for abuse of designation, sign or uniform provided for in the Criminal Code.

Chapter X Acceptance of foreign decorations

Article 61º

Application for authorisation 1-The application for permission to accept foreign decorations is addressed to the President of the Republic, with the indication of the applicant's name, profession and residence, as well as of the necessary elements of identification of the agraciation, and presented, with the respective diploma, in the Chancellery of the Order or to this addressed. 2-The application, instructed with the necessary information of the Ministry of Foreign Affairs, shall be submitted to dispatch of the President of the Republic. 3-The dispatch of authorization for the acceptance of foreign decoration is published in the Journal of the Republic, 2ª series, and communicated to the interested and the

Chancellery of the Portuguese Honorary Orders for the purpose of registration of the respective degree of agraciation.

Article 62º Disthink of the application for permission

1-Are waived from the application for permission for acceptance of foreign decorations, without prejudice to the registration of the respective diplomas of agraciation, the President of the Republic and his spouse, the Presidents of the remaining Organs of Sovereignty and of the self-governing bodies of the Autonomous Regions, the members of the Government, the heads of the states-largest of the Armed Forces, as well as the staff of the Presidency of the Republic and of the offices of the entities formerly referred to, when graced, ones and others, in that capacity. 2-The provisions of the preceding paragraph shall extend to entities integrated into the entourages of the President of the Republic, the President of the Assembly of the Republic or the Prime Minister in official acts abroad or agraciated on the occasion of meetings of diplomatic nature in Portugal.

Chapter XI Chancellery of the Portuguese Honorary Orders

Article 63º

Nature and purpose 1-A The Chancellery of the Portuguese Honorary Orders is the service intended to ensure the smooth operation of the Orders, integrated into the Presidency of the Republic and directed by the respective Secretary-General, who, by inherency, shall be the Secretary General of the Orders. 2-A Chancellery of the Orders is in charge of a coordinator appointed by the Secretary General of the Presidency of the Republic of between the staff of the General Secretariat.

Article 64º Competence of the Secretary-General of Orders

It is incumbent upon the Secretary-General of Orders:

a) Maintain the President of the Republic to the current of the deliberations of the councils and submit their order to the proposals that depend on their resolution ;

b) Assist technically the advice of the orders; (c) Secretariat, without a vote, the meetings of all councils and attend the

chancellors in the implementation of the deliberations taken, by staying in charge of the drafting and file of the respective minutes;

(d) Superintending all the services of the Chancellery of the Orders; and) Promoting any studies and research work with a view to

establishment of matters relating to the orders, namely the organization of a historical archive, where it is conspicuous of the name and other elements relating to agraciated individualities.

Article 65º Jurisdiction of the Chancellery of Orders

Compete to the Chancellery of the Orders:

(a) Ensuring the expedient concerning the Honorary Orders; (b) to record all the decorations through it granted, as well as the

authorisations for acceptance of foreign decorations to Portuguese citizens and the respective register;

c) Promoting the organization of publications within the framework of its competence, namely the Yearbook of the Portuguese Honorary Orders;

d) Promote the public disclosure of the information concerning the Portuguese Honorary Orders, the agraciations and the respective database through the internet site of the Chancellery of the Orders;

(e) perform the administrative tasks necessary to the regular operation of the Orders.

Article 66º Technical and administrative support

The Chancellery of the Orders is supported technically and administratively by the relevant departments of the Secretariat General of the Presidency of the Republic.

Chapter XII Transitional and final provisions

Article 67º

Extinct Order of the Empire The agraciers with the extinct Order of the Empire will retain the right to the use of their respective insignia.

Article 68º Sisels of insignia

The sketches of the insignia described in the articulation of this Law are listed in the Annex, which of it is an integral part of it.

Article 69º

Mandates of the Chancellors and the Vogals of the Boards of Orders The mandates of the Chancellors and the Vogals of the Boards of Orders currently in functions cease with the term of the presidential term under way.

Article 70º

Revocations They are revoked:

a) The Decrees-Leis 414-A/86, of December 15, 85/88, of March 10, and 80/91, of February 19;

(b) The Regulatory Decrees 1-A/86, of December 15, 12/88, March 10, 18/89, July 6, 15/90, June 8, 4/91, February 19, and 12/2003, May 29.

Article 71º Entry into force

The present diploma shall come into force on the day of the inauguration of the President of the Republic elected at the beginning of the current year. Palace of Saint Benedict, January 12, 2011
