DRAFT RESOLUTION Nº.107/XI
It recommends to the Government the maintenance in activity of the Finance Service Viseu II
Through the Portaria No. 138 / 2010 of March 4, decided the Government, on a proposal from the Director General
of the Taxes, extinguish the Finance Service Viseu 2, provided for in the paragraph. 1 of the porterie #. 453/96 of 9
of September. They pass on the respective Freguesias to integrate the area of comprehensiveness of the current Service of
Finance of Viseu 1, being this extinction defined by dispatch of the Director General of Taxes to
publish in 2ª. series of the Journal of the Republic.
In response to the application formulated by Deputies of the PSD, responded the Government by defining a
set of parameters that substantiate the decision, specifically:
1) Existence of alternative solutions already implemented from facilitation of compliance of the
tax obligations without the need for taxpayer citizens to move to the service of
finances of your residence, specifically by the provision of various
electronic communication functionalities (payment of taxes, delivery of
statements, issuance of certificates, etc.);
2) Evaluation of the available facilities and equipment, aiming for further rationalization in
use of physical spaces and ensuring, at the same time, improvement of the conditions of
work of the employees and the care of the taxpayer citizens;
3) Rationalization of herds, so as to close gaps at the level of human resources in
many finance services;
4) Maintenance, in the event of closure, of alternative functional capacities on site.
More substantiates the Government this decision with the fact that:
5) The city has two finance services of similar size, with the service of
Finance Viseu 1 finds itself installed, with a wider area, in facilities of
property of the State and closer to the city centre;
6) There is an extension of the DGCI in the Citizen's Store, where it is made public service, well
as a Contributing Support service on the premises of the Finance Directorate itself
from Viseu.
Now, it is soon enough to question the fact that these criteria lead to the decision to close the
Finance Service Viseu 2, not having verified similar procedure in any more
city of the Country, specifically in other where there are also two Finance and Shop services
Citizen.
In relation to the one referred to in 1) the fact that we are located within the Country leads to that a number
higher of citizens has to resort preferentially to a direct contact, rather than the
use of electronic services, so it is not understood to be valid this argument.
On the other hand, with the concentration of the two services in a single facility, as it relates in 2),
not only will the officials not have better working conditions, as the facilities are already extiguous,
how users will be impaired on access to the site and the difficulty of parking.
As for the rationalization of herds, it is public knowledge that this allocation of finance
works in an exemplary way, reaching 5400 users in a single month, as happened in the
past January, incidentally, number identical to that occurred in 1ª. Repartition of finance.
With the closure of this service, which serves half of the 34 Freguesies of the Viseu Concelho, to go-
á check for excessive concentration in existing services with manifested decrease in
quality of services to users, which contravens point 4).
The fact that the Finance Service Viseu II stays in the city Centre does not help at all, for the
concentration at one point will cause embarrassment in listening and access. Beyond
of this, the existence of the Viseu II space constitutes an "anchor" in this zone of the city, which motivated the
installation of numerous complementary services that with this decision of the Government run serious
risks of closing.
By the exposed and how it stems from the assessment carried out by all living forces of the Concelho,
specifically from the City of Viseu and the Viseu Municipal Assembly that saw
passed unanimously a Motion towards the maintenance of this service, shall the Government
reponder the situation and keep in place this finance service 2.
In these terms and in the applicable constitutional and regimental provisions, come the Groups
Parliamentarians from the Social Democratic Party and the People's Party propose the following resolution:
The Assembly of the Republic recommends to the Government the revocation of the Portaria No. 138/2010 and the
maintenance in activity of the Finance Service Viseu 2.
