DRAFT RESOLUTION NO. 75 /XI/1.
RECOMMENDS TO THE GOVERNMENT THE MAINTENANCE OF THE FINANCE SERVICE
FROM VISEU 2
The Government has decided, on a proposal from the Director-General of Taxes, to carry out the merger of the
two Viseu finance services in a single service. This measure dictates the closure
of the Viseu Finance Service 2, eliminating an important service for the population
from Viseu.
The justifications indicated by the Government for the closure of the Finance Office 2
find themselves unsuitable for the reality of the Viseu's concelain and the geographical area
engaging. Despite the number of users making use of electronic services from
finance has increased, it is consensual that the access rate by that route decreases
drastically as we move into the interior and the resident population if
features of more advanced age ranges. This is the case of Viseu and the geographical area
of influence, where one perceives the valorisation that exists of the presential care
by users.
On the other hand, the number of users recognizing the importance of the Service of
Viseu Finance 2 is relevant, as you perceive by the more than 5400 served users
in the month of January passed by this counter. Incidentally, this is a very similar number to the
carried out by the other Viseu finance service, which counts, however, with more
employees for analogous service. In the past January it was more than 5400 the
users served in the Viseu Finance Service 2, resulting in an average of about
2
300 users per day. These figures clearly attest to the valorisation that is given by the
population to the Viseu Finance Service 2. This way, with its 24 employees,
the Service manages to have an average of attendance per employee superior to others
similar services in the Viseu concelain. This statistical information allows
identify that the rationalization of herds that the Government upholds, is already found
currently to be held.
One of the challenges with which, currently, many cities encounter, relates to the
need for creation dynamism in the various geographical areas of the city. In this measure,
public services work, often, as anchors of that dynamism, attracting
users who enable, in their immediate vicinity, the existence of local commerce. This is a
of the functions that the Viseu Finance Service 2 fulfills, what it presents particular
relevance in the city of Viseu.
The option of the merger of the Finance Services in Viseu will result in a decrease of that
diffuse and dye effect of the city that exists at present. On the other hand, the merger
will create new problems in the city, with the problems of mobility and parching
that will arise and could be avoided with the maintenance of the two finance services
in Viseu.
The consensus that the maintenance of the Viseu Finance Service 2 in operation
took over in the county is others of the factors to be mentioned. The strength of argumentation in defence
of this service is such that it has allowed approval in the Viseu Municipal Assembly, by
unanimity, of a motion against the closure of the service.
Thus, under the applicable constitutional and regimental provisions, the Group
MP from the Left Bloc proposes the following Resolution:
The Assembly of the Republic recommends to the Government the maintenance of the Service of
Finance from Viseu 2 in activity.
Palace of Saint Benedict, October 20, 2013.
