IT RECOMMENDS THE GOVERNMENT TO PROCEED TO THE IMMEDIATE HALT OF THE CLOSURE OF THE PERMANENT CARE SERVICES (SAP ' S) OF ARCOS OF VALDEVEZ,

MELGSTEEL, WALLS OF HIDES AND THE VALENCE OF THE MINHO.

Exhibition of reasons

I-Within the scope of the Requalification of the Network of Urgencies, the Government recently proceeded to shut down the Permanent Call Services (SAP ' s) of Arches of Valdevez, Melgsteel, Walls of Coura and Valence of the Minho. These closures have been the target of contestation by the populations, notably in the case of Minho's Valence. Every day they arrive-in the images and news of the local demonstrations. The population claims that no requirements have been secured for the provision of timely and quality health care, prior to these closures, not least the protocols concluded with local authorities are not met. II-In the specific case of Minho's Valence, SAP resolved the health problems that there came with technical competence, through properly trained human resources in Advanced Life Support and with structural features ranging from radiology, some analysis, electrocardiografe, defibrillator, all emergency medication, among others. This SAP had a protocol of acting with the Coronary Unit of the Santos Silva Hospital, in Vila Nova de Gaia, which allowed, through the tele-medicine, that a person with acute myocardial disease be observed in Valença and, simultaneously, in that specialized service, which allowed therapeutic actuations that saved many lives. Thus, it is not permissible for a patient to be resident in the immediate vicinity of the Valence Health Centre and with evident signs of myocardial infarction, be subjected to a 30 screening within an ambulance and then be transported to Monsoon to still be sent to Viana do Castelo, when the situation became irreversible. III-In all these localities-Arches of Valdevez, Melgsteel, Walls of Coura and Valence of the Minho-were established Rehabilitation Protocols of the Health Centre Services, protocols of which, in generality, were left to be fulfilled, already after of the closure of the SAP the City Hall of Coura of Coura has taken a position to be complied with the protocol concluded with the Ministry of Health. In addition, they have not been given to know the studies, opinions and protocols that will allegedly have justified the closure of the SAP's of Arches of Valdevez, Melgsteel,

Walls of Coura and Valence of the Minho, and without which it becomes inadmissible the closure of these health services. It adds to the fact that before these closures were not assured to the populations all the requirements for the provision of timely and quality health care. The Basic Lima Bridge Urgency Service is running in interim facilities, the works for the installation of the services are not yet completed. It is recalled that this service provides support to 4 concelhos-Arches of Valdevez, Walls of Coura, Barca Bridge and obviously Ponte de Lima, the target population of more than 90000 people. By the foregoing, the Assembly of the Republic, pursuant to Article 156º (b) of the Constitution of the Portuguese Republic, deliberates to recommend to the Government: -To proceed to the immediate suspension of the closure of the Permanent Call Services (SAP ' s) of Arches of Valdevez, Melgsteel, Walls of Coura and Valence of the Minho, until they are assured of these populations, all requirements for the provision of timely and quality health care.
