Decree-Law No. 205/2009 of August 31, which " proceeds to the amendment of the

Status of the University Lecturer's Career Approved by the Decree Law No. 448/79,

of November 13 "

The amendment of the Statute of the University Teaching Career has not been negotiated in the

conditions of time and dialogue required. Announced from the first hour, and underscored

by many as a priority, the amendment of the Statute of the University Teaching Career

came up at an end of tenure, including aspects that were not even targeted by

negotiation.

This ECDU, if analysed in conjunction with the Legal Regime of Institutions of the

Higher education, clearly shows that the auxiliary teachers are in

situation of strong insecurity, and that the open path is that of the tendencial definition of

two caste of lecturers, getting the first ones with a much more precarious position. By

another, the inability of the Government to respond to the teachers ' "readers", whose situation

labour has become more precarious and whose horizon may be unemployment, it is equally

another of the aspects that substantiates the need to overcome factors of debilitation

of the labour rights of this diploma.

Recognized the amendment of the Statute of the University Teaching Career as

change required, it is up to be relevant that the timing in question has not accrunted diverse

weaknesses of the new legal framework, which can reinforce insecurity and precariousness of

many of the professionals. It therefore matters to correct aspects that could compromise the

intentions expressed in the preamble to the Decree-Law No. 205/2009 of August 31.

In the sense of allowing the Assembly of the Republic to intervene in order to correct

discrimination that arises by virtue of the application of the diploma in reference, the deputies

and the deputies of the Parliamentary Group of the Left Bloc, under the provisions of the

articles (c) of Article 162 and Article 169 of the Constitution of the Portuguese Republic and still

of Rule 189 of the Rules of the Assembly of the Republic, come to apply for Appreciation

Parliamentary of the Decree-Law No. 205/2009 of August 31, which " proceeds to the amendment

of the Statute of the University Teaching Career, approved by the Decree-Law No.

448/79, of November 13 " .
