or equiped situation.
Portugal runs through a serious economic and social crisis, in which many companies are
obliged to let go of laboring, or to have to reduce their jobs by placing
citizens in unemployment.
The recent data of the National Statistical Institute, referring to the second quarter of
2009 demonstrate a marked rise in the unemployment rate at the national level, which if
situates in 9.1%, which in number of people means 507.7 thousand citizens. Currently, from
agreement with data from September of the Instituo of Employment and Vocational Training,
they find themselves unemployed 510356 people, which means an increase in
practically 30% in relation to September 2008. In many of these cases it is not only
a member of the household who is found in unemployment. Unfortunately they are already
many cases in which husband and wife find themselves both in unemployment.
With the current juncture it is not expected that the current crisis will have a shutdown in the short term.
In this sense, it will be urgent to take social protection measures to assist citizens
finding themselves in the worrying situation of unemployment, as the measures up to
here taken by the Government have revealed themselves unable to contain the phenomenon of the loss of
jobs.
It is urgent, in order to be able to take measures that actually go to the meeting of the reality of
who find themselves under the situation of unemployed know the real numbers of how many are
the households in which more than one member is found unemployed.
This situation is especially drastic in some sectors of activity and in some areas
geographical.

Even if by responding to the questionnaire that it is done by the job technicians at the Centre
of Employment and Vocational Training, upon enrolment as unemployed, the
citizens to inform about their marital status; even though these data are essential to
the allocation of the Social Unemployment Allowance, the Government continues to be incapable of
answer a simple question: what is the number of couples in which both elements of the
family household find themselves unemployed? What, on the edge, in many cases,
means that in many Portuguese households there is not at this time a single post of
work.
In Portugal this reality represents today about 21%, of the total number of
unemployed, the largest since at least 1998, according to news recently
linked in the media.
In the face of the exposed, and under the constitutional standards, the CDS-PP presents the following
draft law:
Article 1.
Subject
This Law introduces the obligation to appear in the data bases of the Institute of Employment
and Vocational Training and the Ministry of Labour and Social Solidarity the civil status
of the unemployed person, or equiped situation and the working condition of the spouse.
Article 2.
Scope of application
1-A The obligation of constant introduction in the preceding paragraph covers all organisms
of the Ministry of Labour and Social Solidarity and the Institute of Employment and Training
Professional who exercise roles within the area of unemployment.
2-Whenever a statistic is published, a newsletter, or too much
publication, on the sectoral analysis of unemployment in Portugal, will have to have the information
on the number of couples in which both spouses, or equiped situation, if
they find in the unemployment situation.
