Exhibition of Motives

The Grand Options of the Plan for 2010-2013 translating the Government's commitment

in a medium-long strategy-long time, based on knowledge, in the qualification, in the

technology, in innovation and in the development of a broad set of social policies,

aiming to give Portugal a course towards its modernization and development with cohesion

social.

The policy of the XVIII Constitutional Government over the course of the legislature will develop in

around six Major Options, aiming at the realization of the strategy of

development of the society and the economy that is intended for the Country and which was

presented in the Government Programme.

The first option is to ensure a sustained, settled growth trajectory

in the revival of the economy, in the promotion of employment, in the modernization of the Country-via

bet on energy, administrative modernization, innovation, competitiveness

business-in the regulation of the market, but also in the consolidation of finance

public.

The second option aims to strengthen cohesion by reducing poverty and creating more equality of

opportunities. The increase in social protection, support for families and birth, health

for all, the integration of emigrants, combating discrimination and a policy

integrated youth are critical dimensions of this option.

The third option is based on improving and broadening access to education, strengthening teaching

higher, invest in science and culture. Principles as more and better education for

all, the strengthening of the trust contract with the higher education and the renewal of the

commitment to science will lead to acting in this area. The assertion of the language

Portuguese, the valorisation of heritage and betting on arts and cultural industries will be

also in prominence.

The fourth option is based on improving the quality of life and promoting territorial cohesion and

the sustainable development. Areas such as the environment, spatial planning and

city policy, the strategy for housing, regional development and sport

are critical to the pursuit of this option.

The fifth option aims to raise the quality of democracy by modernizing the system

political and putting justice and security at the service of citizens. This option is based on the

enhancement of justice, in the improvement of internal security, in the strengthening of security

road, improvement of civil protection, modernization of the political system and the

improvement of social communication.

Finally, the sixth option aims to value the external positioning of Portugal and the insertion

international defence, strengthening support for the Portuguese communities. The

foreign policy, European integration and national defense policy are key elements

of the achievement of this option.

These Major Options, defined by the Government at the beginning of the present legislature for the

period 2010-2013, aim to give positive response to the aspirations of the Portuguese, in a

context of stability, motivation and commitment.

The Grand Options of the Plan for 2010-2013 have been submitted to the Council's opinion

Economic and Social and the said opinion has been taken into account in the drafting of the document

final now submitted for approval.

Thus:

Under the terms of the paragraph d) of Article 197 (1) of the Constitution, the Government presents to the

Assembly of the Republic the following proposal for a law:

Article 1.

Subject

The Major Plan Options for 2010-2013 are approved that integrate the measures of

policy and investments that, in 2010-2013, will contribute to realizing them.

Article 2.

Strategic framework

The Big Options of the Plan for 2010-2013 are to be found in the development strategy

of the Portuguese society and economy presented in the Programme of the XVIII Government

Constitutional.

Article 3.

European context

Portugal will remain committed to strengthening its role as an active subject in the process

of European construction, by actively participating in the debate that will lead to the adoption of the

new "European Strategy for 2020" and in the process of preparing the European Plan for

the Innovation Policy, to be adopted in 2010.

Article 4.

Big Plan Options

1-The Major Options of the Plan for 2010-2013 set by the Government at the beginning of the

present legislature are as follows:

a) Boosting growth, promoting employment and the modernization of the Country;

b) To strengthen social cohesion by reducing poverty and creating more equality of

opportunities;

c) Improve and broaden access to education, strengthen higher education, invest in

science and culture;

d) Improving the quality of life and promoting territorial cohesion, the

sustainable development and the quality of life;

e) Elevating the quality of democracy by modernizing the political system and

putting justice and security at the service of citizens;

f) Valorising the external positioning of Portugal and the international insertion of the

national defence and strengthen support for the Portuguese communities.

2-The investment priorities set out in the Major Plan Options for 2010-

2013 are contemplated and compatibilized in the framework of the State Budget for

2010, and properly articulated with the National Strategic Reference Framework.

3-In the year 2010, the Government will act in the legislative, regulatory framework and

administrative, so as to realize the realization, in each of the areas, of the

targets set out in the Major Options of the Plan for 2010-2013.

Article 5.

Final disposition

It is published in annex to this Law, of which it is an integral part, the document of the

Big Plan Options for 2010-2013.
