1 PROPOSAL of law No. 8/XI explanatory memorandum The great options the plan for 2010-2013 reflect the Government's commitment in a medium-long term strategy, based on knowledge, qualification, in technology, innovation and the development of a broad set of social policies, aiming to give Portugal a course for your modernization and development with social cohesion. 18TH Constitutional Government policy throughout the parliamentary term will develop around six major options, with the aim of realization of the strategy of development of society and the economy that intended for the Country and which was presented in the program of the Government. The first option is to ensure a sustained growth path, economic recovery, based on the promotion of employment, the modernisation of the country – via bet on energy, on administrative modernization, innovation, business competitiveness-at regulation of the market, but also in the consolidation of public finances. The second option is designed to strengthen cohesion, reducing poverty and creating more equal opportunities. Increased social protection, support for families and the birth rate, health for all, the integration of migrants, combating discrimination and an integrated youth policy are critical dimensions of this option.
The third option is based on improving and widening access to education, enhance higher education, invest in science and culture. Principles such as more and better education for all, strengthening the contract of confidence with higher education and renewing the commitment to science will lead to action in this area. The affirmation of the Portuguese language, the appreciation of the heritage and the arts and cultural industries bet will also be featured. 2 the fourth option is based on improving the quality of life and promote the territorial cohesion and sustainable development. Areas such as the environment, regional planning and city policy, the strategy for housing, regional development and sport are critical to the pursuit of this option. The fifth option is intended to raise the quality of democracy, modernizing the political system and putting justice and security to citizens ' service. This option is based on the value of Justice, improving homeland security, improving road safety, improving the civil protection, in the modernization of the political system and the improvement of social communication. Finally, the sixth option aims to enhance the external positioning of Portugal and the international insertion of national defense, strengthening support for Portuguese communities. Foreign policy, European integration and the national defence policy are key elements of the implementation of this option. These great options, defined by the Government at the beginning of this parliamentary term for the period 2010-2013, intend to give positive response to the aspirations of the Portuguese, in a context of stability, motivation and commitment. The great options for 2010-2013 plan were submitted to the opinion of the economic and Social Council and that opinion has been taken into account in preparing the final document now submitted for approval.
So: under d) of paragraph 1 of article 197 of the Constitution, the Government presents to the Assembly of the Republic the following proposal of law: article 1 subject-matter Are approved the broad Plan options for 2010-2013 that integrate political measures and investments in 2010-2013, will contribute to achieving them. 3 article 2 strategic framework The great options the plan for 2010-2013 are in the strategy of development of society and of the Portuguese economy presented the 18TH Constitutional Government program.
Article 3 the European context Portugal will remain committed to enhancing your role as active person in the process of European construction, actively participating in the debate that will lead to the adoption of the new European strategy for 2020» and in the process of preparation of the European Plan for innovation policy, to be adopted in 2010.
Article 4 great options of 1 Plan-The great options for 2010-2013 plan set by the Government at the beginning of this parliamentary term are as follows: a) boost growth, promote employment and the modernisation of the country; b) strengthening social cohesion, reducing poverty and creating more equal opportunities; c) Improve and expand access to education, enhance higher education, invest in science and culture; d) improve the quality of life and promote the territorial cohesion, sustainable development and quality of life; 4 e) raise the quality of democracy, modernizing the political system and putting justice and safety at the service of citizens; f) Valuing the external positioning of Portugal and the international insertion of national defense and strengthen support for Portuguese communities. 2-investment priorities in the great options the plan for 2010-2013 are contemplated and made compatible under the State budget for 2010, and properly articulated with the National strategic reference framework. 3-in the year of 2010, the Government will act in the legislative, regulatory and administrative framework, so as to achieve the attainment, in each of the areas, the objectives contained in the great options the plan for 2010-2013.
Article 5 final provision is published in annex to this law, which is an integral part, the document of the great options the plan for 2010-2013.
