It recommends the Government to adopt incentive measures to

Popular Associative Movement

The Socialist Party Election Program expressly foresees the bet on the contribution of the

basis associativism.

The Popular Associative Movement (MAP) occupies an indispensable place in our society.

They are spaces of citizenship and democratic participation, umbilically underpinnable in the

volunteering from their leaders. They develop a unique work in the associative tissue

portuguese, contributing in overlap to the well-being of local communities.

Since its genesis, the associations have been asserted as determinant agents in the

preservation and promotion of culture, recreation and sport, with notorious economic impacts and

social.

The Government has followed with special attention the concerns of the MAP, in the search for the

more appropriate responses, namely: the definition of an interlocutor with the Government;

the development of the status of social partner; the framework of this movement in the

social economy sector; the promotion of the enrollment of collectives; and the monitoring

of the applications to the QREN.

They are therefore concerned with fair and appropriate concerns, the resolution of which will contribute to a

greater affirmation and digniation of the MAP.

Thus, pursuant to Article 156 (b) of the Constitution of the Portuguese Republic and of the

(b) of Rule 44 (1) of the Rules of the Assembly of the Republic, the Assembly of the

Republic resolves to recommend to the Government:

a) The establishment of the Associativism Observatory, as an interlocutor of the associativism

popular of the Government, among other possible assignments;

b) The framework of this movement in the social economy sector, so as to

to benefit from the supports under the PADES;

c) Next with the aggregation of information concerning the enrollment of the collectives along

of the INRPC;

d) Promoting the clarification of the legal regime that excepts bars, canteens and refectories

of the not-for-profit associations (General Licensing Regime).
