DRAFT RESOLUTION NO. 21 /XI

ON THE PROBLEMATIC OF THE EMIGRANT WOMAN

The problematic of gender equality has undementable topicality, being targeted

permanent of the concerns of the Social Democratic Party.

Situations of discrimination and sexual violence are today inadmissible.

It thus fulfills policies that promote effective equality between men and

women, without forgetting the issues of professional insertion.

In this framework, it appears fundamental to contemplate the specific situation of the woman

emigrant, inserted into rule in strange means, often fragilized and seriously

exposed to the most varied kind of discriminations.

This is how it is recommended to set up a programme targeted specifically at

emigrants women, through which one intends to hold the state more accountable in the

a sense of increasing their collaboration with the most varied type of entities linked to the

our communities, particularly the associative movement, for an action more

effective and productive in defence of the rights of Portuguese Women.

In this sense, the Assembly of the Republic resolves to recommend to the Government the adoption of the

following measures:

1. a programme should be set up with the aim of defining a set of

measures aimed at the development of the citizenship of Portuguese women

residents abroad.

2. Through this Programme, targeted measures and supports should be developed

a:

a) Promoting effective equality between men and women in the universe of

Portuguese communities in the World;

b) Combat situations of gender violence;

c) Developing modalities of professional insertion of Portuguese women in the

foreign.

3. Desummer will be supported the following initiatives:

(a) Seminars and training actions aimed at fostering the equality of

opportunities between men and women;

b) Labour practice actions carried out in companies involving women

Portuguese;

c) Studies and investigations;

d) informative initiatives to the Portuguese communities abroad and to

candidates for emigrants;

e) Awareness Campaigns of families and young Portuguese abroad;

f) informative and formative actions within the scope of media bodies.

4. The supports mentioned in the previous point should address themselves as a matter of priority to:

a) Federations, associations and clubs of the Portuguese communities abroad;

b) Community schools and entities connected to the vocational training of workers

Portuguese;

(c) trade unions and professional associations.

5. In the analysis of the projects applied for the initiatives set out in section 3, they should

taken into consideration the following priority weighting criteria:

a) The incidence of action in the prevention of situations of gender violence and

discrimination;

b) Impact of action on the respective labour market;

c) Number of women involved;

d) The experience and capacity of delivery by the candidate entity.

6. Within the framework of each project, the following actions may be supported:

(a) Hiring of lecturers, teachers and trainers;

b) to rise from spaces for the realization of the shares;

(c) dissemination of activities in the media;

(d) Acquisition and elaboration of teaching material, books and publications;

e) General spending.

7. The development of this programme is the responsibility of the member of the Government

competent pata the monitoring of the policy on the Communities

Portuguese.
