DRAFT RESOLUTION No. 60/XI PROPOSES MEASURES WITHIN the 65-APARTMENTS-YOUNG after two years of existence the program Door 65-lease for youth, established by Decree-Law No. 308/2007 of 3 September, with the amendments introduced by Decree-Law No. 61/2008 of 28 March, swing time, arising from the program evaluation by the guardianship as well as the application itself and the implementation of the programme.

The Socialist Party took over in the last parliamentary term after the legal deadline for your evaluation would be available for your adjustment in accordance with the needs of young Portuguese, without jeopardising the objectives of encouraging the emancipation of young people, mobility, of fairness, of the pivot of the rental market, efficiency and rationality in the use of public resources and simplification and dematerialisation of the process for the allocation of support.

Recognizing the contribution to the emancipation of the young Portuguese, given by the 65-apartments-Young, as well as, the clear intention and expressed the Socialist Party to continue to promote housing solutions, in particular with regard to young people and also recognizing the success of the program in your application and operation, the deputies proposed petitions to the Government, in accordance with point (b)) of article 156 of the Constitution of the Portuguese Republic , the program Door 65-Young integrates the following proposals: a) young people to apply with the lease having beginning after the period of candidacy by submitting a letter of intent to lease, being mandatory the presentation of the lease effective the month following the approval of the support; b) young after an interruption of the program, can get back to even, if this is not due to a penalty for fraud to the program; c) that young people, through changes of circumstances such as removal and amendment of the initial application model, as is the case for proposals on cohabitation, can continue to be covered by program, as long as they remain within the permissible criteria for access to Door 65-Young; d) young people, without income statement immediately preceding year or whose first tax return do not allow sufficient income for the nomination have, can, exceptionally, apply to the program necessary income to be demonstrating eligible for support, in the six months prior to application. The applications approved and the aid allocated under the circumstances are conditioned to the submission of the first tax return later than this period of candidacy, demonstrating that the citizen had the requirements necessary for the application and the support received. If you confirm the support conditions is canceled and the citizen must return the aid received from the State. Young people will have to provide proof of their income for the six months preceding the application period by: a. presentation of valid and legal employment contract, accompanied by the relevant payslips of the last 6 months; b. Presentation of the income received from the last 6 months for the self-employed;
