PROPOSES MEASURES IN THE FRAMEWORK OF DOOR 65-YOUNG TENANCY
Decorrids two years of existence of the program Porta 65-Tenure by Young People,
instituted by Decree-Law No. 308/2007 of September 3, with the amendments
introduced by Decree-Law No. 61-A/2008 of March 28, it is time to balance the
program, arising from the evaluation by the tutelage, as well as the application itself and
execution of the program.
The Socialist Party took over in the past legislature that after the legal deadline for its
assessment would be available for your readjustment depending on the needs of the
young Portuguese, without jeopardizing the objectives of encouraging the emancipation of the
young people, mobility, equity, dynamisation of the rental market, of
effectiveness and rationality in the use of public resources and simplification and
dematerialization of the process for the allocation of supports.
Recognizing the contribution to the emancipation of young Portuguese people, given by the
Port 65-Young Arrendment, as well as, the clear and express will of the Party
Socialist in continuing to promote solutions in housing,
notably in what concerne young people and, still, recognizing the success of the
program in its application and operation, the undersigned Deputies propose
to the Government, pursuant to Article 156 (b) of the Constitution of the Republic
Portuguese, which the Port 65-Young Program integrations with the following proposals:
a) That young people can apply with the tenancy agreement to have
inicio thereafter to the period of the application, through the presentation of
a contract promise of leasing, being mandatory the presentation of the
actual renting contract in the month following the approval of the support;
b) That the young man after an interruption of the program, can go back to the same, if such
de facto is not due to be penalised for fraud to the programme;
c) That young people, by changing circumstances as a change of
residence and amendment of the initial application model, as is the case with
applications in co-housing, may continue to be covered by the program,
provided that they remain within the permissible criteria of access to the Port
65-Young;
d) That young people, who do not own income statement of the year
immediately preceding or whose first statement of earnings did not
allow to have sufficient income for the application, may,
exceptionally, apply for the program demonstrating having income
needed, to benefit from the support, in the six months prior to the application.
The approved applications and the supports awarded in these circumstances stay
conditioned on the presentation of the first income statement
subsequent to that period of application, demonstrating that effectively the
citizen had the necessary requirements for the application and the supports received.
Should the conditions not be confirmed the support is cancelled and the citizen should
return the supports received to the state. Young people will have to make proof of the
their income relative to the six months prior to the period of
application by:
a. Submission of valid and legal contract of employment, accompanied by the
respective maturity receipts of the last 6 months;
b. Submission of the earnings received from the last 6 months for
independent workers;
