RECOMMENDS THE GOVERNMENT TO PROCEED TO THE CHANGE IN PROFILING
PLANNED FOR 32, IN THE SCOPE OF THE WHITE FREGUESIA, OPTING
BY THE LESS GRAVOUS 5B SOLUTION FOR THE POPULATION AS WELL AS
LESS EXPENSIVE FINANCIALLY.
The construction of the A32 between Oliveira de Azemels and Coimbra envisioned until just two
alternatives of profiling:
-The Base Train (or Solution 1) the potent of the current EN1, within the spaceport
predicted more than 20 years ago, and without any local contestation.
-The new Train (Altemativa 5) with a sub-alternative (Alternative 5A), by the
first time the nascent of EN1, with a further 10 Kms of extension and a viaduct of
995 metres, occupying the Archeological station of Mount S. Julion and deserving of the
rejection of the population.
The accomplished ElA has reproved 3 of the 5 parameters of the evaluation of this trait (Altemativa
5), to which add a set of negative impacts of vulto analyzed and
pointed out in the assessment designated by "Technical Contestation" promoted
Auranca association, as a representative of the population.
Despite this, Alternative 5A (with small variant of 2 Kms to Alternative 5) would come
unexpectedly to be the chosen solution.
The local population of the White House freguesia with about 650 inhabitants showed up
always against the project, and has insisted on its contestation in the sense of being
recognized the injustice created with the adoption of this trait, as well as in the sense
to see repurposed the legitimate will of the populations involved, to which it is found
sustained technically by the adoption of a new, less gravous profiling, either
socially for locals, either in terms of public spending with the
execution of the said work. It is emphasized that the said alternative proposal, of the
population initiative, would apparently entail a change of only 500
metres in the face of the traits already equated by the EP.
Following the presentation of the Technical Contestation in the Secretaries of State
of the Environment and Public Works, in the EP, at the Portuguese Environment Agency,
were told that the same 'would be being analyzed', but that one would come to be
ignored pure and simply because " it was not contemplated in the Study of Impact
Environmental "and because" it has not been evaluated in environmental impact headquarters (EIA) "
as it appears in response of May 25 last to the requirement of Members of the
GP-PSD.
By dispatch of the Secretary of State for the Environment is published on March 23,
2009 a Declaration of Environmental Impact without any change to the traits
previously approved.
The Government's choice in a diverse sense of that of the population, was incidentally the subject of several
requests from Members of some benches, from a Petition to the Assembly
of the Republic, of a Draft Resolution, all underscoring the reasonableness of the
pretension and social and even financial gains for the state that would elapse
with the acceptance of the proposal of the population.
Also the approach of the subject during a displacement of the Aveiro of Mr.
Prime Minister, Mr. Minister of the Environment and Mr. Minister of Public Works
the Aveiro, in which those rulers will have shown understanding for the reasons
techniques invoked and the reasons for rejection, and promised to work a solution that
satisfying the population would come to gorge.
The truth is that, being consensually assumed and given for granted, through
of the information received over the past twenty years, that the profiling
technically best suited for an eventual variant to the IC2 in the White would be the

The Technical Dispute is found to be sufficiently well detailed and
substantiated, fully justifying the abandonment of the chosen trait,
highlighting in particular that:
1-It is a trait with irreversible social impacts for the population of the freguesia
of the White;
2-The costs associated with this solution are also more gravy than others
alternatives;
3-Contemplates the destruction of the archaeological station of Mount S. Julion with large
historical value;
4-Divide the industrial zone of Albergaria-a-Old, one of the most important of the
region of Aveiro, creating a buffer effect to its growth to the North;
5-It destroys the water resources of the central slope of the White House freguesia that is the
basis of regadio support for low zone agriculture;
6-It is the economically most expensive solution in terms of costs of
investment, with no counterpart environmental gain.
The Ministry of Public Works itself in response to an application by MPs
of the GP-PSD on June 25 last admits but postpones the " optimisation of the profiling of the
road, environmental and social points of view " that " it will be the responsibility of the
subconcessionary to whom it is awarded the Grant " .
The intermediate solution advocated in the said Technical Contestation, minora the
adoption effects of the chosen trait 5A chosen in AIA, implying only that if
undertake a correction of the profiling in an extension of 500m, with the designation
"Alternative 5B", and which would elapsed between the "Km 45 + 000" of Solution 1 and the "Km 1 + 000"
from "Alternative 5A".
Not identifying any technical, financial or legal inconvenience in the profiling
that the population seems to prefer, in the sense of making the connection of the profiling of the
Alternative 5A to Solução1, in a small new chart of only 500m of
extension, it appears reasonable that the said profiled is taken into consideration.
The Assembly of the Republic resolves, under the provisions of paragraph 5 of Article 166º of the
Constitution of the Portuguese Republic, recommend to the Government the following
measures:
1. That it be immediately suspended the ongoing process regarding A-32 in what
respects that profiled until the re-evaluation of it;
2. That are given indication to the EP, SA so that in the profiling of A-32, in the
freguesia of the White, Albergaria-a-Old county, be studied the
profiled 5B, constant of the "Technical Contestation" delivered by the Association
Auranca, in such a way as to be able to serve as a better alternative to the passage by
those populations;
3. That be carried out the AIA procedure regarding the 500 metres
apparently not assessed beforehand, and referred to in the proposal of the
"Technical Contest", since also the Ministry of the Environment if
has stated already " available to evaluate any profiling alternatives that the
promoter come to study and submit it to the effect " as stated in
response of May 25 last to the requirement of Members of the GP-PSD;
4. Committing to its feasibility, that this change is included in the work of
execution of the A32-link Coimbra the Oliveira de Azemels-which integrates the
respective subconcession.
