DRAFT RESOLUTION NO. 500 /X/4ª
" It Recommends the Government to undertake changes to the Code of
Road, reinforcing rights of Cyclists and Pedestrians "
Exhibition of Motives
Considering the content of the Draft Law No 638 /X of the BE which states the
rights of cyclists and pedestrians in the Road Code , and of the Draft Law n.
581 /X of the PEV amending the standards for speedless motor of the Code
from the Road ;
Considering the wide and fruitful debate, generated by both the
Diplomas, at the headquarters of Subcommittee on Road Safety;
Considering still the various contributions, suggestions and recommendations
collected during the process of hearings held over the course of the discussion
mp of these two diplomas and resulting from the various views
expressed by representatives of the associative movement of the sector, forces
police officers, insurers and government bodies;
Considering also the reflections raised to the Party's Deputies
Socialist, both by the content of the diplomas, and the result of the
hearings, specifically:

i. Use of protective helmet;
ii. Use of reflective equipment;
iii. Certificates of registration;
iv. Basic training for cyclists;
v. Circulation of bicycles on the rides;
vi. Movement of cyclists on par in the carriageway;
Considering the fact that it has been approved, by Resolution of the
Council of Ministers of May 14, 2009, the National Strategy of
Road Safety (ENSR) 2008-2015, the main purpose of which is
decreasing the sinister in the road environment;
Considering that ENSR 2008-2015 sets objectives
strategic, operational objectives and key actions, identifies the groups
of risk of highway users and fixed, as a target for 2015, the reduction
up to 32% of the number of fatalities among the users of vehicles of
two wheels and pedestrians;
Considering even that ENSR 2008-2015 establishes, in Objective
Operational 11-Improvement of the road environment in an urban environment-six
specific key actions aimed at ensuring safety conditions for
the movement of pedestrians and cyclists, further defining the responsible entity
by its implementation, as well as the respective deadline for implementation;
Considering, lastly, that the development and implementation of the
measures and actions enshrined in ENSR 2008-2015 imply,
mandatorily, a review of the current Road Code;

In these terms, the Assembly of the Republic resolves, on the terms
applicable constitutional and regimental, recommend to the Government
that:
1. At the head of revision of the Road Code, provided for in the Strategy
National Road Safety, be reinforced rules that
guarantee more safety conditions for the movement of cyclists
and pedestrians in the road environment;
2. These changes are made to the Road Code with the
celerity that matter deserves;
