Elevation of the village of the Lady of the Hour, from the county of Matosinhos, to the category of city

Exhibition of reasons

The Village of the Lady of the Hour, from the county of Matosinhos, is a freguesia whose history is known

since the eighteenth century, having been, until then, a small village whose population was dedicated to the

agriculture of survival.

But, of simple and hardworking people, the hamlet has been transformed until, in 1839, the place of the

Lady of the Hour was eleved to the category of Village and made headquarter of the Bouças concelain. So if

held for a period of 15 years. In 1853, the Village of Matosinhos was created and, for there, they were

transferred all municipal services and the seat of the county.

However, the hamlet of the Lady of Hour, year after year, has been developed, not only mercy of the

successive housing construction and population increase, as well as the installation of several

manufacturing units.

From the demographic increase and the growing religious and civil importance has resulted the emergence of the

Parish of the Lady of the Time on April 25, 1918, having served from parish church to the chapel of the

Our Lady of the Hour (built in 1514). Along this chapel had been built the emblematic

Source of the Seven Bicas (1893), performing in this heavily wooded zone the Romaria to Our

Lady of the Hour, once considered one of the most typical and competes in the region.

As a result of the increasing urbanistic deployment, demographic density and development

socio-economic, is created, by decree-law of 1933, the civil freguthesia of the Lady of Hour.

On July 3, 1986, the Assembly of the Republic unanimously voted the elevation to Vila da

township and freguish of the Lady of Hour.

Past 23 years, the Village of the Lady of Hour keeps on constant and strong expansion.

Confining with the cities of the Port, of Matosinhos and of St. Mamede of Infesta and integrated into the Area

Metropolitan of Porto, the population of the Lady of Hour has grown markedly in the last few years.

ASSEMBLY OF THE REPUBLIC

The area of the Lady of the Hour's freguesia is about 350 hectares. With 11,089 housings

(2001 Census data), has a continuous cluster of 26,202 inhabitants-considered the

resident population (data from the 2001 Census), of which 18,500 with active electoral capacity.

Among the most important branches of industrial activity are various manufacturing units,

transformers and manufacturing, the perfilage and casting of metals, the grinding of cereals, the

torrefaction of coffee, food products, the construction of equipment and electrical machinery,

in addition to other small industries.

Commercial activity is of great significance. The Lady of the Time has two hypermarkets,

two shopping centres, catering establishments, various small and medium surfaces

connected to the sectors of footwear, clothing, furniture, automotive, confectionery and panicing,

construction, informatics, sport, aesthetics and beauty.

In what concerne to services, the Hour Lady Village is endowed with the following equipment

collective:

1-In the Education sector

-A Pré School, EB 1, 2, 3

-An EB School 1

-An EB School 2, 3

-A Secondary School

-Two Private Colleges with 1. and 2.

-Various private initiative Study Rooms

-High School of Design

-Higher Institute of Social Service of the Port-Cooperative of Private and Cooperative Education

2-In the area of Social Security

-Home childcare for abandoned or at risk (House of the Way)

-Home, CAO and Early Intervention Service for the care of people with Mental Disability

(A.P.P.A.C.D.M.)

-Five Clinical Analysis Laboratories and one of Imagiology

-Two football fields and other precincts for the practice of various sports modalities

-Several Courts of Ténis and school

-A gimnosport pavilion

-An official football club and various sport assaults

-A municipal swimming pool (in phase of project)

5-In what concerne to Culture and Associativism

-Ten cinema halls

-A room of exhibitions

-Two auditoriums

-A Cultural Center

-Various Cultural, Sporting and Recreational Centres associated with Housing Cooperatives

It is concluded, in the face of the factual situation described, the evidence that the Village of the Lady of the Time, of the

concelain of Matosinhos, has reached and even surpassed in all areas the social assumptions and

politically necessary, complying with the requirements that Law No. 11/82 of June 2 requires for its

elevation to the category of city (Article 13).

This finding had already been struck previously by the Group's Deputies.

MP for the Social Democratic Party to the Assembly of the Republic when, in the course of the 8th

Legislature, presented, on December 5, 2001, a Draft Law that versed the same

object that the present. That initiative would, however, come to an end later on April 4.

As such, the undersigned, of the undersigned, of the Parliamentary Group of the Social Democratic Party,

present, in harmony with the applicable constitutional and regimental precepts, the following

Draft Law:

The Village of the Lady of the Hour, of the Matosinhos Concelho, is elevates to the category of city.
