Elevation of the Foz settlement of the Arelho to Vila
Exhibition of reasons
I-HISTORICAL FRAMEWORK
The Foz do Arelho is located in the district of Leiria and in the West Region, being situated next to the lagoon of
Deaths and the mouth of the Arelho River, 10 kilometres northwest of the Queen's broth town, home of the
respective concelho.
It was through Law No. 839 of July 5, 1919, that is, precisely 90 years ago, that the Foz do
Arelho was detached from the freguesia of the Serra do Bouro e erigida, in turn, the freguesia with
that one needs denomination.
Up to the séc. Nineteenth, the Foz of the Arelho was no more than a small, piscatorious hamlet, having since
then known remarkable prestige and development, as a resort of veraneio, for what
much benefited from the protection of SS. AA. RR., El-King D. Carlos and Queen D. nd Amélia.
Also Francisco Almeida Grandella, founder of the prestigious Armazwarehouses Grandella, contributed
for the cultural and educational development of the Foz of the Arelho, where he erected a magnificent palace,
(currently one of the most important hotel units of INATEL), in which it came, incidentally, the
passed away on September 20, 1934.

II-FRAMEWORK OF ECONOMIC ORDER
The Foz of the Arelho has, since there are wide decades, a strong cosmopolitan vocation, greatly enhanced
by the exceptional climatic and natural conditions that characterize the region, from among which
have excelled at their beautiful beach and the pond of Óbidos.
The population is predominantly dedicated to tourism, fishing, in particular of shellfish, and to the
agriculture.
Activities connected with tourism and recreation currently have a significant dimension in life and
economy of the Foz of the Arelho. With effect, in addition to the bathing tourism, the beaches to the north and south
of this area allow for the practice of the surf , the same succeeding with sport fishing.
In addition, the Óbidos lagoon itself is of great economic importance for the
local population, which in it carries out artisanal, eye-catching and bivalve catering activities
collection of limos to fertiliser the agricultural land.
For these reasons since time immemorial it is said that the pond gives bread and wine .
In this framework they assume particular severity the problems of assorting and pollution of the
Óbidos lagoon as well as at risk of disappearance of the beach of the Arelho Foz, the
Which, at the end of 2008, lost about 75% percent of its areal.
III-GEOGRAPHICAL AND DEMOGRAPHIC FRAMEWORK
The Foz of the Arelho is situated 10 kilometres from Queen's Caldas, located northwest of that
concelho.

The South, the Foz of the Arelho is limited by the hydrographic basin of the Óbidos Lagoon and by the freguesia of the
Nadadouro. To the East by the boundary between the freguesies of the Serra do Bouro and Nadadouro and the West by the
hydrographic basin of the Obidos Lagoon and the Atlantic Ocean.
The Óbidos Lagoon has an area of about 7 km2 and a perimeter greater than 20 km, constituting
an important laggard area and availing of a riquing ecosystem, characteristics that
it gives you singular attributes with regard to national natural heritage.
The Arelho Foz's freguesia has a total area of 9.125 Km2 where they reside approximately
2073 inhabitants.
During most of the Twentieth Century the Foz of the Arelho strongly suffered the impact of emigration,
mainly directed to the United States from America and Canada, very much though such migration
has decreased in the last barracks of that century and has even been compensated by the facility
of a significant number of Portuguese coming from the former Ultramar, essentially after the 25
of April.

The Foz do Arelho has numerous hospitality and tourism establishments, from among the
which stand out:
The Arelho's Inatel Foz Vacation Center;
The Camping Foz of the Arelho;
The Orbitur Campsite Park.
V-CONCLUSIONS

The establishment and extinction regime of local authorities and of designation and determination of the category
of the stands is set out in Law No. 11/82 of June 2, diploma in the meantime
object of several changes.
As evidenced supra , the past of the locality of the Foz of the Arelho is of importance not
despicable in the History of the district of Leiria, in particular in that of the West region.
The uniqueness of the natural features of the Foz of the Arelho, as well as those of the Óbidos Lagoa, and,
well thus, the relevance of the human activities that in them develop, and which were also
discussed in the own headquarters of the present statement of reasons, justify a special
weighting the pertinence of elevating that settlement to the village.
Thus, in the applicable constitutional and regimental terms and in harmony with the provisions of the Act
n ° 11/83 of June 2, specifically in its Articles 2, 3, 12 and 14, the Deputy
below signed presents the following draft law:

The settlement of the Foz do Arelho, in the Queen's Caldas concelho, is elevated to the category of village.
