DRAFT RESOLUTION No. 529/X Deepening of the activities of the Assembly of the Republic in the areas of science and technology by recognizing the strategic importance of the areas of science, technology and innovation in developing human, cultural, social and economic development of the country, these have earned the monitoring, alert and expert, of the Parliamentary Committee on education and Science.
Within these areas, the regimental exercise of its powers, the Assembly of the Republic, at the initiative of the President of the Parliamentary Commission for education and Science, added the organisation of discussion sessions, in conjunction with the live science Agency, branded as «science» Cafes.
In this parliamentary term, the Committee of education and Science also took the initiative to designate Members especially devoted to areas of science and space policy, which would submit final reports of monitoring in the home stretch of this 4th Legislative Session.
Evaluation by both reports resulted a clear relief to confirming and international dimension of the public policies pursued in these areas, particularly at European level, as well as the need for enhancement of parliamentary work and their links with the scientific community.
It is recognized that Parliament, in this era of modernity, is increasingly asked for sensitive and controversial public debate in the fields of environment, energy, medicine, pharmaceutical industry, digital networks, communications, among others.
Considering the special and decisive importance of many of these substances to the direction and future of the company, the Assembly of the Republic shall admit as imperious qualification of his intervention in the follow-up of agenda and evolution of all these realities.
A more qualified in the area of science will allow a clear strengthening of desirable immunity of decision-making to pressure groups and lobbies representing the different interests involved.
In this sense, the recommendations in the reports of science and space, approved by the Parliamentary Commission for education and Science, and in accordance with constitutional provisions and regulations applicable, the Assembly of the Republic resolves: 1. To constitute an institutional platform that promotes the meeting of politicians and scientists, in order to provide, in sufficient time and in such a way instrumental, qualified information current and usable on all the controversies and scientific implications that determine or are a result of public policies, anticipating or evaluating human impacts, social, economic and environmental policy decisions built in Parliament;
2. Pursue a feasibility study for the possible creation of a Parliamentary Office of science and technology;
3. Promote the necessary measures to enable the future membership of the Assembly of the Republic to the EPTA network (European Parliamentary Technology Assessment);
4. Promote the necessary measures to enable the future membership of the Assembly of the Republic to the Interparliamentary Space Conference.
