Deepening of the activities of the Assembly of the Republic
in the areas of Science and Technology
For recognizing the strategic importance of the areas of science, technology and
innovation in the human, cultural, social and economic development of the country, these have
deserved the monitoring, attentive and specialized, of the Parliamentary Committee on
Education and Science.
Within these areas, the regimental exercise of their competences
ordinary, the Assembly of the Republic, on the initiative of the President of the Commission
MP for Education and Science, he further added to the organization of sessions of
debate, in articulation with the Agency Science Viva, nicknamed " Cafés Science ".
In the present legislature, the Parliamentary Committee on Education and Science has taken
also the initiative to designate specially dedicated Deputies to the areas of Science
and of the Space Policies, which would come to present Finals Reports of
follow-up in the final recta of this 4 th Legislative Session.
Of the evaluation carried out by both the Reports resulted in a clear enaltection
of the relief and international dimension of public policies pursued in these areas,
mainly at the European level, as well as the need for valorisation of the work
parliamentarian and its articulation with the scientific community.
It is recognized that Parliament, in this era of modernity, is increasingly
interjected by sensitive and controversial public debates in the environment sectors,
energy, medicine, the pharmaceutical industry, digital networks, communications, among others.
Considering the special and decisive importance of many of these subjects for the
towards and future of society, the Assembly of the Republic must admit as imperious to
qualification of your intervention in the monitoring of the agenda and evolution of all
those realities.
A more qualified intervention by Parliament in the area of science will allow
an unequivocal reinforcement of the desirable immunity of the decision-making processes to the groups of
pressure and representative lobbies of the different interests in question.
In this sense, assuming the constant recommendations in the Reports of the
Science and Space, approved by the Parliamentary Committee on Education and Science, and
under the terms of the applicable constitutional and regimental provisions, the Assembly of
Republic resolves:
1. Constituting an institutional platform that promotes the meeting of the
politicians and scientists, in the sense of making available, in good time and of
instrumental form, qualified information, current and usable about
all the controversies and scientific implications that determine or that
are the consequence of public policies, anticipating or evaluating the
human, social, economic and environmental impacts of decisions
policies built in Parliament;
2. Proceed to a feasibility study for the eventual creation of a
Parliamentary Office of Science and Technology;
3. Promoting the representations that allow for the future accession of the Assembly
of the Republic to the EPTA network (European Technology
Assessment);
4. Promoting the representations that allow for the future accession of the Assembly
of the Republic to the Interparliamentary Conference of Space.
