ELEVATION TO THE VILLAGE CATEGORY OF THE VILLAGE OF THE

LADY OF THE POPUP

I-Introduction

Integrated in the Valley of the Sousa, the county of Lousada, considered

one of the youngest concelhos in the European Union, account for about

of 49 thousand inhabitants, distributed over 95 square kilometres,

with 25 freguesies.

In the latter part of the county, the freguesias of Torno are located and

Vilar of the Torno and Alentém that account for more than 3200 voters.

These freguesies find themselves strategically located in the face of

road network, where it is possible to access A4 (link to Porto / Vila Real)

and at A11 (link to Lousada / Porto or Lousada / Guimarães) with

ease. The freguesies arise close to the railway network

used daily by hundreds of people.

There are still public careers of collective transport that

ensure the connection between both, to the seat of the county and still to the

Port.

It is a continuous cluster that is asserted by the

preservation of their history, of their customs and legends having

present the new challenges of modernity.

II-Historical framework

 Freguesia of the Torno

Willing on the west slope of the Serra da Cumieira and stretching-

if up to the fertile margins of the Sousa, the freguesia of Torno, or

Appearing, as it is most comumly recognized, offers a

of the most beautiful and extensive views of the Valley of the Sousa.

Until the middle of the nineteenth century it belonged to the extinct concelho of

Unhão, having then been attached to the Lousada concelho. Already in

finals of the same century passed from the Archbishopric of Braga, to which

has belonged over the course of more than 600 years, to the Diocese of Porto.

The Torno matrix is a very caregiver building building

according to the best patterns of the architecture of its time, of

principles of Setecents. On its facade, the occulus and a cross of the

In a prominent cabal of the settlement is the chapel of N. S. da

devotion to N. S. Aparecida that still today translates annually

in one of the most authentic and competed romices of the North. The cult

the N. S. Aparecida originates from the miraculous emergence of the duma

image of Our Lady in a lapse under the chapel of N. S. da

Conceit.

The sanctuary is not only a major devotional centre of great importance,

how it also constitutes as a true cultural polo and

heritage, in addition to being the miradouro, par excellence, of the

fecund and bulky Sousa Valley. The temple is the center of the big

nineteenth century, brings thousands of people to this land.

and 1927, held the post of Speaker of the House, Gaspar António

Pereira Guimarães, coming from the House of Rio.

Abílio Magalhães was another of the most influential personalities in the

Pending, equally, from the Serra da Cumieira to the

production of wine.

The land was during several centuries divided between two concelhos

extinct: a part of Unhão the other of Santa Cruz de Riba

Tâmega. The freguesia of Alentém was extinguished in 1834 being

incorporated in the de Vilar de Torno.

The Church of St. Mamede of Alentém has lost the status of matrix

since the parish was incorporated in the de Vilar do Torno. This is about

of a simple construction of eighteenth-century endings, suffering

some improvements already in the course of the nineteenth century.

The Church Matrix is a mixed of ancient and modern architecture:

The visconde (and later conde) of Alentém, in addition to having

assumed the post of Speaker of the House for five times to the

long of the second half of the nineteenth century, had a seat in the House

of the Deputies in four legislative sessions, being equally

Coming from the House of Vilar, Colonel Julius Augusto de Castro

Álvaro Pacheco Teixeira Rebelo de Carvalho, from the House of

III-Collective, cultural and associations

There are numerous public and private collective equipment to

provision of the population.

So, in the area of health, the population has at its disposal a

high number of equipment as a Pharmacy, to be operated

since 1888, a Dental Clinic and still a Medical Clinic and

Nursing, in addition to private consultans of doctors of

family.

In what concerne cultural equipment, there is to highlight the

own facilities of some collectivities that are asserted in the

freguesias for the number of activities that carry out and still

by the accession of the population. Thus, it is necessary to highlight the Group

Folkloric of the Cultural and Recreational Association of the Lady

Appearing, with own headquarters for essays serving as yet

room of spectacles.

There are still other collectivities with annual activity plan

and with own spaces such as the Sport Association and

Recreational of S. Mamede, Columbophila Lady Society

Appearing and Development Association " Despertar Vilar do

Around and Alentém ".

In the sporting area it is signed a relevant set of

collectives that play a pivotal role in the fomenting of the

local associativism. Thus, the Aparecida Football Club, founded in

1931, emerges with highlight, where to highlight the participation of the various

teams, from infants to seniors, at local championships,

regional and even national. It should still be mentioned the Group

Sporting de Vilar do Torno and Alentém, the Cycling Association

of the Valley of the Sousa, the Sports Group of the Xisto, The Group

Sport of the Poldras and still the Vale Cycling Association

from the Sousa and still the Columbophila Lady Aparecida Society.

The seat of the Torno and Vilar Freguesia Juntas of the Torno were

built in the last decade and primed for the quality of their

spaces. Thus, they both dispose of a mini-auditorium, with

capacity for 100 people sitting, who are often

used for the realization of the show, in particular sessions

of theatre and music. At the headquarters of the Torno Freguesia Junta

works an Internet Space, inaugurated in 2007, which

makes available 14 access posts, at the disposal of the entire population

free of charge and free. At the headquarters of the Vilar Freguesia Junta of the

Around and Alentém works a space dedicated to ATL (Atelier de

Leisure Time) intended for the newest and still a UNIVA

(Integration Unit in Active Life).

practice of sports activities.

The existing school offer in the freguesias contemplates still a

private institution, designated from "Externato Lady do Carmo"

who lects from the preschool until the 3 th cycle. The quality of this

institution was recently recognized with the assignment of a

ibero-American award of educational excellence.

Disseminated by the freguesias, it is possible to find with relative

ease, due to the excellent connecting road network, a set

extended and diversified of commercial establishments, with

bakeries, restaurants, insurance agencies, grocery stores, talhos,

supermarkets houses of household appliances, drugstores, pumps of

gasoline, among many others.

The industry also notes significant presence with special

incidence in the textiles and footwear sector.

In what concerne to the hotel, there is in the two freguesias an offer

of accommodation that oscills between housing tourist homes, with

10 bedrooms, and a residential with three stars, with 120 bedrooms.

In this scope there is still a high number of restaurants and

recommended cellars that, for their quality and service, integrate

a tour package protagonised by the House of Lousada,

titled "Rotas Gourmet".

IV-Appreciation of the legal criteria and conclusions

Initially regulated by the provisions of Law No. 11/82, 2 of

June, the regime for the creation of freguestics and designation and

determination of the category of the stands is today deeply

changed.

If it is certain that the freguess-raising regime is

regulated by Law No. 8/93 of March 5, with the wording

conferred by the Law No. 51-A/93 of July 9, remain in the

normative of 1982 the requirements for the assignment and the

determination of the category of the stands.

From the above, it is easily ascertained that the settlement of the

Madam Aparecida brings together all the requirements contained in Article 12.

of Law No. 11/82 of June 2.

Terms in which it is concluded:

The village of Lady Aparecida brings together all the requirements

legally required for it to be raised to the category of Vila.

Thus, the Deputies of the Parliamentary Group of the Party

Socialist, undersigned, present, under the provisions of the

article 2 of Law No 11/82 of June 2 and of the provisions

applicable constitutional and regimental, the following draft law:

The hamlet of the Lady Aparecida, in the county of Lousada,

is high the category of Vila.
