Elevation of the Villa de Valença the city

Exhibition of reasons

1-Historical facts

The Village of Valença, received foral from D. Sancho I, being at the time, designated by

Contrasts. It changed to its present name in 1262.

Its origins are very remote, already in the time of the Romans existed two Roman pathways,

served by two bridges in S. Pedro da Torre and another two in the Urgeira.

The Middle Ages was instrumental in Valencia. The pilgrimages to Santiago de Compostela,

coming from Ponte de Lima, Barcelos, Braga or Porto had by way of crossing point

compulsory the Cais de Valença. Queen Saint Elizabeth herself transposed the river at this point, in

1325.

But the great importance and historical relevance of Valença is of military order. Baluarte

defensive, bastion of our nationality, countless times harassed by the Spanish neighbor, the

square-strong valencian played a decisive role, over the centuries, in the defence of the

territorial integrity.

Currently, Valença plays an important commercial and touristic role.

2. Localization

The present village of Valença, is the seat of the Concelho de Valença, situating itself in the district of

Viana do Castelo, in the North region of the country bordering Spain.

This concelho borders the Montion Concelho to Este, with the one of Coura's Walls to

South and with that of Vila Nova de Cerveira to the West, being that these three Concelhos do all

part of the Valley of the Minho.

The North, the Minho River separates Valence from the Spanish lands of neighbouring Galicia.

Its approximate area is 117 Km2 and is composed of 16 freguesias.

3. Population

The population of Valencia, recorded in recent years, seconds the data of the I.N.E.-

National Statistical Institute, a growth, bucking the trend of decrease in the

region.

The latest data from I.N.E. indicates that Valença, has an estimated resident population, in

2007, out of 14,314 inhabitants, 256 more inhabitants than in 2001.

4. Electors

The freguesia of Valença was registered on December 31, 2008, 3,172 voters.

5. Heritage

Valence is a Fort Square considered to be one of the main fortifications

military of Europe, stretching over with about 5 km of amuralated perimeter,

sobrans to the Minho River.

The Square-fort is a work of Gothic and Baroque military architecture whose first walls were

built in the thirteenth century and which currently has a shaken system, type Vauban,

edited in the XVII and XVIII centuries.

In The Strong Square of Valencia highlight the following monuments:

Church of Saint Mary of the Angels-Romanesque temple, from the séc. XIII, with longitudinal plant.

Church of the Colegiada of Santo Estevão-from the séc. XIII, Romanesque temple, with reconstruction

neoclassica and which was seat of the ancient Colegiada of Valença and Biswas of Ceuta. In the countryside

stands out for the Gothic-mudedic episcopal chair of the séc. XV.

Military Chapel of the Good Jesus-from the séc. XVII, of Baroque and neoclassical architecture.

Chapel of the Lord of the Meeting-of the séc. XVIII, of Baroque architecture, evidences in the

Procession the Passos, with the Sermon celebrations of the Encouno.

Chapel of the Mercy-of the séc. XVI, of Baroque and neoclassical architecture. In the interior, the

sculpture of the "Lord Morto", in card, of the authorship of the Master Teixeira Lopes.

Butcher's Paiol-from the séc. XVIII, military warehouse, rectangular involved by high wall with

portal between pilastra.

Paiol of Mars-from the séc. XVIII, military warehouse of 2 rectangular rooms.

Curtains of S. Francisco-Arms Room of the Fortaleza, the spring, next to the Baluarts of S.

Francisco and the Faro.

Palace of the Military Governor-albergou, too, the Royal Aula of Artillery of Valence.

Ancient Domus Municipalis-of the séc. XIV, they highlight the vaults, in donkey brick, and their

arcades.

Doors of the Coroada-from the séc. XVII, mandated building by King D. Pedro II, are the main

entry into the fortification.

Source of the Villa-from the séc. XV is a Roqueira source.

Statue of S. Teotonium-in the Coroada, in front of the Military Chapel of the Good Jesus, honors the

first natural Portuguese saint of Valencia

The secular metallic bridge, Eiffel model, jewel of European industrial archaeology.

6-Collective Equipment

The Village de Valença has, at its urban core, a Health Centre with internment and

SAP, medical clinics and pharmacies.

The Village of Valence, provides for the protection, relief and safety of a Fire Department

Volunteers duly trained and equipped, in the framework of the National Authority of

Civil Protection and a Posture of the Republican National Guard that the seat of the detachment.

The Village de Valença, at the level of social support, has:

-Holy House of the Mercy of Valence

-Social Welfare Centres with the valences of home, day centre and home support.

-Creches, kindergarten and Ateliê de leisure-Free times.

Currently the Villa de Valença has several Cultural and Recreational Associations that much

contribute to the cultural development of the Villa.

There are in the village a set of infrastructures of the Associations and of the municipality, with

quality and appreciable quantity, which respond to the needs of the various activities

as they are football fields, gimnosport pavilion, swimming pool.

The Village of Valence, also has a station of Trains, of a post office,

banks, from a border post, from the Office of Technical Support to the authorities, from a pole of the

EUROS.

The Village of Valencia has its urban core, of Basic Schools, of an EB 2.3 School and

of a Secondary.

In addition to various catering units, pastries, bars, cafés, Hotels and residential.

The Village has urban regular transport.

The Village de Valença, has an extended set of parks, gardens and green areas and

leisure.

7-Conclusion

By the previously exposed it gets pretty patent that the Village of Valence brings together not only all the

legally required conditions for uplifting the city to come to fruition, but also

many other factors that enable the elevation to the city of the village of Valencia headquarters of the

concelain de Valença in the Viana district of the Castle.

In the face of the exposed, the signatory Deputies understand that they are meeting the

requirements set out in Article 13, combined with the provisions of Article 14 of Law No 11/82,

of June 2, so that the village of Valença is elevates to the category of city. In these terms,

considering that the village of Valença fulfils the stipulated, the undersigned Deputies of the

Parliamentary group of the CDS-PP present, under the constitutional provisions and

applicable regimental, the following draft law:

Single article

The Village of Valença, of the Valencia Concelho, is elevates to the category of Town.
