ELEVATION OF THE VILLAGE OF S. PEDRO FROM THE SOUTH TO THE CATEGORY OF CITY

EXHIBITION OF REASONS

1. GEOGRAPHICAL LOCATION

S. Pedro do Sul is a village in the Centre Region of the country, in the Viseu District.

Its corographic situation is referenced by António Carvalho da Costa who says it

" situated in hum delightful valle, whose diapers regaõ the dous rivers Vouga, & South;

aquelle is born next to N. Lady da Lapa, and this one in the South Villa, donde takes the name, &

both if ajuntan in the dita villa, & se vadeion with two large stone bridges that

ordered to make Infante D. Luis, who foy lord of this Concelho, which today he of the

crown "- in Corography Portvgveza , Lisbon, 1708 .

It is seat of a municipality with 348.68 km² of area, subdivided into 19 freguesias

(Baions, Bordonhos, Candal, Carvalhais, Covas of Rio, Figueiredo de Alva,

Manhouce, Pindelo dos Milagres, Pinho, Santa Cruz da Trapa, Saint Kitts of

Lafões, Are Félix, Saint Martin of the Moitas, St. Peter of the South, Serrazes, South,

Valadares, Várzea and the Larger Village). Its population exceeds, on the current issue, the 19 thousand

inhabitants whose most important nuclei are the freguesias of S. Peter and of Várzea.

The county, integrated in the mountainous landscape of the saws of S. Macarium, from

Manhouce and the Arada, is part of the Da-Lafões sub-region confronting the northeast

with the municipality of Castro Daire, the sueste with Viseu, to the south with Vouzela, to the south and

west with Oliveira de Frades, to the west with Vale of Cambra and to the northwest with Arouca.

Its proximity to the A24-A25 axis is made through EN 16, constituting the

EN227 and EN228 as fundamental viary trajectories for their territorial cohesion.

2. HISTORICAL NOTE

1. The origin in the concelho of S. Pedro do Sul lies in the ancestral records of the

former concelain of "Lafoens" which dislike "Tres legoas from Vizeu to Northwest" and " that

it sent to pofly by the annos of 1040 Alafoens Mouro, de qugot took name, as it says

Fr. Bernardo de Brito liv. 7. Cap. 28. of the Lusitan Monarchy. It gave him foral El Rey D.

Diniz: has two villas, which sawant the head of this Concelho, namely, that of Saõ Pedro do

However, they are testimonials from earlier antiquity the anthroponymic toponyms of

germanic origin of some of its freguesias that certainly refer to

4. The toponym S. Pedro do Sul is linked to a popular legend, according to which a

image of S. Peter, coming from a chapel situated in place of South, would have desisted the

by the exploration of the tin and the volframio, whose mines are still today

At present, an important strand of the economy is forest exploitation and

production and processing of poultry products as well as pastorics and the creation of

cattle. In agriculture it is worthy of note the cultivation of the vine: differentiated from practice

winemaking of the demarcated regions that stay adjacent to it (Douro and Dão), is

designated by "hanged vine" and gives rise to a kind of green wine,

commonly called "green wine from S. Pedro do Sul".

2. The Terms of S. Pedro do Sul have, over time, played a role of the

greater relevance to the development and tourism growth of the county. Situated

in the freguesia of the Várzea, recount to the Roman times, then assigned by Balneum .

Swimming pool of D. Afonso Henriques (MN National Monument-28536, DG 66, of 03/22/1938)-

epicentre of the present Terms of S. Pedro do Sul, whose springs of water are situated

on the left bank of the river Vouga. It is one of the thermost complexes of Roman origin

better conserved from existing ones in the current national territory. The investigations

nineteenth century hosting, for several times, in this solar. The baroque architecture of the

Palace witnesses, precisely, the time when it was built, denoting a

eighteenth century. On the main façade, with balcony windows, remailed by fronds of

Convent of St. Joseph (IIP Real Estate of Public Interest-32973, DG 175, of 08/18/1943)-No

former convent of St. Joseph are currently found the Paths of the Councelho of

Saint Peter of the South, who to here moved here in 1842, following the Decree of

Extinction of the Religious Orders, which put an end to the short conventual life of this building. The

church stands out by the staircase that precedes it, bordered by balustrade in the zone

from the low. this composition recalls the frontery of another Franciscan convent,

situated in the city of Viseu-the convent of San Francisco of the Monte. Both denotam

the influence of the baroque architecture, of Franciscan cariz. In the countryside, the salient

Lacerda, the Palacete of the Counts of the Lapa, the Palmet of Palme-Moniz, the Balneary

Queen D. Amélia and INATEL's Center of Fteries, and still several chapels: Capela de S.

Martinho, Chapel of St. António and the Chapel of S. Sebastião.

Convent of Saint Kitts of Lafões -The conventual foundation has aroused many

doubts and interpretations, but, today, and in the light of documentation, it seems relatively

consensus to consider D. João Peculiar, Bishop of Porto, as founder of this

convent that, from the beginning, embraced the rule of St. Augustine and later that of St.

Bento. Finally, the accession to Cister was last changed to the rule to be observed in the convent,

which occurred on a date close to the year 1161.

During the medieval period, Saint Kitts of Lafões was a very rich institution,

with considerable income. However, and the similarity of good part of the monasteries

cistercians, arrived in the sixteenth century in a state of considerable ruin, due to the

dependencies, organized around the cloister, of two floors, formed by five

4. CULTURAL ACTIVITY

1. Saint Peter of the South has a cultural life that is guaranteed by the many associations

of recreational character that fuels traditions and boosts leisure in a way

formative: Tocata-Grupo de Cordas of St. Peter of the South, the Cultural Association of

Drizes, the Folkloric Ranch the Lavrirs of Negrelos, Cultural Association and

Recreational of Negrelos, the Group of Bombs and Tarolas de Negrelos, the Association

United from the Station, the Cultural and Recreational Association of Arcozelo, the Club of Saint

Pedro do Sul, the Cénico -Popular Theatre Group, the Philharmonic Musical Society

Harmony of S. Peter of the South, the Desert Union Sampedrense, the Sports Club

of Drizes, the Club of Hunting and Fisheries of Lafões the Association of Physical Education and

Sport of Saint Peter of the South, the Demola, the Academic Footlafões Association, the

Cultural and Recreational Association Social of the Bridge Neighborhood and the Association of

Social solidarity of Lafões. Of all these associations and groups stands out the

Manhouce's group of Cantars by the national expression it has achieved while

ambassador of the folklore of the region of Lafões, as well as the Alafum group.

2. There are in the concelho of S. Pedro do Sul various parties and novices that depict

customs and devotions that today constitute themselves as hallmarks of a popular culture of

particular characteristics. It is the case of the romaria to S. Macarius, the party in honour of

Our Lady of the Livament, the party in honour of Our Lady of the Nazareth, the party

of Our Lady of Health, the Feast of Santa Luzia, the feast of the Lady of the Guide, the

Without wanting to create contrast, in August, the Carvalhais freguesia receives the Festival

of the Andances that brings to the concelho of S. Pedro do Sul thousands of outsiders who there

3. S. Pedro do Sul counts as one of his children dilect the poet António Corrêa de

In the area of the Sport: municipal swimming pools; playing fields; polidsports pavilions

and gimnosports; a Municipal Desportive Centre.

In the area of Public Administration Services: Finance and Treasury Breakdown

of the Public Farm; Judicial Court. Conservatory of the Civil Register, Commercial and

Predial;

Others: Postal Distribution Center; Postal Station, telegraphs and telephones,

Notarial Carthorium, Employment Centre and various banking entities.

2. Large activity in thermal tourism has developed in the county a strong sector

hotelier that relies on several units: one with four stars and another with three,

several with two; various pensions and residential, rural tourism units and

housing, in a total of about two thousand beds. Support this hotelous offer

other establishments connected to the sector: cafés, bars, pastries and

establishments of fun.

7-Conclusion

By the previously exposed it becomes quite patent that the Villa of S. Pedro do Sul gathers

all the legally required conditions for it to be assigned the category of

city.

In the face of the exposed, the signatory Deputies understand that they are meeting

the requirements set out in Article 13, combined with the provisions of Article 14 of the Law

n. 11/82 of June 2, for the village of Saint Peter of the South to be raised to the category of

city.

In these terms, considering that the village of S. Pedro do Sul fulfils the stipulated, the

Undersigned deputies of the Parliamentary Group of the Socialist Party present,

under the applicable constitutional and regimental provisions, the following project

of law:
