Justification note
I-Brief Characterization
Multi-Secular Historical Record
The village of Samora Correia, founded on a date close to the beginning of the nationality, was the seat of
concelho since the fourteenth century and has seen confirmed the category of Vila, by foral granted by D.
Manuel I, on April 13, 1510.
In 1836, the administrative and territorial reform of Passos Manuel, reordered the country and the example
of what happened to many others, extinguished the concelain of Samora Correia.
Since that date, the village of Samora Correia has become the seat of the largest freesthesia of the county of
Benavent. It has an area of 322.4 km2 and a population that was rising, by 2001, to 12826
inhabitants, representing 55% of the population of the Concelho.
Current reality
The surface of the freguesia is from 322.40 km to 2., while the rest of the territory of the county of
Benavente (the freguesies of Benavente, Barrosa and Saint Stephen) has little more than half,
that is, 198.91 km to 2.
The depauperation of the freguesia of Samora Correia, either by the isolation of the village, or by the
extinction of the county, which caused the stagnation and the consequent progressive definetyness,
were broken by the construction of the Marshal Carmona Bridge in the Tejo in Vila Franca de Xira and
from the roads to Pegões and Alcochete, making the Port Alto a crossing, meeting point
and passing from the Algarve, Alentejo and Beiras to Lisbon, approaching the right margin of the
river and facilitating the sources of progress. Such allowed a gigantic leap in evolution
demographic and industrial, in addition to rural.

There have been numerous industrial companies, in addition to the Field of Tiro (unduly called)
of Alcochete and of the War Material Depot, transferred from Beirolas.
The village and its surroundings are being a housing escape valve for the Greater Lisbon,
specifically during the weekends, with the own characteristics of the phenomenon of
second housing.
The development of Samora Correia's freguesia can be understood by the rise of the good-

construction of E. N. 10 that establishes the link between the North and the South of the country and Spain and the
improvement of E. N. 118 that links the Setúbal Peninsula to the centre of the country, conferred on Samora
It ran a centrality that constituted itself in the main driving factor of the changes
verified in recent decades.
More recently the construction of the Vasco da Gama bridge, with the southern end, close to the
boundary of the freguesia; the construction of the A13 connecting Santarém to A2 and A10 connecting A9 and A1
to A13-road infrastructure passing in the interior of the freguesia-accentuated the
centrality acquired in the second half of the last century.
This privileged location of Samora Correia associated with the development of transport
road, to the flat characteristics of soils, to the increase in the price of construction in the Great
Lisbon and the local capacity to build and improve basic infrastructures have conferred a
high attractiveness.

This contributed decisively to the development of the freguesia in the plan of the construction,
of economic activities, industry and storage, trade and services and,
Consequently, for a marked population growth.
This growth will tend to increment, with the recent government decision, to the
construction of the new international airport of Lisbon, the location of which will create synergies that
logically will influence the evolution and development of Samora Correia's freguesia.
Location
The village of Samora Correia, is situated 35km from Lisbon, 10km from Vila Franca de Xira and the
freguesia confronts the nascent with the nuns of St. Stephen (Benavente's county) and
Canha (concelain of the Montijo), the North with the Benavente's freguesia, the Poente with the county
from Vila Franca de Xira and Rio Tejo and the South with the Councelhos of Alcochete, and Freguesia of the
Pocewill (Palmela's concelain).
Population
The population of the Freguesia of Samora Correia has grown steeply since 1960. The
an average annual pace of 3.64%, passed from 3703 inhabitants, in 1960, to 12826, in 2001.
It is estimated that it is currently more than 15,800 inhabitants.
It is a freguesia with a high percentage of young people, in which 23.5% of the
population is less than 20 years old.
It is estimated that the village of Samora Correia will have, today, more than 12,000 inhabitants, in agglomerate
continuous population, being the Villa of greater population growth of the District of
Santarém., and in continuous growth, by the explosive outbreak of civil construction.

Voters
Samora Correia's freguesia had, on December 13, 2007, 11,102 voters, with a
average growth, since 1978, from 5.3% per year.
The village of Samora Correia had, on the same date, in continuous population agglomerate, 8,194
voters.
Economic Development
The working population has, on the one hand, evolved qualitatively with the transfer of the hand-de-
work of the primary sector, which has less and less weight and which is an indicator of the
growing importance of the remaining sectors and, on the other, also found in number
significant, the fixation of new families with predominance for specialized technicians,
both situations reflecting the growing development of the Samora Correia freguesia.
The predominance of the primary sector in the product of Samora Correia's freguesia continues to be
significant, both at the level of the diversity of crops, distributed by seer, regadio,
pastorician and greenhouse, whether in cultivation area-about 31,000 ha, in a range of small,
medium and large holdings, here with special relevance to the Company of the Lezyrians,
SA., whose registered office is domiciled in this freguesia.
Of highlighting, still, the importance of the forest area, composed of an area of mounted, pinhal and
eucalyptal, as well as animal production (livestock farming), with significant contribution to the
Agricultural product, without forgetting, yet, that many of the largest and most prestigious gantries
of creation of lide toyors meet in the freguesia of Samora Correia, as well as the
respective national association of creators.
The main prevalent industries in the Samora Correia freguesia, involve a mixed of
growth industries (technological and chemical), of stabilization (metallomechanics) and
decline (timber industry), being installed more than 140 small, medium and large
industrial companies.

Industrial production has been increasing significantly due to the deployment of new
industries in the region, allowing to face the development of the freguesia with a certain
optimism in the near future. The trade and services sector also presents a
rather significant increment due to the development of the freguesia and the attrition pole
that this represents.
In the tourist sector the conditions are created for the tourist development,
notably, rural tourism in the freguesia of Samora Correia takes on growing importance in the
its economy, given there are infrastructure such as the Silver Brain Equestrian Centre,
various tourist and associative tourist reserves, as well as the Natural Reserve Zone of the
Tacho estuary, complemented with the animation provided by annual events such as
carnival, festival of gastronomy and religious festivities, factors of attracting many
thousands of visitors throughout the year, allied with a historical-cultural heritage of relative
wealth that matters to preserve.
Energy production is practically non-existent due to the lack of natural conditions for the
respective harness, given that Samora Correia's freguesia is a flatland area. In the
however, some industries are making the use of some of their sources of
energy, making it start to exist some energy production for own consumption.
The intensification of urban development (more and more housing fires) and the
industrial development (a greater number of industrials) led to the implementation of new
energy transformation posts, reflected in the increase in their consumption.
Samora Correia has today more than 150 small, medium and large industrial units. The pair of the
industrial growth, it is also found to be the growth of trade, restoration and
services with more than 800 units. In support of intense economic activity, Samora Correia
it has, at the headquarters of the freguesia, eight bank branches.
The natural conditions of the flat soils, the strategic position in relation to the set of
existing acessibilities, the representations for the installation of new public services
administrative, the construction of the future international airport of Lisbon, in the so-called
Field of Tiro de Alcochete, which is situated, almost in full, in the freguesia of Samora Correia,
are conditions that, allow to predict, that Samora Correia will reinforce core growth
population, economic, social and cultural that will have relevance in regional development.

Collective Equipment
Public, Private and Pharmacy Health Unit
The village of Samora Correia has, in its urban core, a public Health Unit that
serves 11,139 users, has 6 family doctors and 7 nurses. There are still, more 1,657
users who are not served by this health unit because of a lack of family physician.
It also has two laboratory of analyses, two physiotherapy clinics, five clinics
doctors with various specialties, five dental offices and two pharmacies.
Protection, Relief and Safety Units
The village of Samora Correia, provides for protection, relief and security of a Body of
Volunteer Firefighters with 95 volunteers, 22 of whom, simultaneously, professionals,
properly trained and equipped, in the framework of the National Civil Protection Authority.
In the area of Security, there is a modern waterfront that hoses the Guard's Posture
Republican National with a predicted staffing frame of 40 military personnel, though,
presently, it only has 22 military personnel.
Social equipment
The village of Samora Correia, at the level of social support, provides, of the Centre for Social Welfare Padre
Tobias, with the status of IPSS, has the valences of home, centre of day and home support with
60 seniors each and a daycare with the daycare valences with 92 children and kindergarten
with 125 children. It also has four Ateliers of Free Times, one of which,
also, with the status of IPSS.
School Equipment
The village of Samora Correia, provides, at its urban core, of the EB 2.3 School, Professor John
Fernandes Pratas with 28 classes and 675 students, the EB School 1, from the Source of the Shields with 10
classes and 226 students, the EB 1 School, from the Acacias with 16 classes and 356 students, the Garden of
Childhood, Professor António José Ganhão with 6 classes and 150 students and the Children's Garden of the
Lezria with two classes and 50 students.

The secondary school was established in the academic year 1999/2000, works at EB 2.3 Professor João
Fernandes Pratas. The village also has official education up to 12º year.
Museum, Museological Core and Library
The village of Samora Correia, has the Museum of the Philharmonic Society Union Samorense and the
Museological Core Justino João where you find your estate. It still has the Palace of the
Infantry where is installed the municipal library Odete and Carlos Gaspar, ludoteca, space
public of the Internet, core Professor João Fernandes Pratas, auditorium and two galleries of
exhibitions.
Associations and Cultural, Recreational and Desert Spaces
The cultural, recreational and sporting development in the village of Samora Correia, rests, on
large part, in the seventeen Associations that there are there, supported by Local Authorities, being
its activity directed at its associates and the general population. Their activity
everyday is of relevant importance, in the formation of the population, in the fields of art, of the
culture, recreation, sport, relief and social action.
For this purpose, there are in the freguesia a set of infrastructures of the Associations and of the
Authorities, with appreciable quality and quantity, that respond to the needs of the diverse
activities and of which they excelled, among others, public spaces such as, the Cultural Centre
with cinema, theatre and exhibition gallery, the municipal swimming pool covered and heated, the two
gimnosport pavilions, the two tennis courts, the three relent fields, the four
sports polyvalent, the seven children's playgrounds and the various cultural and recreational spaces
of the Associations.
Facilities of Hotelaria
In addition to the diverse catering units, pastries, bars, cafes and breweries, the village of
Samora Correia, provides, on the periphery of the urban core, of the S. Lourenço Residential Homes with 48
rooms, Amalui with 18 bedrooms and Paris with 7 bedrooms. It is approved and planned to build the
Hotel Belo Almansôr with 44 bedrooms.

Public, Urban and Suburban Transport
The village of Samora Correia, is served by the company "Ribatejana" for transport of passengers,
with regular urban and suburban transport and by the companies TeleTaxis with four
viactus, Radio-Taxis with two vibrations and Comlevel-Personalized Transport, with five
viactus.
Parks and Public Gardens
The village of Samora Correia, has an extended set of parks, gardens and green areas
public, among which, the Rui Luís Gomes Park, the Ribeirinho Park of the Almansôr, the Park
of the Neighborhood of the Esteveira, the Park and Green Zones of the Neighborhood Our Lady de Oliveira, the Park
of the Urbanization of Lezria, the Park of the Urbanization of the Pillars ' Arneiro, the Garden of Praceta
Carlos Gaspar, the Garden of Alameda Almeida Garrett and the Garden of the Largo João Fernandes
Pratas.
Cultural heritage
Samora Correia, has as a heritage of cultural interest some constructions of the century
XVIII, of which stand out the Palace of the Infantee, with the classified facade of interest
concelhio, the Church of Our Lady of the Oliveira, immovable classified of public interest and the
building of the former City Hall, where is today installed the Museum of the Society
Philharmonic Union Samorese and the Museological Nucleus Justino John, enveloped by the Square of the
Republic and which constitute the most valuable architectural ensemble framing the Zone
Noble of Samora Correia.
Further highlight the Church of the Mercy of the XVI century, the Source of the Shield of the Century
XVIII and the Source of the Concelho that dates from the beginning of the founding of the Village of Samora Correia.
Broadcaster and Portal "Samora On-line"
The village of Samora Correia has a Radio station, of regional expression that issues,
permanently, to the Greater Lisbon, Ribatejo and West, on the frequency of 9th FM, under the
designation of Iris FM.
It further provides, from the Portal "Samora Online" that contributes to spreading the information, concerning
Samora Correia, for all the world on www.samoraonline.com.

III-Conclusion
The elevation the town of the village of Samora Correia, in the freguesia of Samora Correia, in the concelho of
Benavente and district of Santarém, rests on reasons of historical, geographical order,
demographic, economic, social and cultural but, also, by the fact of their political viability-
administrative and its administrative and financial repercussions do not collide with
general or local order interests.
In the face of the exposed, the signatory Deputies understand that they are meeting the
requirements set out in Article 13, combined with the provisions of Article 14 of Law No 11/82, of
June 2, so that the village of Samora Correia is eleved to the category of city. In these terms,
considering that the village of Samora Correia complies with the stipulated, the undersigned Deputies
of the Parliamentary Group of the PSD present, under the constitutional provisions and
applicable regimental, the following draft law:
Single article
The village of Samora Correia, the seat of freguesia of the same name, in the Benavente's county,
district of Santarém, is elevated to the category of city.
