Promotion of Energy Efficiency and Bioclimatic Architecture in the
buildings
The buildings represent in Portugal about 30% of energy consumes and 60%
of the electric consumes, the real estate sector being the second largest issuer of CO2
in the Country.
The multiple and effective technical and technological solutions are already available today in the
market for a growing use of renewable natural resources for purposes
energy, associated with the recent passage of the legislation on the micro-generation, come,
as a whole, to propitiate the scope of significant reductions in consumes
energy in our buildings.
If the one we add the expressive technical and technological advancements already nowadays
noteworthy within the framework of the bioclimatic architecture-which, from the design and the
design of buildings and construction works come to allow, above all, the application
both from Cooling Strategies, with the aim of protecting and dissipating heat in the
Summer, as of Heating Strategies, which aim to maximize the caption of the
solar radiation and store that energy in the building over the winter-we will have,
then, which are created the indispensable conditions for a significant
reduction of energy consumables from our buildings.
The bioclimatic architecture intervenes and interacts, primarily, with the issues of
lighting and natural ventilation.

Our Country has, for more, natural conditions, geographical and climatic conditions, almost
unique to a very significant harnessing of the Efficiency potential
Energy by the ensemble of the national edified. For example, Portugal receives, in
average, annually, more than 2,500 hours of solar exposure and it is calculated that, even in
inverse days, the temperature in the photovoltaic panels can reach the 60 to 0 C.

the heat on the exterior of the building's facade and later returning to the atmosphere.

It is thought, therefore, that it becomes absolutely indispensable to create the conditions, in the
our Country, for the implementation of the Bioclimatic Architecture, with a view to obtaining the
maximum Energy Efficiency in buildings.
In addition to the more, this will be the only path that will be able to lead us, in a way
sustainable, to an expressive reduction of our energy bill, with the correlative
mitigation of environmental externalities, such as the contribution to the reduction of the
emissions from Gases with Effect of Stuff.
It is understood that these goals can only be achieved and perpetuated in a way
sustainable if they are inserted into the curricula , specifically, of the architects,
projectists, designers and all technical actors from design to
to the final operation of the buildings, as well as if a serious one is registered
commitment, in that sense, on the part of the professional orders covered.

In these terms,
The Assembly of the Republic recommends to the Government the following:
a) Que diligene, with respect for university autonomy, in the sense
of inclusion in the curricula officers from the Teaching of techniques, technologies and
best practices available for achieving maximum Efficiency
Energy in the buildings, including the subjects relating to
Bioclimatic Architecture;
b) Who intercede together with the Order of Engineers and the Order of the
Architects in the sense of raising these entities an involvement
direct and committed to the promotion of the objectives referred to in the
previous.
