Considering the Charter of the United Nations, signed in S. Francisco, on June 26, 1945;
Having present the North Atlantic Treaty, signed in Washington, on April 4,
1949;
Recalling the Convention between the States Party to the North Atlantic Treaty on the
status of its forces, signed in London, June 19, 1951;
Recalling the Final Act of the Conference on Security and Co-operation in Europe,
signed in Helsinki, August 1, 1975;
Having present the Agreement between the Member States of the European Union concerning the
status of military and civilian personnel deployed in the Institutions of the European Union, of the
two-generals and the forces that may be made available to the European Union in the
scope of the preparation and implementation of the operations referred to in Article 17.o (2) of the
Treaty of the European Union, including exercises, as well as military and civil personnel of the
Member States of the European Union seconded to perform duties in this context,
signed in Brussels, November 17, 2003;
Considering the Treaty between the Kingdom of Spain, the French Republic, the Republic
Italian, the Kingdom of the Netherlands and the Portuguese Republic aiming at the creation of the Force of
Gendarmerie European (EUROGENDFOR), signed in Velsen, the Netherlands, on the day 18 of
October 2007;
Recognizing the contribution of this Force to the development of the European identity of
security and defence and for the strengthening of the European Security and Defence Policy.

Thus:
Under the terms of the paragraph d) of Article 197 of the Constitution, the Government presents to the Assembly
of the Republic the following proposal for a Resolution:
Approving the Treaty between the Kingdom of Spain, the French Republic, the Italian Republic, the
Kingdom of the Netherlands and the Portuguese Republic aiming at the creation of the Force of
Gendarmerie European (EUROGENDFOR), signed in Velsen, the Netherlands, at 18 of
October 2007, the text of which, in its authenticated versions in Portuguese language,
Spanish, French, Italian, Dutch and English, it publishes in annex.
