Decree-Law No. 20/2008 of January 31, which " Simplifies the regime of the registration of

vehicles and proceeds to the ninth amendment to the Decree-Law No. 54/75 of February 12, à

seventh amendment to the Regulation of the Automobile Register, approved by the Decree

n ° 55/75 of February 12 at the sixteenth amendment to the Regulation

Emolument of the Registered and Notarial Records, approved by the Decree-Law No. 322-

A/2001, of December 14, and the second amendment to Decree-Law No. 178-A/2005,

of October 28 "

1. The Decree-Law whose parliamentary appreciation if it comes to apply for aims, among other purposes,

extend the legitimacy par to the application for registration, and this may pass the power to be requested by the

seller, when this is an entity that has by main activity the purchase of

vehicles for resale, thus unburdening the people and companies of these obligations, to the

same time as it allows for the formalities of the registration to be conducted soon after

the purchase of the vehicle by one of these professionals in the sector.

2. Not wanting to counteract the importance of any measures of administrative simplification

and de-bureaucratization, and which lead to the reduction of the costs with the practices of acts to which the

law obliges, the truth is that, to the CDS-PP, it causes concern the fact that the particular one who

has sold the vehicle verbally to a professional from this sector-or that it has limited to

leave a declaration of sale signed in the possession of that professional-not having legitimacy

to proceed, by yourself, to the subsequent registration of the vehicle's ownership.

3. Such corrections are justified, in the understanding of the CDS-PP, to acaucise some effects

perverse of the new Single-Circulation Tax (IUC) created by Law No. 22-A/2007, 29 of

June, and will be combined with changes to this same law, which the CDS-PP will present in

brief, and which are intended, equally, to protect private individuals from the eventual undue subjection

to the payment of the IUC relative to vehicles that are no longer owned by you.

In these terms, and under the provisions of Article 162º (c) and Article 169º, both of

Constitution of the Portuguese Republic, and of the provisions of Article 199º of the Rules of the

Assembly of the Republic, the undersigned Deputies, of the CDS Parliamentary Group-

People's Party, come to apply for Parliamentary Appreciation Of Decree-Law No. 20/2008, 31 of

January, which " Simplifies the regime of the registration of vehicles and proceeds to the ninth amendment to the Decree-

Law No. 54/75 of February 12 to the seventh amendment to the Regulation of the Register of

Automobiles, approved by Decree No 55/75 of February 12, at the sixteenth amendment to the

Emolumentary Regulation of the Registered and Notariat, approved by the Decree-Law No. 322-

A/2001 of December 14 and the second amendment to the Decree-Law No. 178-A/2005 of 28 of

October "
