ASSEMBLY of the REPUBLIC DRAFT RESOLUTION No. 356/X RECOMMENDS setting A POVERTY LINE and the evaluation of PUBLIC POLICIES aimed at ITS ERADICATION whereas the petition No. 407/X/3rd, the initiative of the National Commission for Justice and peace and other citizens, out of a total of 21268 subscribers, that "Request that the Assembly of the Republic recognizes poverty as a violation of human rights establish an official threshold and create a parliamentary mechanism of observation, monitoring and evaluation of public policies for your eradication ", was appreciated by the Commission for Constitutional Affairs, rights, freedoms and guarantees, having deserved final report on 30 April 2008, to reasserting what's proposed in the resolution of the Assembly of the Republic n° 10/2008, of March 19 on the" monitoring of the situation of poverty in Portugal " , thus giving generic host to claims of peticionantes;
Whereas, following the examination of the said petition, the Constitutional Affairs Committee concluded that the solemn declaration that poverty leads to violation of human rights, formalised in the resolution of the Assembly of the Republic, should be achieved by defining precise objectives for combating poverty, in addition to the measures there provided for;
Whereas, pursuant to paragraph 5 of article 24 of the law for the exercise of the right of Petition (approved by law No. 43/90, of August 10 and amended by Laws Nos. 6/93, of 1 March, 15/2003, of 4 June and 45/2007, of August 24), the Committee responsible may submit, along with the final report of the petition a draft resolution for discussion and vote when the appreciation of the petition by the plenary;
Whereas Parliament stated in the recitals of the already identified Resolution No. 10/2008, of 19 March, that poverty leads to violation of human rights "and, consequently, decided to take over the monitoring of the situation of poverty in Portugal as your specific mission, to the pursuit of the Assembly of the Republic which will be based in particular on the annual report on the implementation of the national action plan for inclusion to be submitted by the Government to Parliament;
The Assembly of the Republic resolves: following the Resolution of the Assembly of the Republic n° 10/2008, of March 19 on the "follow-up of the poverty situation in Portugal", solemnly declare that poverty leads to violation of human rights; Recommends setting a poverty line depending on the level of national income and standard of living in our society; Recommends the regular evaluation of the public policies for poverty eradication; Recommends that the poverty line established serve mandatory reference to the definition and evaluation of public policies for the eradication of poverty.
