More than three decades spent on the topple of the dictatorship and considering that the
freedom and democracy are today values that no one questions and are assumed to
reference of our daily life, the time has come to take effective action
for a politics of preservation of memory regarding resistance, dictatorship and
to the fighting for freedom and democracy.
These measures of preservation, research and dissemination of memory are, in the first
place, a political obligation of the State and the elected bodies within the framework of the scheme
political legitimated by the Revolution of April 25, 1974.
They aim to ensure the indispensable research, understanding and transmission to future
generations of the knowledge of an important period in Portuguese history of the Century
XX, through the events, movements and citizens that for decades fought in
defense of freedom and democracy, combat in which many ended up losing the
own life.
Thus, the Deputies, the undersigned, present in the constitutional, legal and
regimental applicable, the following:

The Assembly of the Republic, in the terms and for the purposes of Article 166 (5) of the
Constitution of the Portuguese Republic, resolves to recommend to the Government to create
effective conditions, including financial, that make the realization of the
projects of the authorities and civil society, in their varied forms of organisation,
specifically:

1. Support for musealization programs such as the creation of a Freedom Museum
and of the Resistance whose registered office is to be located in the Historic Centre of Lisbon (old
installation of the Chain of the Aljube) while pole agglutinator that comes to
set up a network of museological nuclei, and may take advantage of others
buildings that are historically identified as relevant in resistance to
dictatorship on par with the valorisation and support of the Resistance Museum installed in the
Fortress of Peniche. The Museum of Freedom and Resistance must constitute itself
as an important dynamic centre, in articulation with schools and with
universities and other institutions and organizations that already today develop
relevant and valuable activity in the collection of documentation and other material with
museological value, research and dissemination of the memory of resistance to
dictatorship.
2. Constitution of a National Roadmap of Freedom and Resistance, through the
places and buildings-simblolo considered to be of national interest, within the framework of
resistance and the struggle for freedom, including, of course, those who are
important references in the victory of the Revolution of April 25, 1974, and, if
possible, the adoption of preservation measures and their use, in the cases
more suitable, such as conservation spaces, research and dissemination of the
historical memory.
3. Promotion and support, together with the authorities, of organizations and institutions of
local and regional character, of a policy of constitution of Roadmaps of scope
local and regional as an important constituent element of the memory in the plan
site, which promotes the investigation, recognition and dissemination of the facts and
local protagonists of the resistance and the civic fighting for freedom and for the
human rights. This action can come to fruition either in the toponymia, or in the
referration of spaces and buildings, in works of art, in public spaces, in
publications, in events and in school-oriented activities.

4. Concretization and development of a policy of organization and treatment
of Archives based on the Institute of National Archives of the Tower of the Tombo,
taking advantage of the very positive work that has already been being developed,
promoting coordination with other Archives and Documentation Centres
with relevant activity in this area, affecting the resources at its realization.
5. Support for research programmes in History, Sociology, Economics and areas
related purposes to the period of the New State so as to make available to the
interested researchers resources and means of support for their projects in the
framework of the scientific research stimulus programmes.
6. Recommendation for the competent organ to promote, at the level of the teaching,
including at the level of curricular programmes, the values of democracy and
freedom through the knowledge of our contemporary history, with
reference to the period of the dictatorship, to its top-up on April 25, 1974 and to the
process of consolidation of the democratic regime, as input that
allow not only a better understanding of our history and identity
as a free and sovereign parents, but also for the formation of a citizenship
more responsible and enlightened.
7. Edification, in articulation with the Municipality of Lisbon, of a Memorial in
Lisbon which, as a public monument and on a permanent basis, expresses the
homage and national recognition to civic combat and resistance in
benefit of freedom and democracy.
8. They shall also be supported, in particular in articulation with the
local authorities and with civil society, in their varied forms of
organization, memorialistic initiatives elsewhere in the national territory

that expresses homage and recognition to civic combat and to the
resistance for the sake of freedom and democracy.
9. Development of a policy of cooperation, in the framework of relations between
Sovereign states, with the states arising from the former Portuguese colonies, to
preservation of the common fighting heritage by Freedom, namely the
concentration camp of the Tarrafal.
