1 DRAFT RESOLUTION No. 294/X "Recommends to the Government the adoption of measures to streamline the development and economic growth and the promotion of employment and vocational training in the regions of Vale do Ave and Vale do Cávado" explanatory memorandum it is recognised that the Portuguese economy is experiencing a process of adjustment, reaching significantly sectors constitute by itself an important role in employment , national exports and gross domestic product. The process of globalization with the Portuguese companies, in particular the more vulnerable to international competition, face, is an enormous challenge that is being exceeded in many situations, although you have complex problems. The District of Braga is a young, entrepreneurial and industrial region, open to the exterior, with a strong penchant exporter in an attitude that has been recognized by all sectors of the national economy, demonstrating the ability to overcome the difficulties and challenges faced. The regional entrepreneurship is visible, and the program on the spot company is that example, having been formed more than 3,700 companies in the district. Arise currently new and attractive areas of technology-based business, in which companies, research and knowledge developed in the district will have an important role to play. In the case of a cluster of health, scientific research in the area of pharmaceutical production, to knowledge, to the creation and production of medical devices, among others. The District of Braga is at the forefront of modernising the national economic fabric, either by creating new companies of technological incorporation by inclination technology in traditional industries. Never as today, traditional industries have been so receptive to incorporate technology, betting on the concept of brand and promote internationally their products, in an attitude of consolidation of its global role, contributing significantly to the creation of national wealth. 2 In 2006 the Governments of Portugal and Spain took one of the most important decisions for the future of the region and which relates to the installation of the international Nanotechnology Laboratory (INL) in Braga. The lab will take about 200 researchers, an investment of over 30 million euros annually, divided between the two countries. This investment allied to other research centres that conquered the international accreditation of which are examples of polymers and Composites Institute or the European Institute of excellence in tissue engineering and regenerative medicine, based in Avepark. Are investments that will create more employment, but arguably better jobs. With the reform of the institutions of higher education noted the input of external elements in defining strategic body which aims at greater proximity to the economic fabric. The University of Minho (U.M.) has been a pioneer, through its various departments, in developing regional capabilities that result in more economic development. In the region, the Polytechnic has witnessed a very significant reinforcement of the number of students, in particular through the action of the IPCA – Instituto Politécnico Cávado and Ave with the addition in about 25% of the number of students in 2007. In addition to the higher education institutions also the Avepark science and Technology Park, the Citeve Technological Center of the Textile and clothing Industries of Portugal, among others, have contributed to putting the region between the entrepreneurial and creative potential of the largest in the country. At the level of education and qualifications, the Bird and the Cávado are taking advantage of the opportunities that exist, with the establishment of new opportunities Centres, where about 30000 residents in this region are currently enrolled, and they have in schools and vocational training centres, but also in Business Associations, an attentive and committed response to be noted. Companies and business associations in the region were, in fact, among the first to join the new opportunities initiative, having been concluded for this purpose hundreds of protocols with the National Agency for qualification, I.P. and the Institute of employment and vocational training (IEFP), I.P., covering thousands of workers of these companies. In the social area is significant number of applications and approvals under the two phases of the PAIRS program – a program to extend the network of social equipment. The dynamism of the IPSS in the Braga district resulted in a high number of responses to day care centers, elderly and disabled people, with a direct consequence in job creation and in providing offerings that facilitate the reconciliation of family and professional life.

3 we recognize that there are critical success factors in the region that encompasses the NUT III Ave and Cávado and that it should be noted: a) the scientific and research capacity that exists in the region through the institutions of higher education, the international technology centres or laboratories; b) entrepreneurship with the creation of more industrial and modern companies, many technology-based and incorporating more and more I&D; c) traditional industries of textile, clothing and footwear, which are walking a path of modernization, innovation, and the creation of own brands, assuming their own distribution channels; d) the existence of education and training institutions, business associations and trade unions but also that defined the path of training and qualification of human resources as one of its main emblems; and) A young and dynamic population that through better qualifications is available to accept the challenge of modernisation in the region and the country.

We know that, at the same time in this picture, there are problems resulting from the economic process itself. Unemployment in the region registers values above the national average, although having recorded a decrease in recent years ( -4.4% between December 2005 and the same month of 2004 and-17.7% between the same months of 2006 and 2007). The unemployment situation is more delicate when it hits workers with low qualifications, older and who find difficulty in returning to the labour market translated into higher unemployment in times, including in this context the female unemployment. Public policy should be able to alleviate inequalities and combat a situation which has increasingly dual characteristics. The existence of a part of the population and of companies that compete in the global market, being at the forefront on innovation and creation with evident success, coexists with social problems in those sectors and workers with greater difficulty in adapting to the changes required. The recognition of this situation led the Government to strengthen the active employment and training policies in the region, covering a very wide range of instruments suited to the diversity of situations and privileging those who has proved more effective, including in this context the following results: a) Increased by about 50% the total number of covered by these policies in the region in view of the figure recorded in 2004, increasing the registered unemployment coverage ratio of about 26% in 2004 to 37% in 2007. At the same time, the resources allocated to the region to support this increase in the number of covered also grew about 15% of this very period, having involved an investment of about 115 M €. 4 (b)) The employment centers in the area have been experiencing an increase of offers received in recent years (+ 5.1, between 2004 and 2005, + 5.8% between 2005 and 2006 and +12% between 2006 and 2007), reaching in the latter year a value (about 37000) equated to the year 2000. Also the settings of unemployed increased 6.7% in 2007, compared with 2004. c) within the framework of the new opportunities initiative enrolled in new opportunities Centres (CNO) about 30000 adults during 2007/2008 and more than 14000 in 2005 and 2006 – i.e. more than 76% of the inscriptions occurred in the last three years. In the same period have been certified by these centres 4,775 adults. To increase the performance of the CNO in the region was vital to enlargement of its network – in region 8 CNO in 2005 and is today operating a total of 50 CNO. d) recently announced that the Government will be allocated over the next seven years, approximately 1.2 M € in active employment policies, training and social cohesion in the Braga district, through the Operational Program human potential.

Accordingly, the Assembly of the Republic decides, in accordance with applicable constitutional and procedural, to recommend to the Government that:


1. Strengthen the active employment policies and vocational training in the regions of the Bird and Cávado, in particular through the funding of the NSRF – National strategic reference framework. 2. promote the evaluation of the network of existing vocational training equipment and bet on its strengthening, including through coordination and cooperation with business associations or sector, local authorities and other regional players. 3. Weigh up a reinforcement of incentives to companies for hiring unemployed workers, particularly those of older age, appreciating, too, in this way, the active ageing. 4. Give particular attention to implementation of INOV-JOVEM, which aims to qualified youth employment in small and medium-sized enterprises in the regions of the Bird and Cávado. 5. Strengthen training initiatives in the area of entrepreneurship and the creation of the job itself, particularly in the context of adult education and training. 5 6. Continue to follow with particular attention to the employment situation in the textile and clothing sector with a view to a possible candidacy in the region II (North) NUT to the globalisation adjustment fund, which includes funds to support the unemployed. 7. Weigh up and encourage new investment projects with a view to the diversification of the region within the framework of the competences of the AIECEP. 8. promote, with particular attention, the ongoing industrial restructuring processes or occur in the region, under the AGIIRE-intervention Office for corporate restructuring. 9. Weigh up incentive support projects in the field of development of the rural world and of the tourism sector in the region, with a view to balanced and sustainable development of the whole region.
