Draft Resolution No 227

Approves the Initiative " Free Software in Parliament "

Considering:

A. The Resolution of the Assembly of the Republic No. 66/2004 of October 15, which recommends the Government to take action with a view to the development of open source software in Portugal;

B. The important potential of benefits resulting from the adaptation of

informatics tools currently available to the concrete needs of the Assembly of the Republic;

C. The imperious need to ensure interoperability and compatibility

present and future for the access and reading in digital format of the historical and official documentation acquis of the Assembly of the Republic;

D. The indefable need to ensure the accessibility of official documents to

all citizens, not by conditioning their access to the specific use of one or more commercial products or brands;

E. The decision taken by the Assembly of the Republic to carry out the work of

remodelling and modernization of its functioning, with emphasis on the technological solutions to be made available, from the very soon to the seat of Plenary;

F. The successful recent experiences of organs of sovereignty in various

countries in the adoption of computer solutions with recourse to the Free Software-that stands out the initiative of the French National Assembly, of migration to FLOSS solutions (open source and open source software);

Thus, in the applicable constitutional and regimental terms, the Assembly of

Republic resolves: 1. Proceed to the approval of the Initiative Free Software in Parliament , to be completed by the end of the IIIth Legislative Session of the present Legislature, carrying out the implementation of the following measures:

1.1. Provision in open format of all information and documentation published on the Internet and Intranet sites of the Assembly of the Republic, allowing its users access to all content unconditionally to the use of software owner;

1.2. Installation, in all the jobs of the Parliamentary Groups and Services of the Assembly of the Republic, of a computer package of productivity tools in free, compatible and complementary software in the face of the systems currently used, which includes in particular text processing programmes, calculation sheet, management of presentations, Internet navigation, e-mail and agenda management and reading of multimedia files; 1.3. Programming and development, by the Centre for Parliamentary and Interparliamentary Training, of training actions geared towards the use of the Free software-in particular the productivity tools-to be made available to the workers of the Assembly of the Republic and Parliamentary Groups; 1.4. Development, by the Centre for Informatics of the Assembly of the Republic, of a migration plan of applications and services for Free Software, based on a survey of available solutions, aiming at the maximum incorporation of Free Software technologies in the Informatics Network of Parliament;

2. Proceed to the interim evaluation of the implementation of this Initiative at the end of the IIIth Legislative Session, within the framework of the Conference of Representatives of Parliamentary Groups, as well as of the Board of Directors of the Assembly of the Republic; 3. Undertake further discussion and resolution, at the beginning of the IVth Legislative Session, regarding the option, by the Assembly of the Republic, of a policy of full and exclusive adoption of Free Software, taking into account the findings of the planned interim evaluation in the previous paragraph; 4. Mandatar for the executive coordination of the present initiative the Board of Directors of the Assembly of the Republic, which is expected to appreciate in each semester a progress report concerning its application, to be submitted by the Centre of Informatics.
