REGIME OF THE PARLIAMENT CHANNEL AND THE PORTAL OF THE ASSEMBLY OF THE
REPUBLIC
Division I
Channel Parliament and Portal of the Assembly of the Republic
Article 1.
Subject
This resolution regulates the Parliament Canal and the portal of the Assembly of the Republic in the
Internet.
Division II
Channel Parliament
Article 2.
Channel Parliament
The Parliament Canal makes available the signal from the internal video network of the Assembly of the
Republic, for the purposes of its distribution through the public and private networks of
cable television.

Article 3.
Operators
Under the law, they have access to the video signal from the Parliament Channel all operators
of distribution by cable for properly licensed public use.
Article 4.
Contents
For the purposes of Article 2, the Canal Parliament transmits:
a) The plenary meetings;
b) The meetings of the parliamentary committees;
c) Other relevant events held in the Chamber, in the Senate Room or in
parliamentary committees;
d) Information on the programming of the channel and on the parliamentary agenda.
Article 5.
Rights of Parliamentary Groups
Each parliamentary group shall be assigned autonomous intervention times, fixed
according to its representativeness, to be conveying according to a figurine to be defined
by the board of directors.

Portal of the Assembly of the Republic

Article 6.
Portal of the Assembly of the Republic
The Assembly of the Republic makes available and ensures the maintenance of a portal on the Internet
on the Assembly of the Republic.
Article 7.
Required content
1. The portal of the Assembly of the Republic shall make it available to information
about:
a) The parliamentary institution;
b) Parliamentary activity and Legislative Process;
c) The Agenda;
d) The Deputies;
e) The Commissions;
f) The Constitution and relevant legislation;
g) The Petitions;
h) The Redements.
2. The portal of the Assembly shall contain as yet:
(a) The Journal of the Assembly of the Electronic Republic;
b) Interactive discussion spaces in the form of forums;
c) an area intended for the youngest public;
d) The Parliament Channel.
3. The homepage of the portal of the Assembly of the Republic shall contain information and the
instruments that allow interaction with the citizen, namely:
a) Subscription of newsletters ;
b) Subscription of a system of alerts;
c) Subscription of contents for mobile terminals;
d) telephone Green Line;
e) e-mail box;

f) postal address.
Division IV
Common Provisions
Article 8.
Oversight
The President of the Assembly of the Republic superintende, in the terms of the Rules, to the Channel
Parliament and the portal of the Assembly of the Republic in the Internet .
Article 9.
Board of Directorate
1. The Steering Council directs the Parliament Canal and the portal of the Assembly of
Republic, taking the decisions regarding the programming of the Parliament Canal and
defining the contents made available on the portal of the Assembly of the Republic in
Internet.
2. The Governing Board shall be composed of a representative of each parliamentary group.
3. The council deliberates by consensus, with a right of appeal to the Conference of
Leaders, to be interacted by any of its members.
4. The Steering Board shall regularly send to the Conference of Leaders
information on the solutions adopted as to the issues of guidance arising
of the implementation of the attached guideline lines.
Article 10.
Coordination of institutional communication
The contents of the Parliamentary Channel and the Portal of the Assembly of the Republic on the Internet
must integrate, with coherence, the overall institutional communication strategy of the
Assembly of the Republic.

Article 11.
Guiding lines
The broadcasts of the Parliament channel and the contents of the portal of the Assembly of the
Republic to obey the guiding lines of the Channel's restructuring
Parliament and the portal of the Assembly of the Republic in the Internet published in attachment.
Article 12.
Leaders ' Conference
The Conference of Leaders competes, inter alia:
a) Deliberate on resources presented in accordance with Article 9 (3);
b) Re-evaluate periodically the attached guiding lines, so as to
ensure the updating of objectives and solutions.
Article 11.
Final provisions
1. The President of the Assembly of the Republic shall determine the adoption by the
competent services of the arrangements necessary for the effective compliance of the law,
of the Regiment of the Assembly of the Republic and of this resolution.
2. This resolution repeals the Resolution of the Assembly of the Republic n.
23/2000 of March 22, with the changes made by the Resolution of the
Assembly of the Republic No 25/2004 of February 26.

ANNEX I
Guiding lines of restructuring of the Parliament Channel and the Portal of the
Assembly of the Republic
A-Channel Parliament
1. General Aspects
1.1. The Parliament Canal will ensure, on average, a minimum of 16 hours of mission
daily.
1.2. The emissions of the Parliamentary Channel will be presented by one (a)
presenter (a) /announcer (a) pivot, chosen by the board of directors, which will open the
fixed-time broadcasts (Wednesdays and Thursdays at 15 p.m. and Fridays-
fairs at 10 pm).
To pivot will compete to inform about the content of the order of proceedings of the sessions, the
which will be debated, who is intervening, etc.
The intervention of the presenter will be totally exempt, rigorous and objective,
oriented to the single purpose of informing and not to comment or issue opinion
on the subjects under debate or which will be the subject of transmissions.
1.3. In the case of special sessions, such as, for example, the transmission of debates on
the State Budget, Government programs, motions of censorship or trust,
etc., the emissions will be arranged according to the figurine established for the
Same.
2. Parliamentary activities
2.1. Direct transmissions:
a) Plenary Sessions;
b) Powers will be carried out direct transmissions of the committee meetings
parliamentarians, whether specialized, or eventual, by deliberation of the
board of directors;

c) In regular emissions, information should still be provided on the meetings
plenaries and commissions, and their orders of work, informing
also on the subjects under discussion;
d) relevant events held in the Chamber, in the Senate Room or in the
parliamentary committees, such as the taking of the President's inauguration
of the Republic or the commemorative session of the April 25.
2.2. Other Contents
a) Information on the decisions taken at the Leaders ' Conference;
b) Daily and weekly Agendas:
2.2.b.1.Informação daily on the agendas concerning each plenary session,
subjects to be discussed and to vote, etc.;
2.2.b.2.Informação on the weekly agenda (plenary meetings, meetings of
commissions, visits to Parliament, etc.);
c) Information on the legislative activity of Parliament, particularly through
of the reference to the content and objectives of the proposals for law, draft laws,
proposals and draft resolutions, applications, etc.
d) Information on the participation of the delegations of the Assembly of the Republic in the
international bodies, notably the Council of Europe, the Union of
Western Europe, the Parliamentary Assembly of NATO, the Union
Interparliamentary.
e) Information on the agenda of the President of the Assembly of the Republic,
specifically initiatives of the President, audiences granted, representation
of the Assembly of the Republic in Portugal and abroad.
f) Information (or transmission in direct or in deferred) of events
important of parliamentary business, such as visits of personalities
policies, international meetings, colloquia, seminars, etc.
g) Interviews to Deputies.
h) Forum open to public participation, with the presence of Deputies.
i) Bloc with Noticias of the weekly / day
(j) Dissemination of statistical data of parliamentary activities

k) Retolls on the backstage of the Assembly of the Republic
l) Debates among the Deputies
m) "The day of ...": reports of the life and parliamentary work of each Deputy,
by Legislature, such as contacts with the electorate, with respect to the
representativeness of parliamentary groups and stalking, in the measure of the
possible, their alternation;
n) Retolls in the constituencies of each deputy, making the
monitoring of their activity, with respect to the representativeness of the
parliamentary groups and stalking, as far as possible, their alternation.
3. Structural information on the Assembly of the Republic
3.1. Measures will be adopted to ensure the production and dissemination of content
on various aspects linked to activity and parliamentary life, specifically
about:
a) The Assembly of the Republic in the Portuguese political system;
b) Visit guided to the Assembly of the Republic;
c) How it works and for what it serves the Assembly of the Republic: Explaining the
organization and operation of parliament
(d) the historical and cultural heritage of the Assembly of the Republic;
e) The Constitution of the Republic and the successive revisions;
(f) articulation of the Assembly of the Republic with the Government;
g) History of parliamentarism in Portugal;
h) The great moments of the Constituent Assembly and the Assembly of the
Republic since 1975;
i) The Assembly of the Republic in European construction.
3.2. The programmes in question and the rules on their production will be the subject of
approval by the steering board of the Canal Parliament and can be intended not
only to your insertion in the programming of the Parliament Channel but also to your
marketing.

4. Diffusion of information on other Parliaments
4.1. The Parliament Canal should take advantage of the contents free of charge by
other parliaments, in particular the European Parliament and the Parliaments of the
C.P.L.P.
4.2. The service Europe by Satellite (European Union) provides free access to material
digital video with Portuguese translation included. Can and should be used in
combined with Portuguese parliamentary activity.
4.3. The inclusion of programming elements referring to the activity of others
parliaments is deliberated by the steering board of the Parliamentary Channel, in the
terms of this resolution.
B-Portal of the Assembly of the Republic
1. General Aspects
1.1. The portal of the Assembly of the Republic is to insert itself into the technological platform
from the World Wide Web 2.0.
1.2. Measures will be adopted for the real-time update of all the
contents.
1.3. Virtual communities comprised, among others, will be created by the documents in
analysis and in public discussion, library, resource centres and the recordings of the
auditions. In this framework, citizens will be able to put their own input
(studies, scientific articles, opinions, etc.), interact with each other, consult
documents, attend or listen to interventions or debates, among others
possibilities.
2. Other contents
2.1. It will exist on the portal of the Assembly of the Republic a zone reserved to the page
personnel or weblog of each Member for electronic dissemination of information
on the exercise of its mandate in the Assembly of the Republic and in its
respective circle, facilitating their interaction with the citizens, whose updating and
management is your sole responsibility. The Assembly of the Republic is
responsible for the creation of each of the pages, and this shall allow the

placement of text, audio, video, interactivity, documents, etc as well as the
access to interventions, interviews or any other materials concerning the
deputy, through the images and contents made available by the Channel
Parliament.
2.2. The page web of each legislative initiative should allow citizens to send
of his views and concrete proposals on the subject, in a way that
remain, at all times, consultable by all.
2.3. The portal should also allow for the creation of debate forums on the pages web from
each legislative initiative, the petitions and parliamentary appraisals, in which
be able to participate in the citizens and, also, the Deputies.
2.4. The Assembly of the Republic will make a newsletter which should be
periodical, in digital support, and with information on the main deliberations and
parliamentary activities, without prejudice to the possibility of the Commissions
Parliamentarians to edit their own newsletters and to make them available
similarly upon subscription on the portal.
3. Portal for young people
3.1. The portal for young people is intended to potentiate and enrich the relationship with the
younger public through the development of pedagogical concepts
explanatory, specifically, of the role that parliament plays in the system
of Portuguese government, the way laws are made, the elections, or the history of the
parliament.
3.2. The design of the portal is expected to meet its necessary didactic function, predicting
forms of interaction, exploitation and debate aimed at both students, and
teachers, in such a way as to take advantage of the possibilities offered by technology web
2.0, using for such purpose content, appropriate formats and languages and
appealing.
3.3. Access to the portal for young people is expected to be located in the homepage in the portal of
Assembly of the Republic.
C-Articulation between the Parliament Canal and the Republic Assembly Portal

1. With a view to articulating the action of the structures responsible for information to the
citizens on parliamentary activity, will be placed in the Webserver of the AR
information on the programming of the Channel Parliament and ensured the transmission
of your programming, in " realvideo ", through the Internet.
2. The portal should allow the placement of the multi-channel transmission system. From this
mode, the Parliament Canal will be able to transmit in direct, through the cable networks
or the portal, a varied range of parliamentary activities (eg.
meetings of the Parliamentary Committees), and each citizen may choose the meeting
that interest you. This possibility requires the placement of caption systems of
image, for diffusion by the Internet and by the cable network, desirable and
progressively, in all the meeting rooms of the Parliamentary Committees.
3. The adoption of the system Web 2.0 should allow the introduction of technologies
designated from 3G (ex. WI-FI, CDMA, DVB-H, bluethooth and GSM), as well as the
its application in mobile terminals, such as for example pocket computers,
the mobile phones and the smartphones . In this way, citizens should be able to access the
contents of the Parliament Channel in its mobile terminals.
