1 DRAFT resolution No. 207/X ENERGY EFFICIENCY MEASURES and severe water-SAVING energy dependence abroad, mainly related to the importation of fossil fuels, including oil, coal and gas, is one of the most worrisome problems facing Portugal, problem this inseparable of the impacts on climate change that have emissions of greenhouse gases into the atmosphere.
This situation presents multiple serious consequences ranging from increased incidence and severity of extreme weather phenomena, to imbalance and fragility of ecosystems and the aggravation of health problems, or even socio-economic problems caused by the increase in prices due to adopted measures aimed at changing the current model of production and development too dependent on fossil fuels and excessively charred.
At the level of the emission of greenhouse gases, the housing sector and services was the one who, in conjunction with transport, saw increase, since 1990, your share of responsibilities in this area, at about 100%, doubling, so their emissions only in 15 years, and at the same time that until 2010 the increase reaches the 126%.
On the other hand, the shortage of the most precious to life, water, and the abuse that continue to subject our water resources, it is a reality that should worry every time our society, not just in times of crisis, like the one that occurred during the severe drought that devastated our country in 2005, but also permanently as indeclinable task of each one of us.
2 on both topics, efficiency and rationality in uses and savings arise as an imperative, without which you will not be able to reverse the current trend of increased consumption which contribute to make our society and our planet, in a short time, perfectly untenable and unable to ensure a future for our children.
Fortunately, science, technology and human ingenuity, have sought and found some answers and solutions to reduce energy consumption and waste, to make the satisfaction of our needs more efficient and rational, often even without need for major technological innovations, or large financial investments.
Simple measures such as replacing incandescent lighting lamps low consumption lamps, the control of invisible expenses (stand by consumption), the correct choice of irrigation periods of landscaped spaces, installing dual flush cisterns (6/3 lt) or more efficient taps, or other less simple measures such as the installation of equipment for the production of renewable energy (such as solar panels) strengthening the insulation of the walls, the reuse of waters (grey water or rain), among others, can help contribute to reduce energy and water consumption in all buildings, including public buildings and with high daily consumption.
The Assembly of the Republic is not just the responsibility of legislating, giving performance standards to society, but must itself promote change within the four walls where, taking concrete measures, raising the entire universe of workers and political agents who live daily, thus giving the example that this is a possible task and duty that fits all.
So, considering the importance of adopting measures to promote energy efficiency and savings and consumption of water and your fight against waste and at the same time, the responsibility of the Assembly of the Republic to promote, through example, the adoption of correct conduct in this regard by the rest of society, 3 the Assembly of the Republic decides:-to carry out an environmental audit to buildings and services of the Assembly of the Republic in order to : a) Meet current levels of energy and water consumption as well as efficiency of these intakes, losses and waste and associated causes; b) mislead the structural and operational issues that determine the waste and inefficiencies; c) present proposals for resolution of the problems encountered and the measures to be taken which would lead to an increase in savings, rationalization and efficiency of such consumption.
