ADOPTS ENERGY EFFICIENCY MEASURES AND SAVINGS OF

WATER

The severe energy dependence of the outside, fundamentally related to

the import of fossil energies, specifically oil, coal and gas, is one of the most

troubling problems facing Portugal, problem that inseparable from the

impacts on climate change that have the greenhouse gas emissions to

the atmosphere.

This situation presents multiple serious consequences ranging from the

increased incidence and severity of extreme climatic phenomena, to the

imbalance and fragility of ecosystems, going through the aggravation of problems

of health, or even of economic-social problems caused by the increase in

prices by virtue of not having adopted measures aiming at the change of the current model

of production and development, too dependent on fossil energy sources and

excessively carbonized.

At the level of greenhouse gas emissions, the housing sector and

services was the one that, in conjunction with that of transport, has seen increasing, since

1990, its share of responsibilities in this matter, at about 100%,

doubling, therefore, its emissions only in 15 years, predicting the same

time that up to 2010 this increase reaches the 126%!

On the other hand, the scarcity of the most precious good to life, water, and ill-treatment

to which they remain subject to our water resources, is a reality that must

worrying each time our society, not just in moments of crisis, such as if

checked during the severe drought that plagued our country in 2005, but also from

permanent form as an indeclinable task of each of us.

In both thematics, efficiency and rationality in uses and savings

arise as an imperative, without which it will not be possible to reverse the current trend

of increasing consumerism that contribute to making our society and our

planet, in a short time, perfectly unsustainable and unable to guarantee a

future to our children.

Thankfully, science, technology and human resourcefulness, have been seeking and

found some answers and solutions to reduce consumes and wastage, to

make the satisfaction of our needs more efficient and rational, often

even without a need for major technological innovations, or from large

financial investments.

Simple measures such as the replacement of incandescent lighting lamps

by low-consumption lamps, the control of invisible spending (consumes stand by ), the

more correct choice of the periods of rega of the ajardinated spaces, the installation of

dual discharge autoclysms (6/3 lt.) or more efficient faucets, or other measures

less simple as the installation of renewable energy production equipment

(such as solar panels), the reinforcement of the insulation of the walls, the reuse of

waters (grey waters or rain), among others, can help contribute to

reduce energy and water consumables in all buildings, including buildings

public of large dimensions and with high daily consumes.

The Assembly of the Republic is not only up to the responsibility of, legislating,

giving standards of acting to society, but it must itself promote change within

of the four walls in which it exists, taking concrete action, raising awareness of the whole

universe of workers and political agents who in it live on a daily basis, so

giving the example that this is a possible task and a duty that is up to everyone.

Thus, considering the importance of adopting measures that promote the

efficiency and energy saving and water consumption and which combats its

waste and, simultaneously, the responsibility of the Assembly of the Republic of

promote, through the example, the adoption of correct ducts in this regard by part

from the rest of the society,

The Assembly of the Republic deliberates:

-Conduct an environmental audit of the buildings and services of the Assembly of the

Republic in the sense of:

a) Knowing the current levels of energy and water consumption as well as

efficiency of these consumes, losses and wastage and associated causes;

b) Dispiston the structural and operating problems that determine

the waste and inefficiencies of consumption;

c) Present proposals for resolution of the problems encountered and of

measures to be adopted that lead to an addition of savings, rationalization and

efficiency of these consumes.
