PORTUGUESE COMMUNIST PARTY Parliamentary Group draft law No. 382/X Strengthens the rights of the League of Portuguese firefighters Preamble Portuguese volunteers firefighters develop its action in Portugal, more than 600 years.
Born of the need for fire protection in Lisbon, and over the centuries extended its action throughout the national territory, moving from fire-fighting aspect to the civil protection, support the populations against natural disasters, floods, fires, traffic accidents, illness and, later, for transporting patients in ambulance, diversification and growth of the relief actions assigned to fire station , without which the protection of populations might not be possible.
The League of Portuguese firefighters, fire department, Confederation of Portugal congregates, today, more than 480 associations and Bodies of firefighters on the Mainland and the autonomous regions of the Azores and Madeira and has a decentralised structure of Federation of firefighters in all districts and autonomous regions.
Altogether, there are more than 40000 (40,000) men and women who voluntarily, with uniform and without it, serve with dedication the populations and provide support to the communities where they belong. The dimension of volunteering grows from year to year, in relief actions assigned to firefighters, being their services widely recognised by the Portuguese population.
2 the structure, the League of Portuguese firefighters, represents today, as stated, a world of men and women in voluntary actions essential in Portuguese society and creditor's all the support that society can provide.
In addition, not only prestige but also the irreplaceable role of the League has been shown, in practice, through the contribution and of the close cooperation in the drafting of legislation on firefighters and civil protection.
In this way, consider the CFP be entirely justified to assign legally to the League of Portuguese firefighters a statute compatible with its social importance, promoting the strengthening of their rights of participation and intervention.
Thus, under the constitutional provisions and regulations applicable, the Members of the parliamentary group of the CFP feature the following draft law: Article 1 subject-matter this decree-law strengthens the rights of the League of Portuguese firefighters with the objective of valuing the invaluable services rendered to society by the corporations of firefighters.
Article 2 participation and intervention rights 1 — Without prejudice to any other powers provided for in the law, the League of Portuguese firefighters enjoys the status of social partner, with law, in particular, the prior consultation, by the organs of sovereignty, on all legislative initiatives relating to the field of your interest. 2 — the League of Portuguese firefighters have the right to be heard in the preparation of plans and programmes in which it is interested.
3 article 3 right of the aerial League of Portuguese firefighters are entitled to broadcasting time on radio and television in the same terms of the professional associations.
Article 4 Support the League of Portuguese firefighters are entitled to State support for the attainment of its purposes. Article 5 Cooperation may be established collaboration agreements between the Government and the League of Portuguese firefighters, whether relating to actions of the internal scope wants representation in international bodies, within the framework of the specific activities carried out by associations of firefighters.
Article 6 Regulation the Government will regulate this law within 90 days of the date of its publication.
Article 7 entry into force Without prejudice to its entry into force in general terms, this law shall take effect only with the entry into force of the State budget after its approval.
