Considering that the European Community intends to join the Hague Conference of

Private International Law;

Considering that the present Emendas establish the possibility of the accession to the

Conference of the Hague of Private International Law of Regional Organizations of

Economic integration to whom the members of the Hague Conference have delegated

competencies in Private International Law, where the Community includes

European;

Considering that the present Amendment to the Statute shall establish, equally,

amendments to the text of the Statute of the Hague Conference of Private International Law

in such a way that this adapts to the practices that have been developed since the Statute

came into force on July 15, 1955, establishing, in the same way, a version

authentic of the English-speaking Statute;

Given that its duration will give a new wording to its Article 12, creating

a regime of more clear and rigorous modifications.

Thus:

Under the terms of the paragraph d) of Article 197 (1) of the Constitution, the Government presents to the

Assembly of the Republic the following motion for a resolution:

Approve the Amendment to the Status of the Hague Conference of International Law

Private, adopted in The Hague, on June 30, 2005, the text of which, in the authenticated versions

in the French and English languages, as well as the consolidated text of this Statute, in the version

authenticated in the English language, as well as the respective translation into Portuguese language,

are published in attachment.

Seen and approved in Council of Ministers of October 19, 2006.

Amendments to the Statute of the Hague Conference of Private International Law

C. The following decisions:

The Twentieth Session,

On note of the will expressed by the European Community in becoming a Member of

Conference;

Considering desirable that the Statute of the Conference be modified, under the

respective Article 12º, with the purpose of making it possible for the admission to the Conference of the

The Hague, whether it is from the European Community or from any other Regional Organisation

of Economic Integration to which the Member States hajam transferred competences

in the matter of private international law;

Considering desirable take advantage of the opportunity to enter some modifications to the

text of the Statute harmonizing it in accordance with the practices observed after the

its entry into force on the July 15, 1955, and establish an authentic version of the

text in English, the similarity of the French version;

Whereas Article 12º of the Statute allows for the modification of the Statute, if it is

approved by two thirds of the Members, during a Session or after written consultation;

Considering that the admission of a Regional Organization for Economic Integration to the

Conference implies the need to modify " The Internal Regulation of Sessions

Plenaries " and that it is also desirable to broaden its scope;

1. Adopt the following amendments to the Statute with the aim of submitting them for

approval to the Member States under Article 12º.

Article 2, number 2:

2. Powers to come to be Members any other States whose participation presents

interest in a legal nature for the proceedings of the Conference. The admission of

new Member States shall be decided by the Governments of the participating States,

upon proposal by one or more of them, by a majority of the votes manifested, in the

period of six months, from the date on which the Governments are entrusted with

examine the proposal.

After Article 2, insert Article 2 to the following:

1. Member States of the Conference will be able to, during a meeting on

general and political affairs, where the majority of Member States are present, by

a majority of votes manifested, decide to also admit as a Member

any Regional Organization for Economic Integration to the Conference that has

submitted to the Secretary-General an application for admission. Any

reference made in this Statute to the Members shall cover such Organizations

Members, unless otherwise provided. The admission will only be final after the

acceptance of the Statute by the Regional Organization for Economic Integration in

question.

2. To apply for the quality of Member of the Conference, the Regional Organization of

Economic integration should be constituted only by sovereign states with

competencies transferred by their Member States that cover competences

within a range of subjects within the Conference, including the power to take

binding decisions for its Member States on such matters.

3. Each Regional Economic Integration Organization that submits an application

of admission will present, in the act of application, a statement of competences

specifying which matters in which its Member States have transferred it

the competences.

4. Each Member Organization and its Member States shall ensure that

any modification concerning the competence or composition of an Organization

Member shall be notified to the Secretary-General, which shall transmit such information to the

remaining Members of the Conference.

5. It shall be assumed that the Member States of a Member Organization shall retain the

competencies on any subjects for which transfers from

competencies have not been specifically declared or notified.

6. Any Member of the Conference may request the Member Organization and the

your Member States that provide information on the competence of the

Member Organization with respect to any particular matter submitted to the

Conference. The Member Organization and its Member States shall ensure

that this information will be provided when requested.

7. The Member Organization shall exercise the rights inherent in its quality of Member

in alternation with its Member States which are Members of the Conference, in the

areas of their competences.

8. The Member Organization will be able to have, in the matters in which it is competent and in

any meeting of the Conference in which you are entitled to participate, of a

number of votes equal to the number of your Member States that hajam you

transferred competence with respect to the matter in question and which are enabled

voting at these meetings and that they are registered. Whenever a

Member Organization shall exercise its right to vote, its Member States shall not

will exercise yours, and conversely.

9. "Regional Organization for Economic Integration" designates an organization

international that is only constituted by sovereign states and which posits

competencies transferred by its Member States within a range of

subjects, including the power to make binding decisions for their states

Members on these subjects.

Article 3:

1. The operation of the Conference shall be ensured by the Council on Affairs

General and Policy (henceforth designated by "the Council") composed of all the

Members. In principle, the meetings of the Council will be held every year.

2. The Council shall ensure that operation by means of a Registry

Permanent whose activities will drive.

3. The Council shall examine all proposals to be submitted in the

order of the day of the Conference. He will be free to appreciate the progress to be given to these

proposals.

4. The State Commission of the Netherlands, created by the Royal Decree of 20 of

February 1897 with the aim of promoting the codification of the right

private international, will mark, after consulting with the Members of the Conference, the

date of the Diplomatic Sessions.

5. The State Commission shall address the Government of the Netherlands for the

convocation of the Members. The President of the State Commission shall preside over the

Sessions of the Conference.

6. The Ordinary Sessions of the Conference shall, in principle, be held in principle from four in

7. If it is necessary, the Council may, after consulting with the State Commission, ask

to the Government of the Netherlands convening the Conference in Extraordinary Session.

8. The Council will be able to consult with the State Commission on any other matter

relevant to the Conference.

Article 4:

1. The Permanent Secretariat shall have its registered office in The Hague. He will be comprising of a Secretary-

General and four Secretaries who will be appointed by the Government of the Netherlands,

upon referral from the State Commission.

2. The Secretary-General and the Secretaries shall possess legal expertise and

appropriate practical experience. The diversity of geographical representation and

legal experience will also be taken into account for your

appointment.

3. The number of Secretaries may be increased after consulting the Council and

in accordance with Article 9.

Article 5:

Under the direction of the Council, the Permanent Secretariat is in charge of:

a) From the preparation and organisation of the Sessions of the Hague Conference as well as the

meetings of the Council and any Special Commissions;

b) of the work of the Secretariat of Sessions and the above-mentioned meetings;

c) Of any work that is part of the activity of a secretariat.

Article 6:

1. With a view to facilitating communications between the Conference Members and the

Permanent Office, the Government of each of the Member States shall

designate a national body and each Member Organization a liaison body.

2. The Permanent Secretariat will be able to correspond with all such bodies

designated and with the relevant international organizations.

Article 7:

1. Sessions and, in the range of Sessions, the Council, will be able to set up Commissions

Specials, with a view to drawing up the draft Convention or studying any

issues of private international law that fall into the purpose of the Conference.

2. Sessions, the Council and the Special Commissions will work, as much as

possible, on the basis of consensus.

Article 8:

1. The expenses set out in the annual budget of the Conference will be allocated among the

Member States of the Conference.

2. A Member Organization will not need to contribute, with monies higher than

of the other Member States, for the annual budget of the Conference, but

will contribute with a supplementary sum, to be determined by the Conference in

concertation with the Member Organization, so as to cover the expenditure

additional administrative staff from their Member status.

3. In any case, the expenses relating to the displacements and stay of the Delegates to the

Concelho and the Special Commissions will be borne by the Members represented.

Article 9:

1. The budget of the Conference shall be submitted, each year, to the approval of the

Council of Diplomatic Representatives of the Member States in The Hague.

2. These Representatives shall also make the apportionment between the Member States,

of the budgetary expenditure borne by the latter.

3. The diplomatic representatives shall meet, for those purposes, under the chairmanor

of the Minister of Foreign Affairs of the Kingdom of the Netherlands.

Article 10:

1. The expenses, resulting from the ordinary and extraordinary Sessions of the Conference,

shall be borne by the Government of the Netherlands.

2. In any of the cases, the travel and stay expenses of the Delegates will stay the

job of the respective Members.

Article 11 (only the French text; without changes in the English translation):

The uses of the Conference will remain in force in all that is not contrary to the

this Statute or the Regulations.

Article 12:

1. The Amendments to the Statute shall be adopted by consensus of the Member States

present at a meeting on general and political affairs.

2. These Emendas will enter into force for all Members, three months after they have

been approved by two thirds of the Member States in accordance with their

respective internal procedures, but not before a nine-month period a

count of the date of your approval.

3. The meeting referred to in paragraph 1 may change by consensus the time limits referred to in paragraph 2.

Article 13:

The provisions of this Statute shall be complemented by Regulations in order to

ensure its execution. These Regulations will be drawn up by the Registry

Permanent and submitted to the approval of a Diplomatic Session, of the Council of

Diplomatic Representatives or of the Council on General Affairs and Policy.

Article 14, paragraph 3:

3. The Government of the Netherlands, in the event of the admission of a new Member, shall

notify all Members the declaration of acceptance of that new Member.

Article 15, paragraph 2:

2. The complaint is to be notified to the Ministry of Foreign Affairs of the Kingdom

of the Netherlands at least six months before fining the budget year of the

Conference, and will produce its effect by expiring the said year, but only as to the

Member who has notified it.

Then to Article 15, add:

The texts in French and English of this Statute, as amended in ..... 200., are

equally authentic.

Status of the Hague Conference of Private International Law

The Governments of the Countries listed below:

Federal Republic of Germany, Austria, Belgium, Denmark, Spain, Finland,

France, Italy, Japan, Luxembourg, Norway, the Netherlands, Portugal, United Kingdom of

Britain and Northern Ireland, Sweden and Switzerland;

Considering the permanent character of the Hague Conference of International Law

Private;

Wishing to accentuate that character;

Having, to such an end, judged desirable to provide the Conference with a Statute;

They stipulated the following provisions:

Article 1.

The Hague Conference aims to work on the unification of the rules of law

private international.

Article 2.

1. Will be Members of the Hague Conference of Private International Law the States

have already taken part in one or more Sessions of the Conference and who accept

the present Statute.

2. Powers to come to be Members any other States whose participation presents

is accepted by the majority of the States represented in the Seventh Session.

2. The declaration of acceptance shall be deposited with the Government of the Netherlands, which

it shall communicate it to the Governments referred to in the preceding paragraph of this Article.

3. The Government of the Netherlands, in the event of the admission of a new Member, shall

notify all Members the declaration of acceptance of that new Member.

Article 15.

1. Each Member shall be able to denounce the present Statute from a period of five

years, from the date of its entry into force, in the terms of the first paragraph of the

Article 14.

2. The complaint is to be notified to the Ministry of Foreign Affairs of the Kingdom

of the Netherlands at least six months before fining the budget year of the

Conference, and will produce its effect by expiring the said year, but only how much

to the Member who has notified it.

The texts in French and English of this Statute, as amended in ..... 200., are

La Vingtième session,

Ayant examiné la volonté exprimée par la Communauté européenne de devenir Membre

de la Conférence;

Considérant qu' il est souhaitable that le Statut de la Conférence soit modifié, en

application de son article 12, afin de rendre possible l' admission à la Conférence de La

Haye, tant de la Communauté européenne that de toute autre Organisation régionale

d' intégration économique à laquelle ses Etats membres ont transféré compéé en

matière de droit international privé;

Considérant qu' il est en outre souhaitable de saisir l' opportunité d' apporter quelques

au modifications au texte du Statut afin de le rendre as aux pratiques développées

depuis son entrée en vigueur le 15 juillet 1955, et d' en établir une version anglaise

authentique, à l' instar du texte français;

Considérant que que l' article 12 du Statut permet la modification de celui-ci si elle est

approuvée par les deux tiers des Membres, lors d' une Session or d' une consultation

écrite;

Considérant que l' admission d' une Organisation régionale d' intégration économique à

la Conférence entraîne la nécessité de modifier le " Règlement intérieur des Sessions

plénières " et qu' il est également souhaitable d' étendre son champ d' application;

1. Adopt les amendements suivants au Statut dans le but de les soumettre aux Etats

membres pour approbation en application de l' article 12:

Article 2, Article 2:

2. Peuvent devenir Membres tous autres Etats dont la participation préfeel un intérêt

d' Etats souverains, et doit posséder des compétences transférées par ses Etats

membres pour un éventail de questions qui sont du ressort de la Conférence, y

Article 3:

1. Le fonctionnement de la Conférence est assuré par le Conseil sur les affaires

générales et la politique (ci-après: le Conseil), composé de tous les Membres. Les

réunions du Conseil se tiennent en principe tous les ans.

2. Le Conseil differ ce fonctionnement par l' intermédiaire d' un Bureau Permanent

dont il drives les activités.

3. Le Conseil examine toutes les propositions destinées à être mises à l' ordre du jour

de la Conférence. Il est libre d' apprécier la suite à donner à ces propositions.

4. La Commission d' Etat néerlandaise, instituée par Décret Royal du 20 février 1897

en vue de promouvoir la codiation du droit international privé, fixe, après

Consultation des Membres de la Conférence, la date des Sessions diplomatiques.

5. La Commission d' Etat s' adresse au Gouvernement des Pays-Bas pour la

convocation des Membres. Le Président de la Commission d' Etat préside les

Sessions de la Conférence.

6. Les Sessions ordinaires de la Conférence auront lieu, en principe, tous les quatre

ans.

7. En cas de besoin, le Conseil peut, après consultation de la Commission d' Etat, prier

le Gouvernement des Pays-Bas de réunite la Conférence en Session extraordinaire.

8. Le Conseil peut consulter la Commission d' Etat sur toute autre question intéressant

la Conférence.

Article 4:

1. Le Bureau Permanent a son siège à La Haye. Il est composé d' un Secrétaire général

et de quatre Secrétaires qui sont nommés par le Gouvernement des Pays-Bas sur

présentation de la Commission d' Etat.

2. Le Secrétaire général et les Secrétaires devront posséder des connaissances

juridiques et une expérience pratique appropriées. La diversité de la représentation

géographique et de l' expertise juridique seront également prises en compte dans leur

nomination.

3. Le nombre des Secrétaires peut être augmenté après consultation du Conseil et

conformément à l' article 9.

Article 5:

Sous la direction du Conseil, le Bureau Permanent est chargé:

a) de la préparation et de l' organisation des Sessions de la Conférence de La Haye,

ainsi que des réunions du Conseil et des Commissions spéciales;

b) des travaux du Secrétariat des Sessions et des réunions ci-dessus prévues;

Article 6:

1. En vue de faciliter les communications between les Membres de la Conférence et le

Bureau Permanent, le Gouvernement de chacun des Etats membres doit désigner un

organe national, et chaque Organisation membre un organe de liaison.

2. Le Bureau Permanent peut correspondre avec tous les organes ainsi désignés, et

avec les organizations internationales compétentes.

Article 7:

1. Les Sessions, et dans l' intervalle des Sessions, le Conseil, peuvent instituer des

Commissions spéciales, en vue d' élaborer des projets de Convention or d' étudier

toutes questions from droit international privé rentrant dans le but de la Conférence.

2. Les Sessions, le Conseil et les Commissions spéciales fonctionnent, dans toute la

mesure du possible, sur la base du consensus.

Article 8:

1. Les coûts prévus au budget annuel de la Conférence sont répartis between les Etats

membres de la Conférence.

2. Une Organisation membre n' est pas tenue de contribuer au budget annuel de la

Conférence, en plus de ses Etats membres, plus verse joins somme, déterminée par la

Conférence en concertation avec l' Organisation membre, afin de couvrir les

dépenses administratives additionnelles découlant de son statut de Membre.

3. Dans tous les cas, les indemnités de déplacement et de séjour des Délégués au

Conseil et aux Commissions spéciales sont à la charge des Membres représentés.

Article 9:

1. Le budget de la Conférence est soumis, chaque année, à l' approbation du Conseil

des Représentants diplomatiques des Etats membres à La Haye.

2. Ces Représentants fixent également la répartition, between les Etats membres, des

dépenses mises par ce budget à la charge de ces derniers.

3. Les Représentants diplomatiques se réunissent, à ces ends, sous la Présidence du

Ministre des Affaires Etrangères du Royaume des Pays-Bas.

Article 10:

1. Les dépenses, résultant des Sessions ordinaires et extraordinaires de la Conférence,

sont prises en charge par le Gouvernement des Pays-Bas.

2. En tout cas, les indemnités de déplacement et de séjour des Délégués sont à la

charge des Membres respectifs.

Article 11:

Les usages de la Conférence continuent à être en vigueur pour tout ce qui n' est pas

counterire au présent Statut or aux Règlements.

Article 12:

1. Les modifications au présent Statut doivent être adoptées par consensus des Etats

membres présents lors d' une réunion sur les affaires générales et la politique.

2. Ces modifications doivent entrer en vigueur, pour tous les Membres, trois mois

après leur approbation, conformément à leurs procédures internes respectives, par

les deux tiers des Etats membres, more pas avant un délai de neuf mois suivant la

date of leur adoption.

3. La réunion mentionnée au paragraphe premier peut, par consensus, modifier les

délais mentionnés au paragraphe 2.

Article 13:

Les dispositions du présent Statut seront complétées par des Règlements, en vue d' en

Assurer l' exécution. Ces Règlements seront établis par le Bureau Permanent et soumis à

l' approbation d' une Session diplomatique, du Conseil des Représentants diplomatiques

or du Conseil sur les affaires générales et la politique.

Article 14, Article 3:

3. Le Gouvernement néerlandais notifie, en cas d' admission d' un nouveau Membre, la

déclaration d' acceptation de ce nouveau Membre à tous les Membres.

Article 15, Article 2:

2. La dénonciation devra être notifiée au Ministère des Affaires Etrangères du

Royaume des Pays-Bas, au moins six mois avant l' expiration de l' année budgétaire de la

Conférence, et produira son effet à l' expiration de ladite année, more uniquement à

l' égard du Membre qui l' aura notifiée.

The Twentieth Session,

Having examined the wish of the European Community to become a Member of the

Conference;

Considering it desirable that the Statute of the Conference would be desirable, in accordance

with its Article 12, so as to make membership of the Conference possible for the

European Community as well as any other Regional Economic Integration

Organizations to which its Member States have transferred competence over matters of

private international law;

Considering it desirable to take the opportunity to make certain adaptations

to the text of the year so that it conforms with practices which have developed since

the "the" came into force on 15 July 1955, and to establish in the English version of the

Statute equally authentic to the French;

Considering that Article 12 of the Statute provides for a preliminary study of the Statute by a

decision of jurisdiction of the Members, and that such decision may be made either at a

Session or by written consultation;

Considering that membership of the Conference of a Regional Economic Integration

Organisation discuss the need to amend the "Rules of Procedure for Journalist Meetings",

and that it is also desirable to give these Rules wider applicability;

1. Tos the following following to the Statute with a view to their submission to

Member States for their approval in accordance with Article 12-

Article 2, paragraph 2:

2. Any other State, the participation of which is from a juridical point of view of

importance for the work of the Conference, may become a Member. The admission

of new Member States shall be seen upon by the Governments of the

requiring States, upon the proposal of one or more of them, by a majority of the

votes cast, within a period of six months from the date on which that proposal is

submitted to the governments.

Following Article 2 insert Article 2A as follows-

1. The Member States of the Conference may, at a meeting of general affairs

and policy where the majority of Member States is present, by a majority of the

votes cast, decides to admit also as a Member any Regional Economic Integration

Organisation which has submitted an application for membership to the Secretary

General. References to Members under this Statute shall include such Member

Organizations, except the otherwise expressly provided. The admission shall become

effective upon the acceptance of the acceptance of the Statute by the Regional Economic Integration

Organisation concerned.

2. To be eligible to apply for membership of the Conference, a Regional Economic

Integration Organisation must be one of a sovereignty by sovereign States, and to

which its Member States have transferred competence over a range of matters within

the purview of the Conference, including the authority to make decisions binding on

its Member States in respect of those matters.

3. Each Regional Economic Integration Organisation for membership shall,

at the time of such application, submit a declaration of competence among the

matters in respect of which competence has been transferred to it by its Member

States.

4. Each Member Organisation and its Member States shall ensure that any change

regarding the competence of the Member Organisation or in its membership shall be

notified to the Secretary General, who shall circulate such information to the other

Members of the Conference.

5. Member States of the Member Organisation shall be presumed to retain competence

over all matters in respect of which transfers of competence have not been

declared declared or notified.

6. Any Member of the Conference may request the Member Organisation and its

Member States to provide information as to whether the Member Organisation has

competence in respect of any specific question which is before the Conference. The

Member Organisation and its Member States shall ensure that this information is

provided on such request.

7. The Member Organisation shall exercise membership rights on an alternative basis

with its Member States that are Members of the Conference, in the areas of their

their respective.

8. The Member Organisation may exercise on matters within its competence, in any

meetings of the Conference in which it is resolved to participate, a number of votes

equal to the number of its Member States which have transferred competence to the

Member Organisation in respect of the matter in question, and which are demanding to

vote in and have registered for such meetings. The Member of the Member Organisation

exercises its right to vote, its Member States shall not exercise protests, and

conversely.

9. "Regional Economic Integration Organisation" means an international organisation

that is to be increased by sovereign States, and to which its Member States have

transferred competence over a range of matters, including the authority to make

decisions binding on its Member States in respect of those matters.

Article 3:

1. The Council on General Affairs and Policy (hereafter "the Council"),

all Members, has charge of the operation of the Conference. Meetings of the

Council shall, in principle, be held jointly.

2. The Council has launched such operation through a Permanent Bureau, the activities of

which it directs.

3. The Council shall examine all proposals intended to be placed on the Agenda of the

Conference. It shall be free to determine the action to be taken on such proposals.

4. The Netherlands Standing Government Committee, instituted by Royal Decree of 20

February 1897 with a view to promoting the codification of private international

law, shall, after consultation with the Members of the Conference, determine the

date of the Diplomatic Sessions.

5. The Standing Government Committee shall address itself to the Government of the

Netherlands for the convocation of the Members. The Chair of the Standing

Government Committee presides over the Sessions of the Conference.

6. The Ordinary Sessions of the Conference shall, in principle, be held every four

years.

7. If necessary, the Council may, after consultation with the Standing Government

Committee, request the Government of the Netherlands to convene the Conference

in Extraordinary Session.

8. The Council may consult the Standing Government Committee on any other matter

relevant to the Conference.

Article 4:

1. The Permanent Bureau shall have its seat at The Hague. It shall be composed of a

Secretary General and four Secretaries who shall be able to be cited by the Government

of the Netherlands upon presentation by the Standing Government Committee.

2. The Secretary General and the Secretaries must have appropriate legal knowledge

and practical experience. In their appointment account shall also be taken of

diversity of geographic representation and of legal expertise.

3. The number of Secretaries may be increased after consultation with the Council and

in accordance with Article 9.

Article 5:

Under the direction of the Council, the Permanent Bureau shall be charged with-

a) the preparation and organisation of the Sessions of the Hague Conference and the

meetings of the Council and of any Special Commissions;

b) the work of the Secretariat of the Sessions and meetings thereof above;

c) all the tasks which are included in the activity of a secretariat.

Article 6:

1. With a view to how to study communication between the Members of the Conference

and the Permanent Bureau, the Government of each of the Member States shall

Donation to the national organ and each Member Organisation a contact organ.

2. The Permanent Bureau may match with all the organs so designated and with

the competent international organizations.

Article 7:

1. The Sessions and, in the interval between Sessions, the Council, may set up Special

Commissions to prepare draft Conventions or to study all questions of private

international law which eats within the purpose of the Conference.

2. The Sessions, Council and Special Commissions shall, to the furthest extent

possible, operate on the basis of consensus.

Article 8:

1. The budgeted costs of the Conference shall be apportioned among the Member

States of the Conference.

2. Member Organisation shall not be required to contribute in addition to its

Member States to the annual budget of the Conference, but shall pay a sum to be

determined by the Conference, in consultation with the Member Organisation, to

cover additional administrative expenses arising out of its membership.

3. In any case, travelling and living expenses of the delegates to the Council and the

Special Commissions shall be payable by the Members represented.

Article 9:

1. The budget of the Conference shall be submitted each year to the Council of

Diplomatic Representatives of the Member States at The Hague for approval.

2. These Representatives shall also be able to apse among the Member States the expenses

which are charged in that budget to the latter.

3. The Diplomatic Representatives shall meet for such purposes under the

chairmanship of the Minister of Foreign Affairs of the Kingdom of the Netherlands.

Article 10:

1. The expenses derived from the Ordinary and Extraordinary Sessions of the

Conference shall be borne by the Government of the Netherlands.

2. In any case, the travelling and living expenses of the delegates shall be payable by

the respective Members.

Article 13:

To provide for their execution, the provisions of the present day will be

complemented by Regulations. The Regulations shall be established by the Permanent

Bureau and submitted to a Diplomatic Session, the Council of Diplomatic

Representatives or the Council on General Affairs and Policy for approval.

Article 14, paragraph 3:

3. The Netherlands Government shall, in the case of the admission of a new Member,

inform all Members of the declaration of acceptance of that new Member.

Article 15, paragraph 2:

2. Notice of the denouncing shall be given to the Ministry of Foreign Affairs of the

Kingdom of the Netherlands at least six months before the expiration of the budgetary

year of the Conference, and shall become effective at the expiration of the said year, but

only with respect to the Member which has been given notice.

Following Article 15, add:

The English and French texts of this year, as they are on ........ 200., are equally

authentic.
