DRAFT LAW NO. 337 /X

Transmission of antenna rights in the public television service

For years antenna times are transmitted immediately before or after the

telejornal of the evening of the public service of television. Now, unexpectedly, from supeton,

without listening to anyone and without any explanation, the operator of the public service announces

which will pass for the 19 hours.

The consequence of this decision is evident: it decreases to half, or to less than

half, the audience of the antenna times. In practice, it strongly penalizes the Parts,

significantly decreasing its capacity for intervention.

This decision is not serious . It's gravest . It is an attack on a fundamental right of the

Political parties of the opposition and an affront to political pluralism in Portugal. Is

try to abuse cercear the voice of who, legitimately, has different views of the

of the Government. It is to reduce to commercial or audiences reasons , a right

constitutional essential to the status of the opposition itself .

A decision of these is political, has political meaning, has political consequences and

has political implications.

Not by chance, the matter of antenna times has constitutional dignity, integrates the

set of rights verted on the Opposition Statute and has consequently enormous

relevance in the Television Act

2

Because this is not a matter of somanians, it is an essential political issue. Because

all this has to do with political pluralism in the public television service. Because

all this respects one of the most important missions of the public service that is

contracted with RTP,- this is not a partisan issue , is an issue that has

seeing with the quality of our democracy .

In these terms, under the applicable legal and constitutional provisions, the

Undersigned deputies of the PSD Parliamentary Group present the following

Draft Law:

SINGLE ARTICLE

Article 55º of the Television Act, adopted by Law No. 32/2003 of August 22, passes

to be replaced by the following:

" Article 55º

Issuance and reservation of the right of antenna

national of higher hearing, immediately before or after the main newspaper
