PARTICIPATION OF THE ASSEMBLY OF THE REPUBLIC IN THE
IBERO-AMERICAN PARLIAMENTARY FORUM
The Ibero-American Community of Nations represents a historical legacy and a
common cultural heritage, patents in the sharing of two languages, the Portuguese and the Spanish.
With a view to reinforcing the values that are shared on both sides of the Atlantic, and
promoting the enhancement of the parliamentary dimension of the peoples of the Ibero Community-
American, it was approved, at the meeting of the II Forum, the Statute of the Parliamentary Forum
Ibero-American, held in the city of Montevideu, Uruguay, on September 26,
2006, pursuant to Article 7 (1) of the respective Statute.
The Assembly of the Republic resolves, in accordance with Article 166 (5) of the Constitution,
the following:
Article 1.
Membership
The Assembly of the Republic adheres to the Ibero-American Parliamentary Forum and accepts the
their respective Statute, which is published in annex, in the Portuguese language version, without
prejudice to the changes to it being introduced by the procedure in it
predicted.

Article 2.
Delegation
1-A participation of the Assembly of the Republic at the Ibero-American Parliamentary Forum
is secured by a delegation.
2-A The delegation consists of a maximum of six effective members, including one
president and a vice president.
3-Will be elected yet a maximum of six alternates, who will replace the members
herds in case of hindrance.
4-A delegation should be pluripartisan, reflecting the composition of the Assembly of
Republic.
Article 3.
Mandate
1-A The delegation is elected by the Assembly of the Republic at the beginning of each legislature and
for the period of this.
2-Members of the delegation, if they are re-elected MPs, shall remain in office
until the new election of that delegation.
Article 4.
Competencies
1-A delegation performs the tasks laid down in the Statutes of the Parliamentary Forum
Ibero-American.

2-The president of the delegation directs his works and coordinates the performance of the
respective members.
3-In his absences and impediments, the president is replaced by the vice president.
Article 5.
Health
The operation of the delegation shall be governed by the provisions of Article 2 of the Resolution of the
Assembly of the Republic paragraph 5/2003 of January 22.
Article 6.
Standards applicable
The delegation and its members comply with the applicable rules of the Rules of the
Assembly of the Republic and the resolution cited in the previous article.

STATUS OF THE IBERO-AMERICAN PARLIAMENTARY FORUM
(approved in Montevideu to September 26, 2006)
The Ibero-American Community of Nations constitutes a space with a history and
common cultural heritage, which is based on principles and values shared by the countries
ibero-Americans.
The Ibero-American System, built from the Summits of Heads of State and of
Government since 1991, has constituted a decisive factor for consolidation and
development of the Community of Ibero-American Nations. The reinforcement of the dimension
parliamentary of the ibero-American system, jointly with the strengthening of the
democratic institutions and the economic and social development of our peoples,
is currently a priority objective for the future of our Community.
From September 30 to October 1, 2005 brought together in Bilbao the I Parliamentary Forum
Ibero-American who recognized the need to ensure greater participation
of the parliamentarians in the process of consolidation of the Ibero-American Community of the
Nations, acting to promote the institutionalization of an appropriate instance
ibero-american parliamentarian.
The representatives of the National Parliaments of the countries that integrate the Community
Ibero-Americana of Nations, gathered in Montevideu on the 25 and September 26 of
2006, aware of the need to strengthen the dialogue between the Parliaments of the whole
iber-American space, decide to approve the following Statute:

Article 1.
Concept
The Ibero-American Parliamentary Forum meeting annually in assembly of
representatives is the body of meeting and cooperation between the National Parliaments of the
Countries that integrate the Ibero-American Community of Nations.
Article 2.
Objectives
They constitute objectives of the Forum:
a) actively participate in the consolidation and development of the Ibero Community
American of Nations on both shores of the Atlantic;
b) Promote, in the parliamentary plan, the essential finals of the Ibero Community-
American of Nations, and contribute, thereby, to the strengthening of the State
of law, of life and democratic institutions, of human rights and of the
citizenship, economic, social and educational development of the inter-
cultural, as well as international law and peace among our peoples;
c) To analyze and evaluate the activities of the Ibero-American Conference that se
carry out between the Summit of Heads of State and Government of the previous year and the
The following summit, as well as debate the thematic axes that build on the agenda
of the Summit that will take place after the realization of the Forum;
d) Establish a milestone of mutual cooperation with all instances of the
Community, notably with the Ibero-American Summit, the Conference
Ibero Americana and the respective ministerial and sectoral meetings, the Meeting
Business, the Civic Meeting and the Ibero-American General Secretariat;
e) Follow up on the multilateral cooperation programmes undertaken in the framework
of the Community;

(f) Appreciate the subjects of common scope and the remaining issues of life
international who are interested in the Community;
g) Propose and recommend to the remaining instances of the Community lines of action
intended to contribute to the enhancement and projection of the ibero-americano;
h) Develop interparliamentary technical cooperation programs.
Article 3º
Composition
1. The Ibero-American Parliamentary Forum consists of a maximum number of
three effective members and three alternate members by Legislative Chamber of all and
each of the iber-American Countries, save in the case of the Countries with Parliament
unicameral, which will be represented by a maximum of six effective members and
six alternates.
2. The above representatives shall be designated under the rules and uses
own of the Parliamentary Chambers of each Country, always on the basis of criteria of
plurality that take into account the appropriate balance between majorities and minorities
resulting from popular suffrage.
Article 4º
Organization
1. The Ibero-American Parliamentary Forum will be annually chaired by the President
of the Parliament of the Country in which the Ibero-American Summit is taking place, which it will have
as Vice-Presidents of the Parliaments of the Countries in which you have
past the previous and come to the next Summit, and the latter may
delegating to Vice-Chairs of the respective Parliaments.

2. To the President of the Forum, coadjuvated by the Vice-Presidents, it shall compete to ensure the
conduct and conduct of the meetings of the assembly, interpret this Statute and,
heard the presidents of the national delegations, set in advance proper
the proposal of the agenda for each meeting.
3. At the beginning of each assembly of the Forum shall proceed to the ratification of the Order of
Proceedings and the election of four Secretaries for support of the President and Vice-
Presidents in the conduct of the work of the Bureau.
4. The President of the Forum shall be advised in the exercise of his duties for the service
of the support of the respective national Parliament and shall, for the purpose, be satisfied with the
cooperation of the Ibero-American General Secretariat in the areas in which such cooperation
be mutually agreed upon.
5. The President represents the Forum during the period of his term of office and shall present at the
Ibero-American Summit of Heads of State and Government the positions of the Forum.
6. In each Parliament, there will be, at the technical level, a point of support located for
link effects to the support services to the President and follow-up of the
work of the Forum, so as to ensure the circulation of information, efficiency
in the preparation of meetings and support for their respective national delegations.
Article 5º
Health
1. The Ibero-American Parliamentary Forum gathers ordinarily in assembly a
time by the year in the Country that has held its post the Ibero-American Summit and antecedent
their realization in reasonable time.
2. Extraordinarily, by decision convalidated by two thirds of its members,
will be able to take place an extraordinary assembly of the Forum.

3. The meeting of the annual meeting of the Ibero-American Parliamentary Forum is expected to be
organized and funded by the host Country, staying the post of the Parliaments
National the costs of transport and accommodation of the respective delegations. The
General Secretariat will ensure its expenditure whenever it participates in the activities
of the Forum.
4. The working languages of the Ibero-American Parliamentary Forum will be
indistinctly the Spanish and the Portuguese, official languages of the Ibero Community-
American of Nations and all documentation will be compulsorily edited in the two
languages.
5. The Ibero-American Secretary-General and other authorities of the ibero system-
us will be able to be invited to the Forum, in particular to the
annual assembly, annual information on the activities of its competence.
6. The Forum will be able to create among its members Working Groups and their respective
rapporteurs, tasked with drawing up information and reports on subjects
specific to the scope of their statutory objectives, to be discussed in the
ordinary meetings.
Article 6º
Forms of deliberation
1. The annual meeting of the Forum deliberates by consensus whenever they are at issue
decisions on their Statute and by a qualified majority of two-thirds of those present
in everything that respects the appreciation of information and reports and the issuance of
votes, proposals or recommendations.
2. Each delegation has, at the meetings of the Forum, a number of votes equal to that of the
actual members of their delegations.

Article 7º
Entry into force
1. This Statute shall enter into force after approval by the Parliaments of the
States that make up the Ibero-American Community of Nations, gathered in
Montevideu at 25 and September 26, 2006.
2. Each National Parliament shall adopt the necessary measures so that the present
Status between in force in your internal order.
