Having present the Resolution of the Assembly of the Republic No. 59/2000 of July 8 and
considering,
1. that annually, the Assembly of the Republic welcomes two Sessions, similar,
dedicated to education for citizenship by having as recipients the students of the
secondary education; an integrated one in the Project "The School and the Assembly"
promoted by Parliament, and another organized by the Portuguese Institute of the
Youth (IPJ), designated "Game of the Chamber";
2. that the IPJ proposed to the Assembly of the Republic the merger of the two initiatives;
3. the unanimous support that the proposed merger has collected by the Commission
Parliamentarian of Education, Science and Culture, as long as he observed,
notably, respect for the values of democratic participation and
civic training;
the Assembly of the Republic, in accordance with Article 166º (5) of the Constitution of the
Portuguese Republic deliberates,
1-Approve the Programme "Parliament of Young People" , as a result of the merger of the
Annual sessions aimed at secondary education, designated by " Assembly in
School "and" Hemicycle, Game of citizenship ";
2-The "Parliament of Young People" Programme, institutional initiative of the Assembly of
Republic, will understand two annual sessions-that of basic education and that of teaching
secondary-to be organized by the AR with the collaboration of other institutions, from
agreement with the means provided for in the budget of the Assembly of the Republic;

3-CaberĂ¡ to the Parliamentary Committee on Education, Science and Culture a
responsibility to accompany the Programme, defining, inter alia, the
concrete guidelines on the model of Sessions and their preparatory steps;
4-The Programme has as partners of the Assembly of the Republic for its
development and implementation, among others, the Ministry of Education, the Registry of
State of Youth and Sport, the Secretary of State for Communities
Portuguese and the Regional Secretaries that tutelize education and youth in the
Azores and in Madeira.
5-The Project should be open to collaboration with other institutions at the level
national and international.
